Lake County Board of Review met March 10.

Here is the minutes provided by the board:

1. Call to Order- Chairman Fleming called the meeting into order at 9:00 A.M.

Board Attendees: Chairman Fleming, Member Helm and Member Monie Staff Attendees: Glueckert and Crawford

2. Approval of Minutes

Regular Session: March 3, 2020

The Board of Review members reviewed the minutes from their March 3, 2020 meeting. Member Helm motioned to approve. Member Monie seconded the motion. The Board members approved the minutes as presented 3-0.

Executive Sessions: November 7, 2016, January 23, 2017, November 27, 2017 and November 30, 2017

The Board of Review members reviewed the minutes from their November 7, 2016 meeting. On a motion by Chairman Fleming, a second by Member Helm the Executive Session minutes of November 7, 2016 are to remain confidential by a vote of 2-0. Member Monie abstained.

The Board of Review members reviewed the minutes from their January 23, 2017 meeting. On a motion by Chairman Fleming, a second by Member Helm the Executive Session minutes of January 23, 2017 are to remain confidential by a vote of 2-0. Member Monie abstained.

The Board of Review members reviewed the minutes from their November 27, 2017 meeting. On a motion by Chairmen Fleming, a second by Member Helm the Executive Session minutes of November 27, 2017 are to remain confidential by a vote of 2-0. Member Monie abstained.

The Board of Review members reviewed the minutes from their November 30, 2017 meeting. On a motion by Chairman Fleming, a second by Member Helm the Executive Session minutes of November 30, 2017 are released for public viewing upon request by a vote of 3-0. Clerk Crawford reminded the Board of Review members that all Executive Session minutes held in confidentiality shall be reviewed every six (6) months. The Clerk will recall these minutes again in September 2020.

Clerk Glueckert provided the Members with a status update on the Chief County Assessment Office which included submitting the 2019 State Reports on or before Friday March 13, 2020.

Clerk Glueckert shared a 1.91% total EAV change to value after all Board of Review Decisions were rendered. The status of a State Factor is pending. Member Helm inquired as to the results of surrounding counties such as Kane, DuPage or McHenry. At the time of the meeting Clerk Glueckert had no specific data to share regarding their Board of Review outcomes.

Clerk Glueckert advised the members that he has given direction to all 18 Townships to submit their 2020 valuations by the Statutory guideline of July 15, 2020.

At Member Helms inquiry, Clerk Glueckert shared initial feedback from the recently held Attorney Practitioners Advisory Committee which is comprised of eight (8) Attorneys and three (3) Assessors. All agreed that notification of evidence and evidence received at hearing were challenges throughout the season. Clerk Glueckert suggested that evidence submission be considered as the Board reviews the Rules for the 2020 Season.

Member Monie expressed concerns over Attorney no shows and the ineffective use of time it has on the Members and Alternates.

IPAI is hosting a leasehold seminar in May, the Clerk suggests enrollment for Board Members.

Clerk Glueckert also shared that he has nine (9) meetings scheduled with the top ten (10) real-estate brokers to provide them with an introduction to Tyler, the appeal process and the opportunity to take the Board of Review Examination on May 6, 2020. In addition, the Clerk has reached out to the Career Resource Center, Mainstreet Newsletter publication and Michael Lescher from ReMax Showcase is also including information in his newsletter. The goal is to have a deeper pool of qualified Alternate Members for the 2020 Session.

Clerk Glueckert suggests the Board Members review their early April schedule & set a meeting date to begin the process of outlining the 2020 Board of Review Rules.

5.1 Approval of assessment appeal case decisions conducted in the Townships of Cuba, Ela, Libertyville, Moraine, Shields, Vernon, Waukegan and West Deerfield, as Decision Attachment A.

The Board reviewed the case decisions in the Townships of Cuba, Ela, Libertyville, Moraine, Shields, Vernon, Waukegan and West Deerfield as Decision Attachment A. Member Helm motioned to approve. Member Monie seconded the motion. Members affixed their signatures and the case decisions are final by unanimous vote of the members 3-0.

5.2 Oaths Upon Completion of the Review of Assessments

Board signatures were affixed to each of the eighteen (18) Townships Oaths to Be Taken by The Members of The Board of Review upon Completion of the Review of Assessments for The Year A.D., 2019. County Clerk Deputy Todd J. Govain witnessed and notarized the Board Member signatures. The Board of Review Session for the Assessment Cycle for calendar year 2019 is complete.

6. County Farmland Assessment Review Committee Appointment

Chairmen Fleming makes a motion to nominate Member Joe Monie. Member Monie accepts his nomination to represent the Lake County Board of Review during the upcoming Annual County Farmland Assessment Review Committee Meeting at a date to be determined in early May.

7. Adjournment

Member Monie motioned to adjourn, seconded by Member Helm. The motion carried unanimously 3-0. The meeting adjourned at 9:59 A.M.
