Village of Cary Board of Trustees Met August 18

Village of Cary Board of Trustees met Aug. 18.

Here is the minutes provided by the board:

1. Call to Order This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call Present: Mayor Kownick and Trustees Betz, Collier, Covelli, Kraus, McAlpine and Weinhammer. Trustees Covelli, Kraus and Weinhammer participated via audio conference. 

Absent: None

Also present were Village Administrator Rife, Chief Finlon and Village Attorney Uhler. Public Works Director Morimoto participated via audio conference.

III. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance.

Open Forum There being no comments from the public, Mayor Kownick closed Open Forum at 6:01 p.m.

V. Mayor's Report 

Mayor Kownick announced the groundbreaking for the new municipal building will take place on September 29th at 5:00 p.m.

Mayor Kownick proclaimed September 14 – 18, 2020 "Chamber of Commerce Week".

VI. Trustee Reports 

None.

VII. Consent Agenda 

1. Consider for Approval the Warrant Dated August 18, 2020 

2. Consider for Approval Minutes of the August 4, 2020 Village Board Meeting 

3. Consider for Approval Minutes of the August 4, 2020 Committee of the Whole Meeting

4. Consider for Approval a Resolution of Support for the Downtown Corridor Bikeway and Streetscape Improvements and Submittal of a Grant Application for illinois Transportation Enhancement Program Funds [R20-08-04] 

5. Consider for Approval an Ordinance Amending Section 10.32.005 - Parking Prohibited of the Municipal Code for a Portion of Pine Circle in the Bright Oaks Subdivision and Prohibiting Parking at Any Time on Both Sides of Pine Circle, Beginning Approximately 300 Feet West of the Centerline of the Southern Intersection with Oak Valley Drive for Approximately 180 Feet (020-08-01]

Motion:

Trustee Collier moved, seconded by Trustee Betz, to approve Consent Agenda Items #1 -5.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried

VIII. Items for Separate Action 

1. Consider for Approval an Ordinance Amending Section 10.32.005 - Parking Prohibited of the Municipal Code for the 260 Feet of W. Margaret Terrace West of Elden Drive (020 08-02]

Motion:

Trustee McAlpine moved, seconded by Trustee Collier to approve an ordinance amending Section 10.32.005 - Parking Prohibited of the Municipal Code for the 260 feet of W. Margaret Terrace west of Elden Drive.

Discussion 

Director Morimoto provided an overview of the proposed parking amendment.

Trustees McAlpine, Collier and Betz support option 1.

Trustee Covelli asked if allowing parking on both sides of W. Margaret Terrace as illustrated in options 1 and 2 would restrict emergency vehicle access. Director Morimoto stated emergency vehicle access would not be restricted.

Trustee Covelli supports option 2 over option 1.

Trustees Weinhammer and Kraus do not support changing the parking restrictions on W. Margaret Terrace.

Trustee McAlpine moved, seconded by Trustee Collier, to approve an ordinance amending Section 10.32.005 – Parking Prohibited of the Municipal Code for the 490 feet of W. Margaret Terrace west of Elden Drive.

Ayes: Betz, Collier, McAlpine, Kownick Covelli, Kraus, Weinhammer 

Abstain: None

Motion Carried

IX. Administrator's Report 

None.

Department Head Reports Director Morimoto stated sidewalk work will begin soon for the Downtown Sidewalk Widening, 2020 Sidewalk Extensions, and W. Main Street Sidewalk Extension and Safety Median projects.

XI. Future Agenda Items and Discussion by Village Board 

Trustee McAlpine would like to discuss the subject of food trucks and applicable Village regulations. A majority of the Village Board supported adding this discussion to a future meeting agenda.

XII. Adjourn 

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:16 p.m.

Motion:

Trustee McAlpine moved, seconded by Trustee Collier to adjourn the meeting.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried
