City of Highland Park City Council met May 29.

Call To Order

At 7:39 p.m., Mayor Rotering called the meeting to order and asked for a roll call:

Roll Call

Present: Mayor Rotering, Councilmen Stolberg, Knobel, Holleman

Absent: Councilmen Stone, Kaufman, Blumberg

Staff Present: City Manager Neukirch, Fire Chief Amidei, Community Development

Director Fontane, Police Chief Jogmen, Assistant City Manager Sabo,

Approval Of Minutes

1. Approval of the Minutes of the Regular City Council Meeting Held on May 14, 2018

Councilman Knobel moved to approve the minutes of the Regular City Council meeting held on May 14, 2018, as amended. Councilman Stolberg seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

Result: Adopted As Amended [Unanimous]

Approval Of Warrant List

1. Warrant List from May 04, 2018 to May 17, 2018

Councilman Stolberg moved to approve the Warrant List. Councilman Knobel seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

1. Wear Orange Campaign for National Gun Violence Awareness Day, June 1

Mayor Rotering explained that there are over 100,000 Americans killed or injured by gun violence each year. She stated that the City has joined the national campaign organized by Everytown for Gun Safety and encouraged the community to wear orange to honor victims of gun violence, raise awareness of the need to reduce gun violence and come together to fight for a country where every person can live free from gun violence.

Sage Amdahl, Highland Park High School sophomore, presented information on national gun violence awareness.

Stephanie Jacobs Lager, member of Moms Demand Action, Highland Park, spoke on the June 1st Wear Orange - National Gun Violence Awareness Day.

Megan Brill, Highland Park High School sophomore, presented information on national gun violence awareness.

Phil Andrew, survivor of the Laurie Dann shooting of Winnetka in 1988, provided information on his experience with gun violence and the importance of bringing awareness to the issue.

2. Cancer Survivor Beauty & Support Day, June 5

Mayor Rotering explained that Cancer Survivor Beauty and Support Day was created in 2003 by Highland Park resident Barbara Paget and that it has evolved into an annual national event in all 50 states.

Barbara Paget, founder of Cancer Survivor Beauty and Support Day, provided information on the posters promoting this year's event and provided information about the event which will take place on June 5, 2018.

3. Recognition of District 112 Foundation Vehicle Sticker Design Winner

Leslie Alter, District 112 Education Foundation Chairperson and Elaine Weinberg, District 112 Education Foundation Vice Chairperson presented information on the District 112 Education Foundation and introduced this year's Vehicle Sticker Upgrade Design Award Winner.

4. Cop on a Rooftop

Mayor Rotering reported that this year's Cop on a Rooftop was a success and the City of Highland Park Police Department raised $1,761.64 for Special Olympics Illinois. She thanked Dunkin' Donuts at 1990 Skokie Valley Road and everyone who donated and participated in this year's event. She gave a special thank you Officer Teresa Stadler for coordinating the event, all of the officers who volunteered at the event, along with Councilman Knobel and City Manager Neukirch for their participation.

v. Torch Run

Mayor Rotering explained that the Police Department is coordinating the 2018

Special Olympics Torch Run taking place on Sunday, June 10, 2018 at approximately 9:20 AM to raise money and increase awareness of Special Olympics athletes. She stated that the Highland Park segment of the race is 3.6 miles long, running from Green Bay and Bloom South to Green Bay and Lake Cook. She invited everyone in the community to join the run. Items For Omnibus Vote Consideration

Councilman Stolberg moved to approve items 1-3 by omnibus vote consideration.

Councilman Knobel seconded the motion. Upon a roll call vote, the Mayor declared the

motion passed unanimously.

Finance

1. Adoption of an Ordinance (O56-2018) by omnibus vote consideration titled, “An Ordinance Amending the Annual Budget of the City of Highland Park, County of Lake, State of Illinois, for the Fiscal Year Beginning January 1, 2018 and ending December 31, 2018 for the Illinois Public Risk Fund Safety Grant”.

Community Development

2. Adoption of a Resolution (R71-2018) by omnibus vote consideration titled, “A

Resolution Denying a Special Use Permit for a Chiropractor's Office at 481 Roger

Williams Avenue”.

3. Adoption of a Resolution (R72-2018) by omnibus vote consideration titled, “A

Resolution Approving Renewal Agreements for Property Management, Operation, and Maintenance Services for the Peers Housing Association, the Ravinia Housing Association, and the Walnut Housing Association”. Other Business (the City Council will consider and then either approve or disapprove the following items)

A. Ravinia Festival Community Relations Commission - Councilman Holleman

Councilman Holleman shared a report on the Ravinia Festival Community Relations Commission.

B. Human Relations Commission - Councilman Knobel

Councilman Knobel shared a report on the Human Relations Commission.

Business From City Staff

Community Development Director Fontane provided information on the agreed language that is to be used for the cross access agreement for the Audi dealership redevelopment. He requested confirmation from the Council.

The Council was in agreement regarding the definition of use for the cross access easement between the Audi and Porsche dealerships.

Adjournment

Councilman Stolberg moved to adjourn. Councilman Knobel seconded the motion. On a voice vote, Mayor Rotering declared the motion passed unanimously.

The City Council adjourned its meeting at 8:15 PM.
