Lake County considers renewal of solid-waste services pact with state

Meeting 10

At a recent meeting, the Lake County Health and Community Services Committee considered a measure to seek an extension of an agreement between the county and the Illinois Environmental Protection Agency for solid-waste management, site inspection and enforcement services.

The Lake County Health and Community Services Committee is responsible for community and economic development, housing and tourism, and budget and ordinance reviews for health-related issues.

HEALTH DEPARTMENT

7.1 16-0576

Joint resolution requesting an extension of the existing Delegation Agreement between the

Illinois Environmental Protection Agency (IEPA) and Lake County for the solid waste

management site inspection and enforcement program.

· On February 9, 1993, the County Board authorized the execution of a Delegation

Agreement with the IEPA for a solid waste management site inspection and

enforcement program.

· The Delegation Agreement has been renewed six times and the current agreement is

set to expire June 30, 2016.

· IEPA just recently provided the County with a revised Delegation Agreement,

referred to as an Intergovernmental Agreement (IGA), for a five year period,

set to expire on June 30, 2021.

· The process to review, provide comments and collaborate with the IEPA, on

the IGA, surpassed the timeframe to bring it to County Committees and the

County Board Meeting on June 14, 2016.

· The IEPA will allow for a request to extend the current Delegation Agreement

to July 31, 2016. This resolution accomplishes that extension.

Joint resolution accepting the Solid Waste Enforcement Grant with the Illinois Environmental

Protection Agency (IEPA) in the maximum amount of $91,500.28 for the period of July 1, 2015

through June 30, 2016.

· The IEPA has informed the County that it intends to continue funding the solid waste

inspection and enforcement program.

· The grant is for the maximum amount of $91,500.28 for the period of July 1, 2015

through June 30, 2016.

· Request for payment reports for reimbursement and other related documents are

submitted by the Lake County Health Department (LCHD) to the IEPA on a quarterly

basis.

· This will provide authority to the Health Department’s Director of Prevention, to sign the

IEPA request for payment reports and other related documents.

Joint resolution accepting the Healthcare Foundation of Northern Lake County, March of

Dimes, Illinois Department of Public Health, Illinois Children’s Healthcare Foundation, and the

Health Resources and Services Administration grants and authorizing an emergency

appropriation in the amount of $938,313 for fiscal year (FY) 2016.

· The Healthcare Foundation of Northern Lake County awarded $100,000 for a jail

diversion and health engagement program to support planning and development efforts

for the period November 2015 to November 2016.

· The March of Dimes awarded $15,000 for the March of Dimes Prevention Grant which

will offset existing staff and program supplies for the period March 7, 2016 through

March 6, 2017.

· The Illinois Department of Public Health awarded $38,374 for the Chronic Disease and

School Health grant which will offset existing staff and program supplies for the period

of July 1, 2015 through June 30, 2016.

· The Illinois Department of Human Services awarded $48,542 for the Child and Family

Connections grant which will be used to offset existing staff costs and one laptop for

the period of July 1, 2015 through June 30, 2016.

· The Illinois Children’s Healthcare Foundation awarded $271,000 to support the

construction of a new community health center facility in Zion, Illinois.

· The Health Resources and Services Administration awarded $325,000 to expand

access to medication-assisted treatment which will be used to add 2.5 FTE new staff,

the projected program income will be $140,397.
