Warren Township Board met November 13.

Call to Order:
The meeting was called to order at 6:00 p.m. by Supervisor Simpson.
Pledge of Allegiance:
Supervisor Simpson led those present in the Pledge of Allegiance.
Roll Call:
Present: Suzanne Simpson, Supervisor; Bill Gill, Trustee, Mike Semmerling, Trustee, Donna Radke, Trustee; and Ken Echtenacher, Trustee.
Motion to Approve the Agenda.
Trustee Radke motioned, seconded by Trustee Echtenacher to approve the agenda. The motion was approved unanimously by a voice vote.
Motion to Approve the board Minutes of October 23, 2017.
Trustee Gill motioned, Seconded by Trustee Radke to approve the regular minutes. The motion was approved unanimously by a voice vote.

Supervisors Report.
Supervisor Simpson informed the Board the Township was sending flowers to Antioch Township to honor Supervisor Steve Smouse who passed away Sunday, November 5. Memorial visitation will be at the Antioch Township Center November 18 with memorial services commencing at 5PM. Several thank you letters and notes of appreciation were provided for the board's perusal. The supervisor reported on the annual joint TIF review board meeting in Waukegan. She informed the board that under Mayor Cunningham the city was dissolving several TIF's, one being the Delaney-Sunset TIF in Warren Township. The dissolution of this TIF would result in 4 million dollars of new growth being added to the EAV and was recommending an adjustment to the levy to reflect this.
Treasurer's Report.
Trustee Gill Radke, seconded by Trustee Echtenacher to approve the Treasurer's Report as presented.
New Business.
A.Pay Bills.
Trustee Echtenacher motioned to pay the bills, seconded by Trustee Semmerling to approve the motion as stated. The motion was approved unanimously by roll call vote.
B. Park Bans.
Administrator Johnson informed the Board of 4 bans. Two individuals were given 7 day suspensions for improper behavior. Another individual was observed stealing a wallet. When confronted, he returned a wallet but not the one originally stolen. His parents did not seem concerned and were not cooperating with the Teen Center staff who recommended a 30 day suspension. Supervisor Simpson Suggested and motioned a 3 month suspension. He would be required to appear before the Board for reinstatement. Trustee Semmerling seconded the motion which was approved unanimously by roll call vote. Lastly, a young man was observed and caught on camera urinating in a trash can while being encouraged by others. He is not a Teen Center member but has been identified from old F&A documents. If apprehended, he will receive a one year ban from the Center premises and be required to appear before the Board. Supervisor Simpson motioned, Trustee Radke seconded the suspension and banning. The motion was approved unanimously by roll call vote.
C. Levy Town Funds - Ordinance No. 2017-0-11. Business Services Manager Sarver discussed the 2017 levy rate and reasons for the coming year. (attachment) After some discussion, Supervisor Simpson motioned, seconded by Trustee Semmerling the subject ordinance be approved. The motion was approved unanimously by roll call vote.
D. Levy Road District Funds - Ordinance No. 2017-0-10. , Supervisor Radke motioned, Trustee Echtenacher seconded subject ordinance be approved. The motion was approved unanimously by roll Call vote.
E. Contract with Manjarres & Associated for licensed clinical help in Spanish. Youth and Family Services is requesting additional Spanish speaking clinical therapists because of increased workload. Administrator Johnson presented pertinent facts and the board had few questions. Permission to sign the contract was requested and approved by voice vote.
Adjournment:
There being no further business, Trustee Gill motioned, seconded by Supervisor Simpson to adjourn the meeting at 6:58 pm. The motion was approved unanimously by a voice vote. Next scheduled meeting is Monday, November 13, 2017 at 6:00 p.m. in the Township Center.
