Village of Wadsworth Village Board met April 5.

Here is the minutes provided by the Board:

Call to Order: President Ryback called the meeting of the Village Board of Trustees to order at 6:00 pm.

Pledge of Allegiance: President Ryback led the Pledge of Allegiance.

Roll Call: In attendance were Village President Glenn Ryback, Village Trustees Ken Harvey, Robert Hayden, Doug Jacobs and James Zegar, Village Clerk Evelyn Hoselton, Village Administrator Moses Amidei and Village Attorney Adam Lasker. Trustees Ben Dolan and Geralyn Hansen were absent.

Public Comment: There was no Public Comment.

Establish Consent Agenda: A motion was made by Harvey, seconded by Hayden, to establish a consent agenda for the following items: 

a. Approval of the March 21, 2017 Village Board meeting minutes. 

b. Approval of Bills to be Paid as of 4/5/2017, totaling $25,396.81

Voice vote: Ayes-all Nays-none Motion carried. Trustees Dolan and Hansen absent.

Approval of Consent Agenda: A motion was made by Harvey, seconded by Zegar, to approve the consent agenda as presented.

Roll call vote: Ayes all, Nays none. Motion carried. Trustees Dolan and Hansen absent.

Discussion of Removed Items: There were no removed items.

Old Business: There was no Old Business.

New Business: Dimitri Kallianis of The Shanty was present to answer any questions about his request for zoning variations and amendments to the property’s conditional use permit related to the proposed restaurant expansion. After some discussion, Kallianis provided the Board with his proposed schedule for construction.

A motion was made by Jacobs, seconded by Hayden, to approve a minor amendment in the prepared Ordinance.

Voice vote: Ayes-all Nays-none Motion carried. Trustees Dolan and Hansen absent.

A motion was made by Harvey, seconded by Hayden, to Adopt an Ordinance Amending Conditional Use Permits, Granting Zoning Variations and a Building Code Variation and Approving Site Plans for the property at 38925, 38985 and 38995 US Highway 41 and 15679 Wadsworth Road.

Roll Call vote: Ayes-all Nays-none Motion carried. Trustees Dolan and Hansen absent.

Village President’s Report: President Ryback reported that he and several other area Mayors will meet with US Senator Tammy Duckworth next week.

Village Attorney’s Report: Attorney Lasker did not present a report.

Village Administrator Report: Administrator Amidei reported that the bid opening for the 2017 Wadsworth Road Program will be at 11 a.m. tomorrow. The Easter Egg Hunt notification postcards are already in the mail for the April 15 event. He was unable to locate the Easter Bunny costume that was donated to us last year and is purchasing a replacement at a modest cost. He will also obtain a Santa Claus costume and keep both on hand at Village Hall for future events. The Wadsworth Farmers Market roster is up to four vendors as of today. We are working with several Gurnee Farmers Market vendors, as Gurnee has elected to discontinue their weekly event. Trustee Zegar suggested several inducements that might draw a significant number of vendors to Wadsworth. The crosswalk sign on Wadsworth Road near Saint Patrick’s Church was hit by a motorist and requires replacement. The four-year-old sign has been discontinued, so a new sign with signal buttons and flashing lights must be purchased as the replacement. These were installed by Lake County during the roadway reconstruction, but are now the responsibility of Wadsworth. Amidei will be working with the motorist’s insurance carrier regarding costs. On April 19, the Lake County Division of Transportation will host an Open House style meeting at Saint Mark’s Lutheran Church (Delany and Yorkhouse Roads) regarding intersection improvements for both Wadsworth at Kilbourne and Wadsworth at Dilleys Roads. Kilbourne Road will be expanded to include a right turn lane and Dilleys Road is slated for a round-about. Watch for temporary informational signs placed along Wadsworth Road by Lake County as the date draws closer. Next Wednesday at 7PM, another Lecture will be held at Village Hall. Presented by the Lake County Forest Preserve District, “How to Landscape” will outline the best plantings for the local area. There is no cost to attend. On Monday, our new Public Works Department employee will start work. He has worked previously at three at other Lake County communities and will now bring his talents to Wadsworth. Next Tuesday our Road and Bridge Committee will meet at 4:30 pm to discuss the best way to approach the 2017-2018 Winter Snowplowing Season.

Committee Reports: Finance: Trustee Harvey did not present a Finance report but questioned the design of the Wadsworth and Delany Road intersection. He often observes traffic speeding away from the traffic signals to overtake traffic in the adjacent lane before the right lane merges into the main traffic lane. Amidei will contact Lake County Division of Transportation to obtain further information about any accident or collision data in that area.

Public Service: Trustee Hansen was absent and did not submit a Public Service report.

Planning, Zoning & Plats: Trustee Zegar did not present a Planning, Zoning & Plats report.

Ordinance: Trustee Hayden did not present a report.

Road and Bridge: Trustee Dolan was absent and did not submit a report.

Parks and Village Hall: Trustee Jacobs reported on a water ponding situation at Pine Grove near Chaplin Street in the Southeast District. An apparent wetland area is being pumped dry by a resident due to poor natural drainage. Jacobs accompanied Village Engineer Briggs who made several elevation shots with a laser-level and will devise a solution.. Jacobs also awaits final pricing from playground equipment supplier “Team Reil” and has recently learned that no grant money is available to defray the cost of new equipment.

Adjournment: There being no further business, the meeting adjourned at 7:18 pm on a motion by Harvey, seconded by Hayden.

Voice vote: All Ayes. Nays – none. Motion carried.
