Village of Volo Committee of the Whole met Feb. 20.

Here is the minutes provided by the Committee:

The Regular Meeting of the Committee of the Whole of the Village of Volo was called to order at 7:00 P.M. in the Board Room of the Volo Village Hall, Trustee Michael Wagner presiding.

Roll Call: Trustees Wagner, Johnson, Heuser, Buttita, Northam – present; Trustee Porter – absent. Village Clerk Rydberg – present. Mayor Henley – absent.

Also present were various staff members.

Public Comment – Agenda Items: Mr. Dave Becker, Fire Marshal for the Fox Lake Fire Protection District, spoke in support of fire sprinkler regulations.

Approval Of Minutes: Regular Meeting Of January 16, 2018

Trustee Heuser made a motion, seconded by Trustee Northam, to approve the Minutes of the Regular Meeting of January 16, 2018. On voice vote – all “aye”. Motion Carried.

Discussion: Fire Sprinkler Regulations

Administrator May reviewed the fire sprinkler provisions of the 2006 International Fire Code (IFC) and presented a comparison of fire sprinkler regulations in other communities.

The Trustees discussed fire sprinkler regulations for new construction, additions, alterations, and changes of use. They reached consensus on changes to the current regulations that would require fire sprinkler systems be installed in the following instances:

• New Construction: all new buildings; except Group R-3 and Group U occupancies

• Additions: any addition that increases the fire area by one hundred percent (100%) or that results in a fire area for which a fire sprinkler system would be required by the 2006 IFC (12,000 square feet for use groups for which the 2006 IFC does not require a fire sprinkler system); except Group R-3 and Group U occupancies

• Remodeling or Alterations: not required; provided no change to the building envelope and no change in use

• Change of Use: Building Commissioner, in consultation with the Fire Code Official and the relevant Fire District, to determine if fire and life safety have been affected to the degree to necessitate a fire sprinkler system

The Trustees also discussed parameters for granting variances where there are practical difficulties associated with installing a fire sprinkler system, including alternative fire protection.

Trustee Wagner felt it important to maintain the mandatory offer requirement for Group R-3 occupancies. The Trustees agreed but suggested the current requirements be reviewed / updated as applicable.

Staff will prepare the amendments for review by the Committee of the Whole at a future meeting prior to making a recommendation to the Village Board.

New Business: None.

There being no further business, Trustee Northam made a motion, seconded by Trustee Heuser, to adjourn the meeting. On voice vote – all “aye”. MOTION CARRIED.

The meeting was adjourned at 8:55 P.M.
