According to the Waukegan City Council agenda, Tina Shannon made the claims of physical injury against the city. She alleged that her shoulder was injured and requested coverage for both actual and anticipated medical expenses. The resolution, approved on Monday night, indicated that all parties agreed to settle Shannon's claims and any potential future claims related to the Waukegan Police Department's actions. This decision was made to avoid the uncertainties associated with litigation outcomes, as well as the time and financial costs of continued legal proceedings.
