CALL TO ORDER

The 3152nd Regular Meeting of the Board of Trustees of the Village of Mundelein was held on Monday, October 23, 2017 at 300 Plaza Circle, Mundelein.  Mayor Lentz called the meeting to order at 6:48PM.

ATTENDANCE

Clerk Timmerman took the roll.  It indicated the following:

Mayor Lentz announced that Trustee Semple is absent due to a business trip.

PRESENTATIONS/AWARDS

Veterans Day Commemoration Ceremony 

Mayor Lentz provided background on the Village's Veterans Ceremonies, noting that 23 World War II veterans were honored in 2015, 13 Korean War veterans were honored in 2016 and over 50 Vietnam War veterans will be honored tonight. He mentioned local public servants who are Vietnam War veterans: former mayor Colin McRae, former trustee Jim Nutschnig and Park & Recreation District Treasurer Wally Frasier. He expressed appreciation to Bernard Voit of Libertyville VFW Post 8741 for the donation of lapel pins; Mary Carmody and the Midwest Veterans Closet, and Jim McArdle and the Patriots Motorcycle Club.

Mayor Lentz spoke of the importance of honoring the service, sacrifice and commitment of all military personnel from any era. He also mentioned the difficulties endured by veterans' families and thanked them on behalf of the Village of Mundelein. Mayor Lentz then read the Proclamation recognizing veterans of the Vietnam War during the federal commemoration of the 50th anniversary of the war.

Mayor Lentz then presented proclamations and lapel pins to the Vietnam War veterans in attendance.

PUBLIC COMMENTARY

Mayor Lentz opened the floor to public commentary.

Bill Allen drew the Board's attention to two roads with dangerous curves, one on South Seymour Avenue and one on Chestnut Street. He described both as unsafe for emergency vehicles and in need of No Parking signs. Trustee Meier interjected that the curve on Chestnut is particularly problematic due to the width of the street, the angle of the curve, the inability to see ahead and the number of parked cars. Mayor Lentz and Administrator Lobaito confirmed that both streets will be reviewed.

Mike Flynn of the Mundelein Vernon Hills Rotary Club thanked the Village for including "End Polio Now Week" on the agenda. He detailed Rotary's efforts, along with the United Nations and the World Health Organization, to eradicate it. He also stated that the Mundelein Vernon Hills Rotary Club is in the process of their annual dictionary distribution to all 3rd graders.

Chairman Abernathy reported the following events:

1) Public Works & Engineering is holding a Snow & Ice Control Open House on November 11, 9:00AM‐11:30AM, 440 E. Crystal Street.

2) The free Boo Bash celebration will be held October 28, 4:00‐7:00PM at Community Center and Community Park.

3) The Police Department is hosting a Meat Raffle to benefit Special Olympics at Hitz Pizza on November 12, 11:00AM‐3:00PM.

4) Daylight Saving Time ends on November 4 and residents are urged to change smoke detector batteries.

Public Works Committee (Russell, Meier, Black)

Intergovernmental Agreement‐‐Quiet Zone Recertification  (Resolution No. 17‐10‐74)

Motion to Adopt a Resolution to Authorize the Mayor and Village Clerk to sign the Intergovernmental Agreement between the County of Lake, the Villages of Antioch, Lake Villa, Round Lake Beach, Grayslake, Libertyville, Vernon Hills, Buffalo Grove and Wheeling, and the Village of Mundelein for the Initial Work toward recertification of the Existing Quiet Zone Corridor along the Canadian National Railroad Right‐of‐Way.

Trustee Meier explained that recertification is necessary due to construction at several crossings.

Governing Body Bill Approval ‐ October 23, 2017  

Motion to approve the payment of bills, as indicated in the Governing Body Report for the period between October 10, 2017, and ending October 23, 2017, in the amount of $1,094,021.02.

Mayor Lentz reminded residents that the complete bill pay list is always available in PDF form on the Village website.

Public Safety Committee (Rekus, Semple, Abernathy)

Deputy Police Chief Hansen reported the following:

1) In conjunction with the Midwest Veterans Closet, the Mundelein Police Department collected coats at Mundelein High School and Carmel Catholic High School football games.

2) The 9th Latino Police Academy class will graduate on November 8.

3) The Mundelein Police Department is once again a collection site for Toys for Tots.

Chief Deputy Fire Chief Lark reminded residents to change batteries in smoke alarms, as well as back‐up batteries in carbon monoxide detectors.

Building Committee (Meier, Black, Russell)

Building Fee Policy for Government Organizations, Non‐Profits, and Religious Institutions  

Motion to authorize staff to draft an Ordinance establishing a permit fee policy for government organizations, non‐profits, and religious institutions.

Building Director Schubkegel noted that there had previously been no written policy for permit fees and explained that Management Analyst Kellogg researched policies in nearby communities during the formation process. He stated that the following permit fees are recommended:

Government: Fee waived, except for external costs incurred by the Village including water/sewer expansion fees and consultant fees Non‐Profits: Full fee paid Churches: Fee waived up to $1000 per organization, per calendar year, except for external costs incurred by the Village including water/sewer fees and consultant fees.

Trustee Rekus stated that, based on discussions during the Strategic Planning session, his understanding was that there would now be a fee for all permits ("everyone pays"). Administrator Lobaito conceded that there was a "mixed bag" of opinions from the Board and confirmed that the Board can take whatever action they want in light of the research completed by Analyst Kellogg. Mayor Lentz interjected that non‐profits can petition for a fee waiver and Administrator Lobaito confirmed this.

Transportation & Infrastructure Committee (Black, Rekus, Semple) – No Report

Other Reports  

Trustee Rekus reported that he and Administrator Lobaito have discussed the Village's architectural standards and suggested that perhaps a review could be undertaken by the new Building Committee. Administrator Lobaito provided an explanation of the current monotony code regarding front façades and confirmed that a review would be a good idea. He also provided background on the former Appearance Review Commission, which was dissolved in the interest of streamlining the building process (staff is now responsible). He mentioned the possibility of establishing architectural standards for all new construction and the commercial corridors, noting that it is appropriate to consider "raising the bar" for aesthetics to improve the Village's image.

Trustee Rekus explained that he and Trustee Abernathy were on the Maple Hill negotiating team and stressed that current standards only dictate the front façade of houses but not the sides and backs, which are often visible from roads. He pointed out that standardizing these details would save negotiating time with future developers. He proposed the consideration of a consultant for commercial development if needed but recommended beginning with residential standards.

Mayor Lentz sought and received a consensus to have staff pursue this proposal. Administrator Lobaito confirmed that staff will work with the Building Committee and bring a recommendation back to the Board.

VILLAGE STAFF REPORTS

Village Administrator

Administrator Lobaito reported that the Village of Mundelein and the Mundelein Park & Recreation District recently received an Intergovernmental Cooperation award at the Illinois Association of Park Districts’ 2017 Best of the Best Gala. This award recognizes the transfer of property in the Holcomb subdivision to develop a park.

Trustee Meier commented that the public should be able to view these awards and Administrator Lobaito confirmed that dialogue is currently taking place regarding a trophy case in Village Hall.
