City of Highwood Committee of the Whole met July 18.

Here are the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:06 P.M.

1. Roll Call 

Present: Aldermen Levi, Slavin, Falberg, Fiore, Peterson and Hospodarsky

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Assistant Litjens

2. Public Hearing 

2.1 Public Hearing for Annual Appropriation Ordinance for Fiscal Year 2023/2024 moved by Alderman Peterson and seconded by Alderman Hospodarsky to open the public hearing, All present voting aye, by voice vote, motion carried at 6:08 P.M. Adjournment moved by Alderman Peterson and seconded by Alderman Levi. All present voting aye, by voice vote, motion carried at 6:10 P.M.

3. Review of Minutes to be Approved 

3.1. City Council: June 20, 2023

3.2. Committee of the Whole: June 20, 2023

Both sets of minutes will be approved as presented at the regular City Council meeting. 

4. Appointments 

5. Review of Bill Warrant List 

5.1. 07/11/2023 AP Warrant List

5.2. 07/18/2023 AP Warrant List

Both Warrant Lists will be approved for payment as presented at the regular City Council meeting.

6. Unfinished Business 

7. New Business 

7.1 Consideration of an Ordinance Amending 4-1-7: Classification of Licenses in the Highwood City Code to Create an Additional Class B Liquor License and Eliminate a Class D Liquor License.

This will be approved at the regular City Council meeting.

7.2 Consideration of a Motion Authorizing the City of Highwood Staff to Work with District 112 to Allow District Employees to Utilize Parking Spaces on the North Side of Prairie Avenue.

This will be approved at the regular City Council meeting.

7.3 A Review of a Study on the Sanitary Sewers Along Sheridan Road, Commissioned by the City of Highwood and Completed by Christopher Burke, and a Motion to Complete the Engineering of the Reconstruction of Bank Lane and Associated Sanitary Sewer Improvements in an Amount not to Exceed $150,000.

Lee Fell and Mark Emory of Christopher Burke reviewed the study with City Council and staff.

7.4 Consideration of a Motion Authorizing the City Manager to Accept a Proposal from Chicago Concrete & Excavation to Demolish the Building at 11 Walker Avenue in an Amount not to Exceed $68,585.

This will be approved at the regular City Council meeting.

7.5 Consideration of an Ordinance of the Annual Appropriation of the City of Highwood, Illinois, for the Fiscal Year Beginning May 1, 2023 and Ending April 30, 2024. This will be approved at the regular City Council meeting.

7.6 Consideration of an Ordinance on Salary and Compensation for the City of Highwood for the FYE 2024 Budget Year.

This will be approved at the regular City Council meeting.

7.7 Consideration of a Second Amendment to the City Manager’s Employment Agreement. This will be approved at the regular City Council meeting.

7.8 A Discussion on Snowplow Services in Highwood.

Options for snowplow services were discussed.

8. Executive Session (If Necessary) 

9. Any Action Necessary Coming Out of Executive Session 

10. Adjournment moved by Alderman Slavin and seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:29 P.M.
