According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the Illinois Emergency Management Agency Act. Defines "public library". Provides that the Illinois Emergency Management Agency is authorized to make grants to public libraries and not-for-profit organizations (rather than just not-for-profit organizations)."
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill amends the Illinois Emergency Management Agency Act to expand the authority of the Illinois Emergency Management Agency (IEMA) to make grants not only to not-for-profit organizations but also to public libraries. It defines "public library" as any nonprofit library maintained for public use and established under specific Illinois library acts, or operated by a local government unit. The bill allows IEMA to make grants to public libraries and not-for-profit organizations for eligible security improvements to prevent, prepare for, or respond to threats, attacks, or acts of terrorism. These improvements can include physical security upgrades, training exercises, and other security-related enhancements as detailed in eligible preparedness activities under the federal Nonprofit Security Grant Program. The bill outlines the requirements for potential grantees, including demonstrating risk of threat and coordination with broader state and local preparedness efforts.
Daniel Didech has proposed another 16 bills since the beginning of the 104th session.
Didech graduated from Roosevelt University in 2010 with a BA and again in 2014 from Valparaiso Universit with a JD.
Daniel Didech is currently serving in the Illinois State House, representing the state's 59th House District. He replaced previous state representative Carol Sente in 2019.
Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
