Village of Cary Board of Trustees Met September 1

Village of Cary Board of Trustees met Sept. 1.

Here is the minutes provided by the board:

I. Call to Order This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call Present: Mayor Kownick and Trustees Betz, Collier, Covelli, Kraus, McAlpine and Weinhammer. Trustees Covelli and Kraus participated via audio conference, Absent: None.

Also present were Village Administrator Rife, Community Development Director Simmons, Chief Finlon and Village Attorney Uhler. Public Works Director Morimoto participated via audio conference.

III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

There being no comments from the public, Mayor Kownick closed Open Forum at 6:02 p.m.

V. Mayor's Report Mayor Kownick read a proclamation recognizing the retirement of Officer Tim Kelley.

Mayor Kownick proclaimed September 17 through 23, 2020 as Constitution Week.

Mayor Kownick stated he has received questions from local businesses regarding Village preparedness related to potential protests. Chief Finlon provided an overview of law enforcement preparedness.

VII. Consent Agenda 

1. Consider for Approval the Warrant Dated September 1, 2020

2. Consider for Approval Minutes of the August 18, 2020 Village Board Meeting 

3. Consider for Approval Minutes of the August 18, 2020 Committee of the Whole Meeting 

4. Consider for Approval an Intergovernmental Agreement Between the Village of Cary and the Cary Fire Protection District Authorizing the Cary Fire Protection District to be Added as a Listed Entity to the Village of Cary's Participation in the Intergovernmental Personnel Benefit Cooperative 

5. Consider for Approval a Resolution Authorizing the Village Administrator to Execute Amendment No. 2 to the Well 10 Rehabilitation Contract with Midwest Well Services Inc., Waupon, WI, in the Additional Amount Not to Exceed $33,230.00 for a Total Contract Value Not to Exceed $200,913.80 [R20-09-01]

Motion: Trustee Collier moved, seconded by Trustee Weinhammer, to approve Consent Agenda Items #1 -5.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried

VIII. Items for Separate Action 

1. Public Hearing for the Review of an Annexation Agreement with Respect to the Development of Cary-Grove Park and the Annexation of the Property into the Village of Cary, Illinois

Mayor Kownick opened a public hearing at 6:19 p.m. for the review of an annexation agreement with respect to the development of Cary-Grove Park and the annexation of the property into the Village of Cary, Illinois.

Discussion Director Simmons provided an overview of the proposed ordinances regarding the annexation agreement, the annexation of the property known as Cary-Grove Park and granting a map amendment, plat of dedication, and planned development for the Cary-Grove Park Property.

There being no comments from the public, Mayor Kownick closed the public hearing at 6:26 p.m.

2. Consider for Approval an Ordinance Approving Entry into an Annexation Agreement Between the Village of Cary and the Cary Park District for the Property Commonly known as Cary-Grove Park [020-09-01]

Motion: Trustee McAlpine moved, seconded by Trustee Weinhammer to approve entry into an annexation agreement between the Village of Cary and the Cary Park District for the property commonly known as Cary-Grove Park.

Discussion

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

3. Real Estate known as

3. Consider for Approval an Ordinance Providing for the Annexation of Certain Described Real Estate known as Cary-Grove Park into the Village of Cary, Illinois [020-09-02]

Motion: Trustee Collier moved, seconded by Trustee Betz to approve an ordinance providing for the annexation of certain described real estate known as Cary Grove Park into the Village of Cary, Illinois.

Discussion 

None.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

4. Consider for Approval an Ordinance Granting Approval of a Map Amendment, Plat of Dedication, and planned Development for the Cary Grove Park Property [020-09-03]

Motion:

Trustee McAlpine moved, seconded by Trustee Betz to approve an ordinance granting approval of a map amendment, plat of dedication, and planned development for the Cary Grove Park Property. granting approved

Discussion 

None.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

IX. Administrator's Report 

Administrator Rife encouraged those who have not yet participated in the 2020 Census to do so.

X. Department Head Reports 

Director Simmons stated an open house to receive resident feedback regarding the Downtown Strategic Plan is scheduled for Saturday, September 19th from 9:00 a.m. – 12:00 p.m. COVID-19 safety considerations are being finalized.

Director Morimoto stated work is continuing downtown on the south commuter lot resurfacing and underground utility work for sidewalk widening. The Safe Routes to School work on West Main will be starting in approximately one week.

XI. Future Agenda Items and Discussion by Village Board 

None.

XII. Adjourn There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:35 p.m.

Trustee McAlpine moved, seconded by Trustee Betz to adjourn the meeting.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None
