Village of Cary Committee of the Whole met December 5.

Here is the minutes provided by the Committee:

I.Call to Order

This meeting was called to order at 6:28 pm by Mayor Kownick.

II. Roll Call

Present: Mayor Kownick and Trustees Betz, Covelli, Weinhammer, Kraus, McAlpine and Cosler.

Absent: None

Others present included Village Administrator Rife, Community Development Director Simmons, Police Chief Finlon, Public Works Director Morimoto, Village Attorney Simon and members of the audience per the sign-insheet.

III. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Public Comments

There being no comments from the public, Mayor Kownick closed Public Comments at 6:29 pm.

V. Discussion on Maplewood School Property Development Proposal

Discussion-

Director Simmons provided an overview of the latest concept plan for the property by the developer.

The developer, Patrick Taylor of Central One, LLC discussed the revised concept plan which was based on comments received from the previous meeting. Mr. Taylor reviewed the changes he made to the concept plan.

Trustee McAlpine stated she liked the increased size of the park area and the reduction in the number of units. Based on the example shown, Trustee McAlpine Stated the elevations needed

further Work.

Trustee Covelli asked about potential retail space to be included in the proposal. Mr. Taylor stated a market study reflected there would not be enough traffic to support retail space.

Trustee McAlpine stated she supported the changes made to the townhomes and felt it created a smoother transition near the existing residences.

Trustee Betz asked if it would be possible for the town homes closest to the existing residences on the west side of the proposal to be 2-level units instead of 3-level. Mr. Taylor stated that converting the units to 2-level would make each unit wider, thus reducing the total number of units. Village Administrator Rife stated these details could be examined during a potential future public hearing.

Mayor Kownick asked if the parking for the multi-unit residences would be underground or on the first floor. Mr. Taylor stated parking would be on the first-floor. Mayor Kownick stated he would like to see changes to the exterior materials on the multi-unit residences.

Dave Stevens, 338 Krenz, stated he did not support the 3-level townhomes that would be located near his residence.

Bill Reitveld, 551 Krenz, stated he did not support the height of the multi-unit residences. Mr. Reitveld stated he did not feel there was enough open space in the proposed development. Mr. Reitveld asked if the open space would be available for use by the public or only those who live in the proposed development. Mr. Reitveld would like to know more about the proposed access road traffic and the easement near the Metra trackS.

Christie Wagner, 539 Krenz, stated she would like to know more about the proposed access road and open space for the proposed development.

Sean Wheeler, 330 Pearl, stated he feels the 3-level townhomes would be a more desirable option and would be able to achieve a higher price point.

Tim Ritter, 239 N. School Street, stated he was concerned about Sustainability in the proposed development.

Chris Naatz, 442 Wentworth, stated he feels this development would be an excellent addition to the Village. Mr. Naatz stated he is in favor of the proposed development.

Kristen Fadden, 26 N. Prairie, stated she is concerned about the potential increase in traffic on Prairie Street.

Mike Boyce, 572 Alida, asked about the height of the multi-residence buildings and the number of units within each building.

Jerry Barrett, 557 Krenz, stated he is concerned about the density, traffic, price point and drainage of the proposed development.

Tim Allen, 223 N. School, stated he is concerned about how close the buildings would be to his property.

Barbara Madsen Stated she is concerned about traffic, pollution and flooding regarding the proposed development.

Theresa Slavik, 427 Krenz, Stated She is concerned about traffic and density regarding the proposed development.

Ron Gillund, 582 Alida, stated he is concerned about the density of the project.

Dave Wagner, 539 Krenz, stated he would like to see more information regarding the road for the proposed development.

Trustee Cosler stated he was concerned about the proximity of the multi-residence buildings to the railroad tracks and traffic. Trustee Cosler stated he preferred to see a buffer of Some sort between the proposed development and the existing residences.

Trustee McAlpine stated she supports the concept of multi-residence buildings located near the railroad tracks. Trustee McAlpine Stated that these developments are ideal for younger workers who commute downtown.

Trustee Betz stated she would like more information on the proposed access road.

Trustee Covelli stated she is concerned about density and building aesthetics. Trustee Covelli would like to consider retail space incorporated into the east side of the proposed development.

Trustee Kraus would like to see more single-family homes in the proposed development.

Mayor Kownick stated he was supportive of seeing further enhancements made to the plan and elevations, and recommended the developer proceed through the zoning process.

The majority of the Committee of the Whole was not supportive of the current concept plan.

VI. Adjourn

There being no further items to discuss, a Motion was made to adjourn the meeting at 7:45 p.m.

The Voice Vote noted all ayes and the motion carried.
