City of Highwood Committee of the Whole met Feb. 6.

Here are the minutes provided by the committee:

CALL TO ORDER

1. Roll Call

Present: Aldermen Slavin, Falberg, Peterson, Hospodarsky, Levi and Fiore

Absent: None

Also Present: City Manager Coren, Assistant to the City Manager Facchini, and Management Analyst Byrne

2. Public Hearing

3. Review of Minutes to be Approved:

3.1. City Council: January 02, 2024

3.2. Committee of the Whole: January 02, 2024

Both 3.1 and 3.2 will be approved at the regular City Council meeting.

4. Appointments

5. Review of Bill Warrant List

5.1. 01/16/2024 AP Warrant List

5.2. 02/06/2024 AP Warrant List

Agenda items 5.1 and 5.2 will be approved for payment at the regular City Council meeting.

7. New Business

7.1 Consideration of an Ordinance Amending 4-1-7: Classification of Licenses in the Highwood City Code to Eliminate a Class A Liquor License and Add a Class C Liquor License to Allow Buffo’s to Change Their Liquor License Designation.

No action will be taken on this item.

7.2 A Presentation by the Highwood Library.

Laura Ramirez from the Library presented items occurring at the library since the reopening and would like to provide more frequent reports to the City in the future. Library officials are extremely appreciative of the City’s support and help following the reopening.

Laura explained how the library has seen an increased amount of foot traffic and visitors following their reopening and how everything is being utilized by the public. Furthermore, she expressed her appreciation of the City of Highwood  Police Department’s support and training to be more aware and observant.

Library staff are very grateful and pleased to reopen a safe facility for staff and the community.

7.3 Consideration of a Resolution Appointing the Assistant to the City Manager as the Alternate Director to the Solid Waste Agency of Lake County.

This will be approved at the regular City Council Meeting.

7.4 A Discussion on the December 2023 Treasurer’s Report.

This will be approved at the regular City Council Meeting.

7.5 Consideration of a Motion Directing the City Manager to Execute an Agreement with Christopher Burke Engineering to Provide Construction Oversight Services for the 2024 Capital Projects in an Amount not to Exceed $171,000.

This will be approved at the regular City Council Meeting.

7.6 A Discussion on Releasing a RFP to Qualified Developers for the Site at 420-424 Sheridan Road.

This will be approved at the regular City Council Meeting.

7.7 A Review of a Draft MOU Between the City of Highwood and Celebrate Highwood on Mural Fest.

No action will be taken on this item.

8. Executive Session (If Necessary)

9. Any Action Necessary Coming Out of Executive Session

10. Adjournment

Motion made by Alderman Fiore and seconded by Alderman Levi. To adjourn the meeting. All present voting ate, by voice vote, and the motion carried. Mayor Pecaro adjourned the meeting at 7:42 pm.
