City of Highland Park Board of Fire and Police Commissioners met July 21.

Here are the minutes provided by the board:

CALL TO ORDER 

At 3:58 PM Chairman Rachman called the meeting to order and asked for a roll call.

ROLL CALL 

Members Present: Chairman Stephen Rachman, Commissioner Kiki Katz Commissioner Evan Witkowski

Members Absent: None

Staff Present: Chief of Police Lou Jogmen, Board Secretary Nick Barnes 

Others Present: None

APPROVAL OF MINUTES 

Special Meeting of the Board of Fire and Police Commissioners – May 8, 2023

Chairman Rachman requested a motion to approve the open and closed session Minutes of a Special Meeting of the Board of Fire and Police Commissioners for the date of May 8, 2023.

Commissioner Katz moved to approve the minutes. Commissioner Witkowski seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

CLOSED SESSION 

Chairman Rachman requested a motion that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters.

Chair Rachman moved to go into closed session. Commissioner Witkowski seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

At 4:00 PM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session.

Chairman Rachman reconvened the open session of the Board of Police and Fire Commissioners at 4:11 PM and asked for a roll call.

Members Present: Chairman Stephen Rachman, Commissioner Kiki Katz Commissioner Evan Witkowski

Members Absent: None

Staff Present: Chief of Police Lou Jogmen, Board Secretary Nick Barnes 

Others Present: None

CLOSED SESSION REVIEW 

The Board reviewed and came to a consensus on pre-offer screening elements for a Police Officer Candidate.

SCHEDULED BUSINESS 

A. Determination of Pre-Offer Screening Elements

The Board made a written determination, by consensus, on pre-offer screening elements for a Police Candidate

B. Approval of a new Police Officer (Entry Level) Eligibility Process

Chairman Rachman requested a motion that the Board of Fire and Police Commissioners approve the City to conduct a recruitment process on behalf of the Board for the position of Police Officer (Entry Level) to be consistent with past practice.

Commissioner Witkowski moved accept the motion. Commissioner Katz seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

C. Approval of a new Police Sergeant Promotional Eligibility Process

Chairman Rachman requested a motion that the Board of Fire and Police Commissioners approve the City to conduct a promotional process on behalf of the Board for the position of Police Sergeant to be consistent with past practice.

Commissioner Witkowski moved accept the motion. Commissioner Katz seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

D. Approval to destroy verbatim records older than 18 months

Chairman Rachman entertained a motion from Commissioner Katz for the Board to approve the destruction of verbatim records older than 18 months. Commissioner Witkowski seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Absent: None

E. Approval to release closed session minutes older than 6 months

Chairman Rachman entertained a motion from Commissioner Katz for the Board to approve the release of closed session minutes older than 6 months. Commissioner Witkowski seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Absent: None

OTHER BUSINESS 

The Board discussed and scheduled a scheduled a tentative date for next meeting. HR briefed the Board in the new Firehouse. Chief Jogmen expressed the intent to promote a candidate to Police Sergeant. Chief Jogmen invited the Board to attend simulator training and provided the Board with an update on July 4th event.

There was no business from the public.

ADJOURNMENT 

Chairman Rachman entertained a motion by Commissioner Katz to adjourn the meeting. Commissioner Witkowski seconded.

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Chairman Rachman declared that the motion passed.

The Board of Police and Fire Commissioners adjourned its meeting at 4:31 PM.
