City of Highwood City Council met Aug. 18.

Here is the minutes provided by the council:

CALL TO ORDER by Mayor Pecaro at 7:30 P.M.

1. Roll Call

Present: Aldermen Falberg, Fiore, Slavin, Levi and Peterson

Absent: Alderman Hospodarsky

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Assistant Litjens

2. Pledge of Allegiance

All present recited the Pledge of Allegiance.

3. Review of Minutes to be Ap proved

3.1. Moved by Alderman Fiore and seconded by Alderman Falberg to approve the minutes for City Council: August 04, 2020 as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Levi and seconded by Alderman Falberg to approve the minutes for Committee of the Whole: August 04, 2020 as presented. All present voting aye, by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Falberg and seconded by Alderman Levi to approve the 08/18/2020 AP Warrant List for payment. All present voting aye, by voice vote, motion carried.

9.1. Moved by Alderman Levi and seconded by Alderman Fiore to approve the June 2020 Treasurer’s Report.

12. New Business

12.1 Consideration of an Ordinance of the City of Highwood, Lake County, Illinois, Providing for the Issuance of Not to Exceed $3,100,000Aggregate Principle Amount General Obligation Refunding Bonds, in One of More Series, on a Taxable or Tax-Exempt Basis, and Providing the Details of Such Bonds and for a Levy of Taxes Sufficient to Pay the Principle of and Interest on Such Bonds, and Related Matters.

No Alderman was not permitted to attend the meeting by video or audio conference. The following Aldermen were absent and did not participate in the meeting in any manner or to any extent whatsoever: Alderman Hospodarsky. The City Council then discussed a proposed refunding of certain outstanding obligations of the City of Highwood, Lake County, Illinois, and considered an ordinance providing for the issuance of not to exceed $3,100,000 General Obligation Refunding Bonds of the City, in one or more series, on a taxable or tax- exempt basis, and providing for the levy and collection of a direct annual tax sufficient for the payment of the principle of and interest on said bonds. Whereupon Mayor Pecaro presented the following ordinance, a copy of which was provided to each Alderman prior to said meeting and to everyone in attendance at said meeting who requested a copy. Moved by Alderman Falberg and seconded by Alderman Fiore to waive first reading and approve as read. All present voting aye, by voice vote motion carried.

12.2. Moved by Alderman Slavin and seconded by Alderman Levi to waive first reading and approve an Ordinance Amending 4-1-7: Classification of Licenses in the Highwood City Code to Add a Class B Liquor License. All present voting aye, by voice vote, motion carried.

12.3. Moved by Alderman Levi and seconded by Alderman Peterson to waive first reading and approve an Ordinance Amending the Highwood City Code with Regard to Safety and Sanitary Regulations for Liquor Licenses. All present voting aye, by voice vote, motion carried.

12.4. Consideration of an Ordinance Amending 4-1-7: Classification of Licenses in the Highwood City Code to Limit Bar and Restaurant Hours to 11:00 P.M. This item was not considered pursuant to item 12.3 approval.

15. Adjournment Moved by Alderman Fiore and seconded by Alderman Slavin to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:35 P.M.
