City of Highwood City Council met Oct. 15.

Here is the minutes provided by the council:

CALL TO ORDER by Mayor Pecaro at 7:40 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Levi, Slavin

Absent: Aldermen: Fiore, Peterson

Also Present: City Manager Coren, Assistant City Manager Martin, City Clerk Baruffi

2. Pledge of Allegiance All in attendance recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Slavin, seconded by Alderman Hospodarsky to approve the City Council: October 01 , 2019 minutes. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Slavin, seconded by Alderman Falberg to approve the Committee of the Whole: October 01 , 2019 minutes. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Levi, seconded by Alderman Falberg to approve the 10/15/2019 AP Warrant List for payment. All present voting aye, motion carried.

Yes: Alderman Levi, Falberg, Slavin, Hospodarsky 

Absent: Aldermen: Fiore, Peterson

7. Mayor’s Report

7.1. A Proclamation Declaring October “Domestic Violence Awareness Month ” in the City of Highwood.

Mayor Pecaro presented the Proclamation to Matt Guthrie, attorney for North Suburban Legal Aide Clinic.

Trick or Treat in the neighborhoods will be on Thursday, October 31st from 3:00-7:00 P.M.

Trick or Treat in the Business District sponsored by the Highwood Chamber of Commerce is scheduled for Friday, October 25th from 3:00-6:00 P.M.

There will be a strategic planning meeting on November 5, 2019 at 6:00 P.M.

12.1. 19-R-28 Moved by Alderman Slavin seconded by Alderman Hospodarsky to authorize a Resolution Approving an ARC Application for Signage at Holloway Studios, Located at 254 Waukegan Avenue. All present voting aye, by voice vote, motion carried.

12.2. 19-R-29 Moved by Alderman Levi, seconded by Alderman Slavin to authorize a Resolution Approving an ARC Application for Signage at Inka Peru, Located at 760 Sheridan Road. All present voting aye, by voice vote, motion carried.

12.3. 19-R-30 Moved by Alderman Hospodarsky, seconded by Alderman Levi to authorize a Resolution Approving an ARC Application for Bus Stop Sign Installation Located in the City of Highwood. All present voting aye, by voice vote, motion carried.

12.4. 19-R-31 Moved by Alderman Hospodarsky, seconded by Alderman Falberg to authorize a Resolution Approving an ARC Application for Parking Lot/Landscape at Papa Willie ’s BBQ, Located at 148 Green Bay Road. All present voting aye, by voice vote, motion carried.

12.5. 19-O-20 Moved by Alderman Levi, seconded by Alderman Falberg to waive the first reading and approve an Ordinance Amending Title 3, Chapter 6 of the Highwood City Code to Enact a Municipal Gas Use Tax – Extending the City ’s Existing 5% Utility Tax to Natural Gas Suppliers Outside Illinois. All present voting aye, motion carried.

Absent: Aldermen: Fiore, Peterson

12.6. 19-R-32 Moved by Alderman Levi, seconded by Alderman Slavin to authorize a Resolution of the Corporate Authorities to Determine the Amount of the Tax Levy for the 2019 Tax year with amendments of 2.53% more than last year. All present voting aye, motion carried.

Yes: Aldermen: Levi, Slavin, Falberg, Hospodarsky 

Absent: Aldermen: Fiore, Peterson

15. Adjournment Moved by Alderman Levi, seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:52 P.M.
