Village of Barrington Hills Board of Trustees met June 12.

Here is the minutes as provided by the board:

Call to Order


The Regular Meeting of the President and Board of Trustees was called to order by Village President Karen Darch at 8:05 p.m. on Monday, June 12, 2017 in the Village Board Room, 200 South Hough Street, Barrington, Illinois. Mark Werksman, Director of Public Works led the Pledge of Allegiance.

Roll Call

Upon roll being called the following answered present: Trustees Jim Daluga, Todd Sholeen, Jennifer Wondrasek, Jeff Janssen, Ryan Julian, and President Karen Darch. Trustee Lohmeyer was absent. Also present were: Jeff Lawler, Village Manager; Greg Summers, Director of Development Services; John Burke, Assistant Police Chief; Jim Arie, Fire Chief; Patty Dowd Schmitz, Communications/Events Manager; Mark Werksman, Director of Public Works; Peg Blanchard, Director of Economic Development; and Jim Bateman, Attorney.

In compliance with the provisions of Chapter 11, "Rules for Participation in Meetings via Electronic Means" of Title 1, "Administration", of the Village of Barrington Village Code, no member participated in said meeting via electronic means.

Consideration of Modifications to Agenda

President Darch asked the Board if there were any additions, corrections or deletions to the Agenda that was presented at the dais. None were noted.

Consideration Re: Motion to take a single roll call vote on the question of modifying or setting Agenda Items.

Motion: A motion was duly made by Trustee Daluga and seconded by Trustee Sholeen to set the Agenda as presented.

Roll Call: Trustee Daluga, aye; Trustee Sholeen, aye; Trustee Wondrasek, aye; Trustee Janssen, aye; Trustee Julian, aye; and President Darch, aye. President Darch declared the motion passed.

Persons to be Heard from the Floor - Citizen's Registration Comments.

None

Proclamations:

a. Declaring June 12, 2017 as Barrington Fillies Girls’ Soccer Day – Village Clerk T. Ciganek read the proclamation and President Darch presented copies to the Barrington Girls Fillies Soccer Team. The IHSA State 3A Champion soccer team members and the coaches introduced themselves to the group.

b. National Safety Month, June 2017 - Trustee Daluga read the proclamation.

c. Recognizing and Honoring Cathy Robinson for her contributions to the streetscape of the Village of Barrington – Trustee Sholeen read the proclamation and President Darch presented it to Cathy Robinson.

President Darch noted that all proclamations are available on the Village’s website.

Reading Of Minutes - Changes, Corrections, Approval:

a. May 22, 2017

Motion: A motion was duly made by Trustee Wondrasek and seconded by Trustee Janssen to approve the minutes of May 22, 2017 Regular Meeting of the Corporate Authorities, as presented.

Roll Call: Trustee Daluga, aye; Trustee Lohmeyer, absent; Trustee Sholeen, aye; Trustee Wondrasek, aye; Trustee Janssen, aye; Trustee Julian, aye; and President Darch, aye. President Darch declared the motion passed.

Reports of Village Officials:

1. Village President Report

President Darch commended the Barrington Park District and the Junior Women’s Club on a successful dedication and opening of the new Splash Pad at the Park District pool. President Darch also thanked those that had worked on and supported the 20th Anniversary of Relay for Life, where a total of $5MM has been raised for the American Cancer Society. She also noted that June 14 is Flag Day and reminded everyone to commemorate this day and fly the U.S. flag.

2. Village Staff Reports

Mark Werksman, Director of Public Works reviewed the Village’s water conservation program. The matrix of the Village Watering Ordinance was presented and discussed. The Village is in the “Yellow” phase right now. Each village resident needs to pitch in to conserve water.

Peg Blanchard, Director of Economic Development provided an updated on some new businesses in Barrington. She noted that the Barrington Village Center is now 100% leased. She also noted that Gnarly Knots Pretzel Company will open on Hough St. during the week of June 19th. In addition, Shirley’s at 105 N. Cook Street features music and entertainment. Flesk Brewing will open its craft brewery in the Ice House Mall on June 17th Peg Blanchard asked to please remember and support those businesses affected by the Village’s sanitary sewer replacement project. She also noted that parade applications for the 4th of July Parade are due by June 15th. The dates for Sidewalk Days have been moved to July 6, 7, and 8 to better coincide with other Village activities – on that Sunday downtown business hours will be from 11am to 3pm.

4. Consent Agenda - Consideration of an "Omnibus Vote (*)."

Illinois Municipalities may adopt by a single roll call vote of the Village Board and Village President a group of assorted ordinances, resolutions, motions and orders by an Omnibus Vote. The Omnibus Vote shall be taken following the unanimous consent by the President and Board as to the items to be included in such vote. Any Trustee or the President may request that any item proposed to be included in an "Omnibus Vote" not be included in that vote.

i. Consideration Re: Motion to take a single roll call vote on the question of passage ofvAgenda items designated by an asterisk (*) for voting purposes on the Consent Agenda. Thevmotion requires unanimous consent of the President and Board of Trustees.

President Darch identified those items to be included on the Consent Agenda.

ii. Consideration Re: Motion to approve by an omnibus vote those Ordinances, Resolutions, Motions and Orders contained on the Consent Agenda and designated by an asterisk (*) by an omnibus vote.

President Darch listed the following items to be included on the Consent Agenda.

*a. Motion to Reappoint Ken Simek to the Police Pension Board for a Term Ending April 2018

*b. Resolution #17-4657: Authorizing and Approving an Award of Contract to J.A. Johnson Paving Co. for the 2017 Road Patching Program

*c. Resolution #17-4658: Adopting Prevailing Wage Rates to be Paid to Laborers, Mechanics, and Other Workers Performing Construction of Public Works in the Village of Barrington, Cook and Lake Counties

*d. Resolution #17-4659: Authorizing the Village President and/or Village Manager to Enter Into a Contract for the Purchase of Electricity From the Lowest Cost Electricity Provider for the Purposes of Street Lighting Through the Northern Illinois Municipal Electric Collaborative Bid Process

*e. Resolution #17-4660: Authorizing the Use of Portions of Village Rights-of-Way and Certain Village Property for the Annual Sidewalk Sale to be Held July 6, 7, and 8, 2017

*f. Ordinance #17-3949: Authorizing the Use of and the Temporary Closing or Blocking of Certain Village Rights-of-Way for Relocation of the Structure Presently Located at 118 Wool Street on June 24 or 25, 2017

*g. Ordinance #17-3950: Amending Title 9, “Water and Sewer”, of the Barrington Village Code (Re: New Chapter 10, “Illegal Discharges and/or Illicit Connections to Municipal Storm Drainage System (MS4) Prohibited”, and Rename the Existing Chapter 10 as Chapter 11, “Limitation on the Use of Water”)

*h. Ordinance #17-3951: Authorizing the Sale of Personal Property Owned by the Village of Barrington

Motion: A motion was duly made by Trustee Janssen and seconded by Trustee Sholeen to approve the taking of a single roll call vote to adopt and create a Consent Agenda, consisting of Items 4ii*a, 4ii*b, 4ii*d, 4ii*e, 4ii*f, 4ii*g and 4ii*h as presented.

Roll Call: Trustee Daluga, aye; Trustee Lohmeyer, absent; Trustee Sholeen, aye; Trustee Wondrasek, aye; Trustee Janssen, aye; Trustee Julian, aye; and President Darch, aye. President Darch declared the motion to take a single roll call vote to adopt and create the Consent Agenda passed unanimously.

ii. Consideration Re: Motion to approve by an omnibus vote those Ordinances, Resolutions, Motions and Orders contained on the Consent Agenda and designated by an asterisk (*) by an omnibus vote.

Pursuant to 65 ILCS 5/3.1-40-40, a single roll call vote of the Village Board of Trustees and the President on a group of ordinances, resolutions, orders, and/ or motions.

Motion: A motion was duly made by Trustee Wondrasek and seconded by Trustee Janssen to approve the Consent Agenda, consisting of Items 4ii*a, 4ii*b, 4ii*d, 4ii*e, 4ii*f, 4ii*g and 4ii*h as presented.

Roll Call: Trustee Daluga, aye; Trustee Lohmeyer, absent; Trustee Sholeen, aye; Trustee Wondrasek, aye; Trustee Janssen, aye; Trustee Julian, aye; and President Darch, aye. President Darch declared the motion to take a single roll call vote to adopt and create the Consent Agenda passed unanimously.

Payment of Bills: Consideration Re: Motion to Approve

5. Warrants List – 6/12/2017 - $1,057,179.17 (Expenditures and Payroll - All Funds)

Motion: A motion was duly made by Trustee Daluga and seconded by Trustee Janssen to approve the payment of bills included in the Warrants List for the period ending 6/12/2017 in the amount of $1,057,179.17.

Roll Call: Trustee Daluga, aye; Trustee Lohmeyer, absent; Trustee Sholeen, aye; Trustee Wondrasek, aye; Trustee Janssen, aye; Trustee Julian, aye; and President Darch, aye. President Darch declared the motion passed.

Comments - "Round the Table"

Trustee Daluga: Congratulations to the Barrington Fillies Girls’ Soccer team. Also, congratulations to the Barrington Fillies Girls’ Softball team and the Quiz Bowl team. Thanks to the Barrington firefighters for help with the child car seat demonstrations and installations.

Trustee Sholeen: Congratulated the Park District and the Junior Women’s Club for a successful opening of the Splash Pad. Mentioned the successful Relay for Life.

Trustee Wondrasek: Congratulations to the BHS Soccer, Softball and Quiz Bowl teams. Also congratulated the following: Park District for the Splash Pad; Relay for Life; and Cathy Robinson.

Trustee Janssen: Congratulations to the BHS Soccer, Softball and Quiz Bowl teams. Thanks to the Public Works team for their support of the Fox Point pond water situation. Thanks to the Economic Development group for the efforts and results. Congratulations to BHS Junior Luis Cossio who won the Class 3A 400m title.

Trustee Julian: Congratulations to the Barrington Fillies Girls’ Soccer team.

President Darch: Congratulations to the Barrington Fillies Girls’ Soccer team. Also, congratulations to the Barrington Fillies Girls’ Softball team and the Quiz Bowl team. Congratulations to BHS Junior Luis Cossio who won the Class 3A 400m title.

President Darch noted that there was no need for a closed session and that the next scheduled Regular Village Board Meeting will be held Monday, June 26, 2017 at 8:00 p.m. in the Village Board Room.

Adjournment

Motion: A motion was duly made by Trustee Daluga and seconded by Trustee Sholeen to adjourn the Regular Meeting of the President and Board of Trustees on Monday, June 12, 2017.

A voice vote was then called following which President Darch declared the motion to adjourn had been unanimously adopted and the meeting was adjourned.
