Village of Grayslake Board of Trustees met November 21.

Here is the minutes provided by the Board:

The regular Meeting of the Board of Trustees of the Village of Grayslake was called to order at 7:00 p.m. in the Board Room of the Grayslake Village Hall, Mayor Rhett Taylor presiding.

Roll Call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus - present. Village Clerk Lee – present.

Also present were various Village staff members.

Public Comment – Agenda Items: None.

1. Approval: Minutes Of The Regular Meeting Of October 17, 2017, Minutes Of The Special Meeting Of October 21, 2017 And Minutes Of The Executive Session Of October 21, 2017

Trustee Jarvis made a motion, seconded by Trustee Waldenstrom, to approve the Minutes of the Regular Board Meeting of October 17, 2017, Minutes of the Special Meeting of October 21, 2017 and Minutes of the Executive Session of October 21, 2017. On voice vote – all “aye”. Motion Carried.

2. Approval: Treasurer’s Reports/Payment Of Bills: November 7, 2017 And November 21, 2017

Trustee Davies made a motion, seconded by Trustee Shores, to approve the Treasurer’s Reports for November 7, 2017 and November 21, 2017, and authorize payment of the bills as listed in the reports. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

3. Proclamation: Congratulating The Olsen And Dorfler Families

Trustee Davies made a motion, seconded by Trustee Waldenstrom, to proclaim recognition and congratulate the Olsen and Dorfler families for their tree being chosen as the City of Chicago’s official Christmas tree in Millennium Park. On voice vote – all “aye”. Motion Carried.

4. Recognition: Fremont District 79 Students

The Board recognized three Fremont School District 79 bus safety patrol students for their exemplary leadership of managing younger students.

5. Property Tax Levy Amount

Trustee Davies made a motion, seconded by Trustee Nicodemus, to direct the preparation of a tax levy ordinance with a total levy amount of $3,213,537. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

6. Resolution 874: Central Business District Stormwater Management And Open Space Project

Trustee Vogel made a motion, seconded by Trustee Jarvis, to approve Resolution No. 874 regarding future Central Business District stormwater management and open space projects. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

7. Authorization To Execute: Economic Development Incentive (2 South Lake Street)

On the recommendation of the Economic Development Commission, Trustee Shores made a motion, seconded by Trustee Jarvis, to approve an economic development incentive agreement for the property located at 2 South Lake Street. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – “aye”. Motion Carried.

8. Pre-Funding Request: Burton Street Drainage Improvement

Trustee Waldenstrom made a motion, seconded by Trustee Nicodemus, to approve pre-funding drainage improvements on Burton Street. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

9. Authorization To Execute: Contract – Alley Utility Burial

Trustee Vogel made a motion, seconded by Trustee Shores, to authorize the execution of a contract with Maneval Construction in an amount not to exceed $779,836 for alley utility burial in the downtown alley between Whitney Street and Slusser Street. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

10. Ordinance 2017-0-32: Special Use Permit – 1368 Wild Indigo Road (Solar Panels)

Trustee Jarvis made a motion, seconded by Trustee Waldenstrom, to approve Ordinance No. 2017- 0-32, approving a special use permit to install roof mounted solar panels at 1368 Wild Indigo Road. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

11. Ordinance 2017-0-33: Special Use Permit – 556 Dawn Circle (Solar Panels)

Trustee Jarvis made a motion, seconded by Trustee Waldenstrom, to approve Ordinance No. 2017- 0-33, approving a special use permit to install roof mounted solar panels at 556 Dawn Circle. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

12. Approval: Change Order: Whitney Street Parking Lot

Trustee Waldenstrom made a motion, seconded by Trustee Vogel, to authorize the execution of a change order with Chicagoland Paving in an amount not to exceed $14,000 for the Whitney Street parking lot construction. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

13. Proclamation: Illinois Bicentennial

Trustee Vogel made a motion, seconded by Trustee Davies, to recognize the efforts of the Illinois Bicentennial and encourage Illinois citizens to celebrate the state’s 200-year birthday: On voice vote – all “aye”. Motion Carried.

Public Comment: Sarah Shadnia from Congressman Brad Schneider’s office introduced herself and their office and invited all to attend the town hall meeting in the Village’s community room on Saturday, December 9, 2017 at 10:00 a.m. New Avon Township Trustee Patrick Duby introduced himself and spoke on township services assistance.

Trustee Reports: The Trustees invited all to attend the annual downtown tree lighting on Friday, November 24 and noted Small Business Saturday is on November 25. The Trustees thanked three staff members for their outstanding service to the Village. The Trustees sent congratulations to the Grayslake Heritage Center Foundation and the Grayslake Arts Alliance on the success of their recent Wine Tasting and Art Auction event, the Miss Grayslake Pageant contestants and Lake Street Bean for their grand opening in the Lake Street Metra Station. The Trustees wished everyone a Happy Thanksgiving. Trustee Davies spoke of the importance of the Board’s property tax strategy in attempting to lowering the tax rate.

Mayor’s Report: Mayor Taylor invited all to attend the annual downtown tree lighting on Friday, November 24 and the holiday market at the Grayslake Heritage Center and Museum. Mayor Taylor stated the Village represents 5% of property tax bills and this is another year the Village is not taking full amount in an effort to help control property tax costs. Mayor Taylor thanked Village employees for their service and welcomed Brett Kryska to the new role of Assistant Village Manager. Mayor Taylor wished everyone a Happy Thanksgiving.

There being no further business, Trustee Jarvis made a motion, seconded by Trustee Waldenstrom, to adjourn the meeting. On voice vote – all “aye”. Motion Carried.
