At a recent meeting, the Lake County Law and Judicial Committee considered a resolution to approve an agreement with two contractors for accessories work on the Lake County Courthouse Expansion Project.
The Lake County Law and Judicial Committee is responsible for setting court fees, overseeing the Fox Waterway Advisory Board and overseeing the Emergency Telephone Systems Board (911).

Joint resolution authorizing a contract with Interior Concepts Inc., Lincolnwood, Illinois, and further authorizing assignment of that contract to Clark Construction Group LLC, Chicago, Illinois, as Construction Manager at Risk (CMAR) for the accessories work for the Lake County Courthouse Expansion Project in the amount of $151,675.
· The accessories work in this bid generally includes supply and installation of all bathroom accessories which includes toilet partitions, dispensers, grab bars, hand dryers and other miscellaneous accessory items including fire extinguisher cabinets, lockers and walk off mats for all phases of the courthouse expansion project.
· The Lake County Board has authorized Clark Construction Group, LLC to proceed with a Guaranteed Maximum Price (GMP) for the infrastructure & interior work pursuant to their contract for CMAR services.
· A bid was issued for accessories work on March 4, 2016.
· Sealed bids were received on April 14, 2016, from one nonlocal vendor.
· Interior Concepts, Inc of Lincolnwood, Illinois, was determined to be the lowest responsive and responsible bidder.
· This resolution awards the contract to Interior Concepts, Inc and assigns the contract to Clark Construction Group LLC to manage as part of the GMP for this work.

Joint resolution to enter into a contract with Conference Technologies Inc., Itasca, Illinois, for courtroom technology and miscellaneous audio visual systems for Lake County in an estimated amount of $118,075.95.
· There is a need to identify a contract to design, furnish and install audio visual technology for courtrooms, agency spaces and public areas for the Depke Juvenile Justice Center Expansion Phase One.
· The contract will provide for an initial design for the facility and identification of equipment to be installed by the vendor.
· The selected vendor may also serve as the County’s audio visual technology specialist and provide consulting, material sourcing and installation services on future to be determined projects so that all technology will be integrated.
· A request for proposal (RFP) was sent to 24 vendors and proposals were received from five vendors.
· An interdepartmental committee comprised of representatives from the Nineteenth Judicial Circuit Court, Information Technology, and Finance and Administrative Services reviewed the proposals and interviewed the top two firms.
· Based on the criteria set forth in the RFP, the evaluation group selected Courtroom Technology Services Inc. from Itasca, Illinois, as the most favorable proposal for Lake County.
· This contract will cost the County an estimated amount of $118,075.95.

Joint resolution to enter into a contract with Trinity Services Group, Oldsmar, Florida, for vending and commissary services for Lake County for a two year period plus renewals.
· The current contract for commissary and vending services will expire on July 31, 2016.
· There is a need to enter into a contract for commissary and vending services.
· A request for proposal (RFP) was sent to 308 vendors and proposals were received from three vendors.
· An interdepartmental committee comprised of representatives from the Sheriff’s Office, the Nineteenth Judicial Circuit Court, Human Resources, and Finance and Administrative Services reviewed the proposals and interviewed the top two firms.
· Based on the criteria set forth in the RFP, the evaluation group selected the current vendor Trinity Services Group as the most favorable proposal for Lake County.
· Commissary Commissions payable to the Inmate Welfare Fund are estimated at $305,000 annually.
· Vending Commissions payable to the General Fund are estimated at $39,000 annually.

Joint resolution authorizing the renewal of the State’s Attorney’s Prosecutor Based Victim Services grant program, awarded by the Illinois Criminal Justice Information Authority (ICJIA), including $76,409 in federal funds.
· This grant renewal is for the Prosecutor Based Victim Services program, a Victim of Crime Act (VOCA) victim assistance grant administered through the ICJIA for the performance period of October 1, 2016, through September 30, 2017.
· Funding for this grant began in 1991 and has been renewed each year.
· The ICJIA increased VOCA grant funded programs by 25 percent this year.
· The focus of this grant is to provide advocacy services to the currently under served sexual assault victim population.
· The federal funds are allocated to 83 percent of the grant assigned Sexual Assault Victim Witness Coordinator’s salary and benefits.
· Sources of program funding include federal funds in the amount of $76,409; matching funds of $19,102, consisting of $7,755 from the State’s Attorney’s Asset Forfeiture Fund and $11,347 in County contribution as budgeted in the State’s Attorney’s budget, for a grant program total of $95,511.

Joint resolution authorizing the application, award and execution of the renewal of an interagency agreement with the Illinois Criminal Justice Information Authority (ICJIA) to provide federal funding of $112,476 for the Children’s Advocacy Center Victim Advocate Grant for an additional 12 months.
· In 1999 the Children’s Advocacy Center implemented two victim advocate grants, which have been renewed each year, to supplement funding for two victim advocates, one being bilingual. In 2016, both grant programs were combined onto one contract.
· This grant is for the period of October 1, 2016, through September 30, 2017, and funds a portion of the salary for two of the three victim advocates housed at the Lake County Children’s Advocacy Center.
· The victim advocate provides comprehensive supportive services to child victims and their non-offending family members throughout the court process.
· Program goals include providing advocacy services for child victims of abuse and their non-offending family members, preventing re-victimization of children through education and emotional support and maintaining the current staff of victim advocates in order to provide efficient services to abused children.
· Sources of funding include federal funds in the amount of $112,476 ($44,506 for the bilingual program and $67,970 for the other coordinator program) and matching funds in the amount of $28,119 ($11,127 for the bilingual program and $16,992 for the other coordinator program), which is provided by the Children’s Advocacy Center, for salary and benefits.
· The Children’s Advocacy Center supplies the required match and any additional salary or benefit costs by reimbursing the State’s Attorney’s Office.

Joint resolution authorizing the renewal of the Juvenile Justice Council (JJC) Project Implementation grant, administered by the Illinois Juvenile Justice Commission (IJJC), housed within the Illinois Department of Human Services (IDHS), to enhance and strengthen the Lake County JJC, which is run by the Lake County State’s Attorney’s Office, in the amount of $46,762.
· The Lake County Juvenile Justice Council (JJC) is a collaborative effort of many government and private agencies addressing juvenile justice procedures and programs.
· The JJC works to identify initiatives/areas in which attention or enhancement will benefit the County’s JJC overall and the individuals involved.
· The Lake County State’s Attorney’s Office has been awarded a 12 month JJC Project Implementation Grant in the amount of $46,762 from the Illinois Juvenile Justice Commission (IJJC) through the Illinois Department of Human Services (IDHS).
· The renewal is for the performance period of July 1, 2016, to June 30, 2017.
· The Lake County State’s Attorney’s Office will use the funds to enhance and strengthen the JJC and to help unify the approach in which delinquent youth are assisted by focusing on programs that are proactive in preventing delinquency.
· Grant program funding in the amount of $11,650 will support the purchase of preventative/proactive program information supplies, brochures, posters, and a JJC conference speaker. Additional grant program funding in the amount of $35,112 supports temporary personnel costs for the program coordinator throughout the duration of the program.
· No match funding is required.

Joint resolution authorizing the renewal of the Juvenile Accountability Block Grant (JABG) funding to continue the State’s Attorney’s Victim/Offender Mediation (VOM) program, administered by the Illinois Juvenile Justice Commission (IJJC), housed within the Illinois Department of Human Services (IDHS), in the amount of $39,231.
· A VOM program has been a priority for the Lake County Juvenile Justice Council and the State’s Attorney’s Office for several years, addressing the goals of reducing juvenile recidivism and assuring offender accountability.
· The VOM funding began in 2010 and has been renewed each year.
· This renewal is for the performance period of July 1, 2016, to June 30, 2017.
· The program is 90 percent funded by the grant in the amount of $39,231, and a 10 percent cash match in the amount of $4,359, for total program funding of $43,590; no match funds are being requested from the County’s general fund, but are being provided from local partners or the State’s Attorney’s Money Laundering Forfeiture Fund.
· The program supports one part time coordinator to provide a neutral party for the facilitation of the program. The coordinator is contracted to minimize costs. The program will also fund supplies to support the program.
· This program works in conjunction with the Nineteenth Judicial Circuit’s Juvenile Voluntary Supervision Diversion Program, and provides a platform for victims to talk face to face with juvenile offenders of nonviolent crimes.

Joint resolution authorizing the renewal of the State's Attorney's Violent Crime Victims Assistance (VCVA) grant program awarded by the Office of the Illinois Attorney General, including grant funding of $31,000.
· This is a request to renew the VCVA grant administered through the Office of the Illinois Attorney General, with a grant period from July 1, 2016, through June 30, 2017.
· Funding for this grant began in 1990 and has been renewed each year.
· Grant program goals include the promotion of fairness, accountability and coordination of services for victims and witnesses of domestic violence, and the promotion of policy and procedure for domestic violence cases in order to improve response by law enforcement and court personnel.
· The grant will fund $31,000 to offset the salary of a Domestic Violence Victim Witness Coordinator (DV Coordinator).
· The coordinator position and grant is already included in the State’s Attorney’s approved fiscal year (FY) 2016 budget.

Joint resolution authorizing the application, acceptance, and emergency appropriation of a 2016 Justice Assistance Grant (JAG) in the amount of $10,000 for the purpose of enhancing the State’s Attorney’s Office’s capacity to provide youth awareness, education, support, and outreach in Lake County.
· This is an application for the federal JAG Program in which funding supports a broad range of activities to prevent and control crime and to improve the criminal justice system.
· Under this program, the City of Waukegan, the City of Zion, and Lake County on behalf of the Lake County State’s Attorney’s Office, are eligible for a joint award of $46,965 in fiscal year (FY) 2016 grant funds.
· The potential allocation of the eligible funds is $10,000 to Lake County on behalf of the State’s Attorney’s Office, $26,965 to the City of Waukegan, and $10,000 to the City of Zion.
· The State’s Attorney’s Office will use the $10,000 to enhance youth awareness, education, and outreach in Lake County and support child victims of crime through the purchase of brochures, printed materials, posters, outreach supplies and interview equipment for the Children’s Advocacy Center, which handles all cases involving children who have been physically and/or sexually abused in Lake County.
· The source of program funding is 100 percent federal JAG; no match is required.
