Public Comment – Agenda Items: None

1. Approval: Minutes Of The Regular Meeting Of August 15, 2017 And Minutes Of The Executive Session Of August 15, 2017

Trustee Shores made a motion, seconded by Trustee Nicodemus, to approve the Minutes of the Regular Meeting of August 15, 2017 and Minutes of the Executive Session of August 15, 2017. On voice vote - all “aye”. Motion carried.

2. Discussion: Special Use Permits – 440 Barron Boulevard (Grayslake Middle School) And 565 Frederick Road (Frederick School)

Mayor Taylor stated the Committee will consider and discuss agenda items 2 and 3 together as they are similar in nature.

He stated the Village has received a request from Grayslake District 46 to install roof solar panels at Grayslake Middle School and ground mounted panels at Frederick School. He noted the Village Board recently approved similar requests from the Grayslake High School District. He also noted the Plan Commission/Zoning Board of Appeals unanimously recommended granting District 46’s requests.

Trustee Vogel asked if it was just Quail Creek residents that were invited to the recent community open house or were residents of other neighborhoods invited as well. Chris Bobek (District 46 Assistant Superintendent of Finance and Business Operations) stated just Quail Creek residents were invited. Trustee Vogel stated that the Quail Creek residents he has spoken with support the installation but remain a little concerned about buffering. He asked if District 46 would freeze or slow the increase in their tax levy given the additional revenues gained from the solar panels. Mr. Bobek stated the district will monitor the revenues throughout the life of the contract. He stated the district is open to anything and would like to avoid future referendums for capital projects, if possible. The panel revenues may assist in that.

Trustee Davies stated she applauds the district for their solar efforts but is a little concerned about the view of the panels from Central Park. Mayor Taylor suggested the district contact the Grayslake Park District prior to final Village Board approval.

After brief additional discussion Trustee Vogel made a motion to recommend granting a special use permit for roof mounted solar panels at the Grayslake Middle School and ground mounted panels at Frederick School. Trustee Jarvis 2nd. All “ayes”. Motion carried.

3. Discussion: Station Park Circle Parking Request

Mayor Taylor stated the Village has received a request from residents of Station Park Circle between Soo Line Drive and Cannonball Drive to allow parking on the west side of Station Park Circle. It is currently posted “No Parking Any Time”. He stated the Village typically grants these requests when the residents in the affected area approve and there are no physical restrictions precluding the request. He noted that is the case here.

After brief additional discussion Trustee Jarvis made a motion to recommend granting the request. Trustee Waldenstrom 2nd. All “ayes”. Motion carried.

4. Other Business: None.

5. Adjournment: Trustee Waldenstrom made a motion, seconded by Trustee Jarvis, to adjourn. On voice vote – all “aye”. Motion carried.
