Village of Cary Village Board met March 14.

Here is the minutes provided by the board:

I. Call to Order This meeting was called to order at 9:00 a.m. by Mayor Kownick.

II. Roll Call Present: Mayor Kownick and Trustees Betz, Collier, Covelli, Kraus, McAlpine and Weinhammer 

Absent: None

Others present included Village Administrator Rife, Police Chief Finlon, Public Works Director Morimoto, Finance Director Mike DuCharme and members of the audience per the sign-in sheet.

Mayor Kownick entertained a motion to allow Trustees Covelli, Kraus and Weinhammer to participate via audio conference.

MOTION: Trustee Collier

SECOND: Trustee Betz

The Voice Vote noted all ayes and the motion carried.

III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum There being no comments from the public, Mayor Kownick closed Open Forum at 9:01 a.m.

V. Consent Agenda 1. Consider for Approval the Warrant Dated March 14, 2020

Motion:

Trustee McAlpine moved, seconded by Trustee Betz, to approve Consent Agenda Item #1.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer Nays: None Abstain: None

Motion Carried

VI. Review of Fiscal Year 2020/2021 Draft Budget 

Director Morimoto stated the Chicago Metro Chapter of the APWA (American Public Works Association) presented two Project of the Year awards to the Village of Cary. The awards were for the Cary Metra Station Project and Wastewater Treatment Plant Phase I Improvements. Director Morimoto also stated the Village of Cary has again been recognized as a Tree City USA Community and by the Illinois Department of Health for perfect compliance in the fluoridation program.

VII. Administrator Rife provided an overview of the fiscal year 2020/2021 draft budget.

Trustee Weinhammer stated she is not in favor of including the downtown art structure item in the FY2020-2021 budget at this time.

Trustee Covelli is concerned about some items regarding downtown streetscape and whether they are appropriate at this time when revenue is flat.

Mayor Kownick stated he was contacted by the Community Foundation of McHenry County and was told the Village was in line to receive a donation. Mayor Kownick stated he will follow up to find out more about the donation. Mayor Kownick stated he feels investing in the downtown at this time would be a financial benefit to the Village.

Trustee McAlpine stated she supports investing in the downtown area because it will produce a long-term return on investment.

Administrator Rife stated the budget will be presented to the Board for formal consideration at the April 14, 2020 Village Board Meeting.

Chief Finlon provided an update regarding adjustments that have been made to Police Department operations in response to COVID-19.

Mayor Kownick stated he has been in frequent contact with fellow McHenry County Mayors and the Governor's office regarding COVID-19.

XI. Adjourn There being no further items to discuss, a MOTION was made to adjourn the meeting at 9:58 a.m.

The Voice Vote noted all ayes and the motion carried
