Village of Grayslake Village Board will meet December 19.

Public Comment – Agenda Items: The Board will accept public comment on items included on the meeting agenda

1. Approval: Minutes of the Regular Meeting of December 5, 2017

The Board will consider approval of minutes for the December 5, 2017 regular Board meeting.

2. Approval: Treasurer’s Report / Payment of Bills: December 19, 2017

The Board will consider approval of the regular treasurer’s report detailing revenues and expenses for the reporting period ending on December 19, 2017.

3. Recognition: Civic Group Awards

The Board will recognize local civic groups and individuals for their efforts in organizing and coordinating public events in the Grayslake Village Center.

4. Ordinance 2017-0-37: Annual Tax Levy

The Board will consider approval of Ordinance No, 2017-0-37, the annual property tax levy. The Board previously determined a levy amount of $3,213,537. This amount is less dollars than allowed by the tax cap law.

5. Proclamation: Lake County Crime Stoppers Month

The Board will consider proclaiming the month of January 2018 as Lake County Crime Stoppers month in the Village of Grayslake.

6. Resolution 877: Local Match of the Federal Funding for the Lake Street Improvement

The Board will consider approving Resolution No. 877 which reaffirms the Village’s financial commitment of $305,400 for its share of construction costs for the 2018 Lake Street (Center Street to Route 83) resurfacing project. This amount constitutes 20% of the construction costs for this $1,527,000 project.

7. Authorization to Execute: Financial Services Contract

On the recommendation of the Committee of the Whole, the Board will consider execution of a contract for financial services with the firm of Lauterbach & Amen, LLP. Under the arrangement the firm will provide finance director, treasurer and general accounting services to the Village.

8. Resolution 878: Urging the Governor to Veto Senate Bill 1451

The Board will consider approving Resolution No. 878, urging the Governor to veto Senate Bill 1451 which imposes limitations on the ability of local communities to reasonably regulate the location, placement and design of private wireless facilities in the public right- of-way.

9. Ordinance 2017-0-38: Prohibiting Sexual Harassment

The Board will consider approving Ordinance No. 2017-0-38. The Village has a long held policy on sexual harassment however state legislature recently passed a mandate that requires Villages to adopt an ordinance prohibiting sexual harassment which reaffirms the Village’s long existing policy. This has to be enacted by January 2018.

10. Waiver of Bids and Authorization to Execute: Heritage Center Elevator

The Board will consider waiving the formal bid process and authorizing the execution of a contract with Lakeland Larson Elevator Corporation in an amount not to exceed $88,850 for the Heritage Center elevator replacement due to the July 200-year rain event.

11. Executive Session: Litigation (5 ILCS 120/2(c)(11))

The Board may enter into Executive Session to discuss litigation.

Public Comment: The Board will accept public comment on items of general interest.
