Village of Deer Park Planning and Zoning Commission met November 6.

Pledge of Allegiance-
A meeting of the Planning and Zoning Commission of the Village of Deer Park was held on November 6, 2017 7:00 p.m. at Vehe Barn, 23570 W. Cuba Road, in the Village of Deer Park, in the Counties of Lake and Cook, Illinois. Chairman Heidtke called the meeting to order at 7:00 р.m.
Roll Call and Determination of a Quorum
Upon Roll Call, the following were present: Chairman Heidtke, Committee Members Pautler, Comber, Wohl, Pinchot and Koe. Committee Member Koutsis was absent.
Other Village officials present included Village Administrator McAndrews, Building and Zoning Development Coordinator Doniec, Building & Zoning Official Garrett, Village Attorney Cahill, and Clerk Kelly.
Approval of Planning and Zoning Commission Meeting Minutes of August 7, 2017
Motion: Commissioners Wohl moved and Koe seconded to approve the meeting minutes of August 7, 2017.

Public Hearing: Amendment to Chapter 158 Zoning Code

Petitioner Comments
Ken Garrett introduced suggestions for code revisions to better address the placement of generators. Commission, Staff and Building and Zoning Official Ken Garrett discussed the placement of generators and whether they should be allowed in the side yard setback. The Commission discussed limiting the use of generators for emergency use only and not to be used for the main source of power to a home. The Commission also discussed amending section 158.019 to describe a generator as a piece of equipment like an a/c unit rather than as an accessory structure. Staff and Ken Garrett will present sample wording to P&Z Committee Members and continue discussion at next P&Z meeting, December 4, 2017.
The “Visibility Triangle" drawing in Section 158,024 was discussed and that there needs to be a reference to the distance for visibility for corners that would affect clearing of space for visibility on Village roads. Presently in section 158,024 there are triangles but no measurments and therefore either some measurements need to be added or the reference to the distance triangle should be removed. The Commission would like to see a list of visibility, using the IDOT standard code. Ken Garrett and Village Engineers will prepare the requested documents for the next P&Z meeting, December 4, 2017.
The Commission also discussed a prohibition on car ports as a temporary structure. The Commission agreedcar ports should not be allowed as a Temporary Stuctureand it was recommended that the definition be revised to only allow a temporary structure for 90 days in a 12-month period and a permit should also be required.
A draft ordinance was presented to the Commission to prohibit Short-Term rentals. This code change will not affect hotels, motels, and bed & breakfasts. This ordinance is modeled after the Village of Lincolnshire and would prohibit short term rentals defined as a rental of less than 30 days.
Motion Commissioners Koe moved and Pinchot seconded to approve Amendment to Chapter 158 of the Village Zoning Code Regulations for Short-Term Rentals with added definition of Bed and Breakfast,

The Commission discussed the addition ofcharging stations as a permitted or special use. This request is driven by the Deer Park Town Center. The DPTC would like to have 2 types of charging stations for electric vehicles, Tesla and Volta. The Commission discussed the percent of parking spaces that would be allowed to be used at the DPTC, and where the spaces would be located. The Commission gave no objections to adding Charging Stations as a permitted or special use.
Motion: Commissioners Wohl moved and Comber seconded to continue discussion of Chapter 158, Zoning Code at the next regularly scheduled Planning and Zoning Meeting on December 4, 2017
