Village of Deerfield Board of Trustees met May 1.
Here is the minutes provided by the Board:
The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by Mayor Harriet Rosenthal in the Council Chambers of the Village Hall on May 1, 2017 at 7:30 p.m. The clerk called the roll and announced that the following were:
Present: Harriet Rosenthal, Mayor Thomas Jester, Rob Nadler, William Seiden, Barbara Struthers
Absent: Alan Farkas, Dan Shapiro
and that a quorum was present and in attendance. Also present was Village Manager Kent Street and Village Attorney Peter Coblentz.
Pledge Of Allegiance
Trustee Rob Nadler led those in attendance in reciting the Pledge of Allegiance.
Promotion
Chief Sliozis indicated Detective Steve Pettorelli served as an intern in 1997 and was then hired as a part-time dispatcher. He was then brought on full-time in 1999. He was appointed as a police officer in 2000. Officer Pettorelli received numerous awards working with the Lake County MEG. He returned to the department in 2005 and worked in the patrol division until 2015 when he moved to investigations. During his tenure with the department, he served as a DARE officer, field training officer, evidence technician and part of the department recruitment team. Detective Pettorelli introduced his family. Village Manager Street swore in Detective Pettorelli to his new position of Sergeant.
Sergeant Pettorelli thanked his family for their support. He was humbled with the number of people that came out to support him. He thanked the police commission, Chief Sliozis, Deputy Chief Keane and the Trustees.
Proclamation
Mayor Rosenthal recognized Trustee Nadler for his outstanding service to the residents and businesses of the Village. He has served as a Village Trustee for the past four years. He has also been a member of the Plan Commission and a strong advocate to ensure an exceptional level of service to the Village.
Trustee Struthers moved to accept the Proclamation. Trustee Seiden seconded the motion. The motion passed unanimously on a voice vote.
Mayor Rosenthal thanked Trustee Nadler for his help and expertise while serving on the Board of Trustees. Trustee Nadler thanked the Village for the honor. His experience has been terrific.
The Trustees and Plan Commission are first class. He recognized Mayor Rosenthal for how she tirelessly serves the Village. Trustee Nadler encouraged others to get involved.
Oath Of Office
Mayor Rosenthal, Bob Benton, Mary Oppenheim and Barbara Struthers took their oaths of office, administered by Judge Wallace Dunn. There was a brief reception honoring Mayor Rosenthal and the newly re-elected Trustees. There was a brief reception.
The meeting was reconvened at 8:00 pm.

Volunteer Engagement Commission Appointments
The Volunteer Engagement Commission recommended the following Commission appointments:

Trustee Struthers moved to accept the appointments. Trustee Oppenheim seconded the motion. The motion passed by the following vote:

Minutes of Previous Meetings
Trustee Struthers moved to approve the minutes from the April 17, 2017, Committee of the Whole meeting. Trustee Jester seconded the motion. The motion passed unanimously on a voice vote with Trustee Benton and Trustee Oppenheim abstaining.

Treasurer’s Report
Finance Director Eric Burk presented highlights from the Treasurers Report, representing 25 percent of the Fiscal Year. The non-home rule sales tax increased over last month and the same period last year, primarily due to economic incentives. Water and sewer billing was consistent with the same period last year. State income tax includes two payments this month. The building permit revenue increased over the same period last year. The Village received a portion of the Cook County property tax. The food and beverage tax became effective in March, but it was not due until April 20. Large expenditures to come include debt service payments, police pension and seasonal activities.
Bills And Payroll
Trustee Seiden moved to approve the Bills and Payroll dated May 1, 2017. Trustee Oppenheim seconded the motion. The motion passed by the following vote:

Public Comment
Andrew Marwick, 442 Kelburn, toured Amli and indicated it is a nice property. He is glad to see they are successful. Mr. Marwick noted residents seem to not get involved in what is going into the Village unless it is in their backyards. He tries to bring a community view on all issues. Mr. Marwick praised the police and fire protection district for their quick response. He believes they save a lot of lives. Mr. Marwick believes Deerfield officials make a lot of good decisions, especially financial.

Report And Recommendation Of The Plan Commission Re: Request For A Special Use For A Personal Fitness Training Center In Suite D And A Medical Office In Suite A At The 448 Lake Cook Road Building (Formerly Addressed 430 Lake Cook Road) And Revisions To The Sign Plan At 448 Lake Cook Road Including Approval Of A New Directory Sign, At 444 Lake Cook Road In The Industraplex Planned Unit Development (Ivan Wolfson – Property Owner At 444 Lake Cook Road, Jim Poulos – Fit Boutique And Jeffrey Schnoll - Property Owner At 444 Lake Cook Road)
The Plan Commission held a Public Hearing on April 13, 2017 to consider the request for a Special Use for a personal fitness training center in suite D and a medical office in suite A at the 448 Lake Cook Road building. They also requested revisions to the sign plan at 448 Lake Cook Road including approval of a new director sign at 444 Lake Cook Road in the Industriaplex Planned Unit Development. The Plan Commission voted 5-0 in favor of the request. Trustee Jester moved to accept the Report and Recommendation of the Plan Commission. Trustee Oppenheim seconded the motion. Mayor Rosenthal and the Trustees believe this is a good use for the property. Trustee Oppenheim noted the Plan Commission’s main concern was whether the patrons would be able to find the place. They believe it is an improvement. The motion passed by the following vote:

Consent Agenda
ORDINANCE O-17-13 Increasing The Number Of Class M Liquor BYOB Licenses By One (1) From Two (2) To Three (3) To Allow BYOB At Jimmy Thai Restaurant – 2R
An Ordinance increasing the number of Class M liquor licenses from two to three to allow at Jimmy Thai Restaurant. Second Reading.
Trustee Jester moved to accept the Consent Agenda and adopt the Ordinance. Trustee Struthers seconded the motion. The motion passed by the following vote:
Ayes: Benton, Jester, Oppenheim, Seiden, Shapiro, Struthers (6) Nays: None (0)

Discussion
Welcome
Mayor Rosenthal and the Trustees welcomed Trustee Benton and Trustee Oppenheim back to the Village Board.
Caterpiller
Mayor Rosenthal reported Caterpiller will be relocating their global headquarters to Deerfield on Lake Cook Road.
Congressman Schneider
Congressman Brad Schneider held a breakfast for BREAKFAST the Mayors and Village Presidents of nearby communities. They discussed federal funds being filtered through the State and other issues affecting the communities.
Breathe Deep Northshore
Breathe Deep Northshore hosted their event last Sunday. They noted the participation of the Deerfield Police Department.
Kates Bridge
Trustee Benton thanked the Engineering Department for working with the Cook County Highway Department in changing the timing of the lights on Lake Cook Road.

Trustee Jester thanked the Deerfield Police Department and the Fire Protection District for their Assistance with a recent incident.

There being no further business or discussion, Trustee Oppenheim moved to adjourn the meeting. Trustee Benton seconded the motion. The meeting was adjourned at 8:45 pm.
