City of North Chicago Committee of the Whole met June 9.

Here are the minutes provided by the committee:

SPECIAL MEETING

Mayor Rockingham, Jr., called the meeting to order.

ROLL CALL:

Present: Jackson, Evans, Allen, Smith

Absent: Coleman, Murphy, January

I. DISCUSSION/REVIEW OF DJK (DAVID KILBANE) CONSULTING AGREEMENT:

Alderman Smith moved, seconded by Alderman Allen to allow Alderman Coleman (due to work) & Alderman Murphy (due to illness) remote participation.

ROLL CALL:

Ayes: Jackson, Evans, Allen, Smith

Nays: None

Absent: January

Abstain: Coleman, Murphy

Alderman Evans questioned the time of renewed consulting agreement. The Mayor explained (6) months (until December), also month to month if a Chief of Staff was found prior; the amount was $1,800 per week.

Alderman Coleman asked if a Chief of Staff was needed; the Mayor strongly stated absolutely; Chief of Staff works with Department Heads who report directly to him, it was “vitally needed” .Alderman Coleman calculated that Mr. Kilbane would get $93,000 if for a year and does the City have the money; Mayor Rockingham felt it was a bargain. Although it was in contract for 20 hours Mr. Kilbane exceeds the hours, he would be in person, Monday and Tuesday. Mr. Kilbane expressed that his intention was Monday and Tuesday in the office; most of work done offsite. Closer to 24 in office and 4-10 hrs. offsite and available 24/7 via cell phone; currently working 50-60+ hours, it would be 30-40 hours but would allow flexibility.

Alderman Coleman asked if Mr. Kilbane could place his expectation for the record since contract reflected 20 hours; Mr. Kilbane referred to understanding the hard questions. Alderman Coleman questioned if Mr. Kilbane could effective working part-time; Mr. Kilbane clarified he was always accessible to the Aldermen in office and offsite. He could find efficiencies; don’t prefer to micromanage; a full-time Chief of Staff position was needed and should continue searching; better reports from the Department Heads and attempting to assist with better decisions.

Alderman Allen moved, seconded by Alderman Jackson that Committee of the Whole stand adjourned.

Ayes: Jackson, Coleman, Evans, Allen, Smith, Murphy

Nays: None

Absent: January

The meeting adjourned at 6:19 p.m.
