Waukegan residents are provided with an opportunity until December 28 to review and contribute their thoughts on a considerable amendment suggested for the 2020-2024 Consolidated Plan. A public hearing regarding this matter was held on December 4, marking the commencement of the 30-day process.

According to a table attached to the agenda of the City Council's December 4 meeting, proposed revisions to the plan incorporate housing rehabilitation into its housing strategy aimed at assisting low and moderate-income households. The amendment suggests that the city should play an active role in preserving and refurbishing existing affordable housing units. This effort would involve addressing code violations, undertaking emergency repairs, and improving handicap accessibility for owner-occupied residences.

Adding another facet to the proposed changes, homelessness operation/support would be incorporated into the homeless strategy priority as shown in a table attached to the City Council's December 4 agenda. This new approach would necessitate the city's backing of social service programs, enduring support for housing service programs, and provision of facilities catering to homeless individuals or those at risk of becoming homeless.

The document also reveals that a public service component will be added to the community development strategy in order to boost support for social services programs and facilities catering towards persons with disabilities, elderly citizens, victims of domestic violence, persons living with HIV/AIDS, those dealing with alcohol or drug dependency issues, people with mental health needs as well as those facing other social challenges.

Moreover, employment strategies will be enhanced by adding redevelopment opportunities. This initiative would involve investing in economic growth initiatives designed for developing and promoting small commercial businesses. Thus furthering development plans along with urban renewal and revitalization efforts.

Lastly, as per administration planning and management strategies displayed on a table from Dec. 4 City Council meeting's agenda, educational training for staff managing these consolidated plan initiatives is set to become part of future operations.
