Historic Preservation Commission Minutes

CALL TO ORDER

At 6:32 p.m., Chairperson Levy called the meeting to order. This Commission meeting takes place on-site.

Staff was asked to call the roll.

ROLL CALL

Commissioners Present: Chairperson Levy; Commissioners Salamasick, Sogin, & Weeder

Commissioners Absent: Commissioners Greenbaum, Pierce, & Pines

Councilmember Present: Blumberg

Student Council Absent: Mendelson, Jacobs

Staff declared that a quorum was present.

Staff Present: Coleman

Others Present: Gale Cerabona/Minute Taker

APPROVAL OF MINUTES

There were no minutes to approve.

SCHEDULED BUSINESS

1. 621 N. Lincoln Avenue – Determination of Historic Significance

Planner Coleman explained the proposal:

• C – Contributing rating in the 2006 Bob-O-Link survey

• Built in 1920

• American Foursquare style

• Architect is unknown

• Project location, aerial view, and elevations were shown

• Owner history was provided

• Home history was shared (formerly 433 Lincoln Avenue); no original permit; 1957 garage permit

• Architectural features were described

• Landmark criteria was highlighted

• Impact of Historic Findings was illustrated

Mr. Tomasz Debicki, Interfirst Construction & Development, 7101 N. Cicero Avenue, Suite 200, Lincolnwood, IL, Petitioner, thanked the HPC for calling a special meeting due to a miscommunication. He is under pressure to begin the project. The interior of the home is damaged (flooded, floor is damaged, etc.).

Commissioner Salamasick said it seems like a twin of the house next door which is a better example of Foursquare. She and Commissioner Sogin believe both houses were designed/built by the same architect.

Chairperson Levy believes it’s a charming example of American Foursquare and may meet criteria #4.

Commissioner Sogin said it doesn’t have a centered door like most American Foursquare homes do. Siding was added; may have been an open porch. It didn’t start as a good example of American Foursquare; may have been built by the carpenter who lived there. She explained typical layouts. It doesn’t have a good exterior or interior.

Commissioner Sogin moved that this house does not meet any landmark criteria. Commissioner Salamasick seconded the motion.

On a roll call vote

Voting Yea Chairperson Levy; Commissioners Salamasick, Sogin, & Weeder

Voting Nay: None

Chairperson Levy declared that the motion passed unanimously.

OTHER BUSINESS

1. Next Regular HPC Meeting

The next regular meeting is scheduled for April 19, 2023.

STAFF REPORT

Planner Coleman said he and Commissioner Sogin did a test run of the bike tour. He noted there will only be one/north scenic route, and he will update everyone via email. The Park District gave clearance to everyone to visit the beach.

Commissioner Sogin said there wouldn’t be enough people to warrant a food truck. The same route could be epeated. She described everything in Moraine Park.

ADJOURNMENT

Commissioner Salamasick moved to adjourn at 6:47 p.m. Commissioner Weeder seconded the motion.

Voting Nay: None

Chairperson Levy declared that the motion passed unanimously.
