City of Highland Park City Council met March 19.

Here is the minutes provided by the council:

The City of Park City held its regular Council meeting at City Hall, 3355 Belvidere Road, Park City, Illinois. Mayor Steve Pannell called the meeting to order at 7:00 pm.

Pledge of Allegiance was recited

ROLL CALL – City Clerk Dirzo

Present: Aldermen Dennis, Ortega, Bibian, Hart

In Attendance: Mayor Steve Pannell, Inspector Bernard Pondextor, City Engineer Ken Magnus, City Attorney Peter Karlovics

Absent: City Treasurer, Police Chief Holderbaum, Alderman Telle, Alderman Eaker

OPEN TO THE PUBLIC:

Motioned by Alderman Eaker and seconded by Alderman Hart to approve consideration of the Consent Agenda by Omnibus Vote, items A through B:

A. Approval of Regular Council Meeting Minutes – March 5th, 2020

B. Reading and Approval of Bills Payable – March 19th, 2020

C. Approval of A RESOLUTION REALLOCATING THE CITY OF PARK CITY’S $782,985 IN 2020 VOLUME CAP TO THE VILLAGE OF BUFFALO GROVE, ILLINOIS. (Resolution No. 2020-R-03)

It was motioned by Alderman Bibian and seconded by Alderman Hart to approve items A through C of the Consent Agenda.

NEW BUSINESS:

A. Consideration and possible approval of AN ORDINANCE AUTHORIZING THE

ESTABLISHMENT OF A TAX INCREMENT FINANCING INTERESTED PARTIES REGISTRY AND ADOPTING REGISTRATION RULES FOR SUCH REGISTRY. (Ordinance No. 2020-O-02)

B. Discussion of Conflict of Interest Inquiry and Distribution of “Statement of Direct/Indirect Interest in the City of Park City Old Skokie Road Tax Increment Financing District” forms.

C. Discussion and possible approval of Notice – City of Park City Tax Financing Redevelopment Project Area Registration for Interested Parties Registries.

It was motioned by Alderman Dennis and seconded by Alderman Bibian to APPROVE THE NOTICE – CITY OF PARK CITY TAX FINANCING REDEVELOPMENT PROJECT AREA REGISTRATION FOR INTERESTED PARTIES REGISTRIES.

D. Approval of “Interested Parties” Registration Form for proposed Old Skokie Tax Increment Financing District

Matt provided council with information in regards to TIFF program, updates on IDOT process for corridor project on Skokie Hwy.

It was motioned by Alderman Bibian and seconded by Alderman Dennis for APPROVAL OF “INTERESTED PARTIES” REGISTRATION FORM FOR PROPOSED OLD SKOKIE TAX INCREMENT FINANCING DISTRICT.

Nays: 0

MAYOR’S REPORTS AND APPOINTMENTS: All appointments are for 1 year unless stated otherwise

Mayor Pannell requesting the Approval for the City of Park City to Pass a Declaration of Local State of Emergency.

It was motioned by Alderman Hart and seconded by Alderman Dennis to APPROVE THE DECLARATION OF LOCAL STATE OF EMERGENCY.

Nays: 0

Mayor Panell seeking that the City Council APPROVE a City of Park City Operations Plan, Chief Holderbaum & Detective Stoves have created a plan for any questions that may come up.

It was motioned by Alderman Telle and seconded by Alderman Bibian to APPROVE THE CITY OF PARK CITY OPERATIONS PLAN.

Nays: 0

Mayor Pannell seeking APPROVAL TO USE MAYORAL PURCHASING AUTHORITY TO

PURCHASE A NEW STREET SWEEPER FOR THE PUBLIC WORKS DEPARTMENT.

It was motioned by Alderman Ortega and seconded by Alderman Hart to adjourn the regular council meeting at 7:18 PM
