The Waukegan City Council has approved a $320,000 settlement in a personal injury claim filed against the city.
The claim arose from an incident on January 16, where a woman was physically restrained with handcuffs by police at her home.
According to the Waukegan City Council agenda, the claim was filed by Tina Shannon.
Shannon alleged that her shoulder was injured during the incident and requested coverage for both actual and anticipated medical expenses. The resolution, approved on Monday night, indicated that all parties agreed to settle Shannon's claims and any potential future claims related to the Waukegan Police Department's actions.
The agenda resolution said that Shannon agreed to release the city from all liability allegations against it and its related parties. This includes relinquishing her right to seek future monetary damages.
In compliance with the Illinois Open Meetings Act, final action on the settlement required approval in an open session by the city council. The resolution clarified that this settlement does not constitute an admission of liability by the city.
