City of Highwood City Council met Aug. 7.

Here is the minutes provided by the Council:

CALL TO ORDER by Mayor Pecaro at 7:46 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Hospodarsky, Fiore, Peterson, Slavin

Absent: Alderman Falberg

Also Present: City Manager Coren, City Attorney Ferolo, City Clerk Baruffi, Administrative Assistant Litjens, Assistant City Manager Martin, Intern Anand

2. Pledge of Allegiance

All Present recited the Pledge of Allegiance

3. Review of Minutes to be Approved

3.1. Moved by Alderman Hospodarsky, seconded by Alderman Fiore to approve the City Council: July 17, 2018 minutes as presented. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Peterson, seconded by Alderman Slavin to approve the Committee of the Whole: July 17, 2018 minutes as presented. All present voting aye, by voice, motion carried.

4. Appointments (Mayor Pecaro)

The Mayor expects to appoint an alderman to the vacated position at the next City Council Meeting.

5. Approval of Warrant List:

5.1. Moved by Alderman Peterson, seconded by Alderman Fiore to approve the 08/07/2018 AP Warrant List as presented. All present voting aye, by voice vote, motion carried.

Yes: Aldermen Peterson, Fiore, Slavin, Hospodarsky

Absent: Alderman Falberg

9.1. Moved by Alderman Fiore, seconded by Alderman Slavin to approve the May 2018

Treasurer’s Report as presented. All present voting aye, by voice vote, motion carried.

12.1. 18-R- Moved by Alderman Slavin, seconded by Alderman Peterson to authorize a Resolution Regarding Approval of a Lighted Entry Feature at the Main Entrance to Arrive North Shore Apartment Complex (624 Sheridan Road). All present voting aye, by voice vote, motion carried.

12.2. 18-R- Moved by Alderman Hospodarsky, seconded by Alderman Peterson to authorize a Resolution Regarding Approval of Planters at El Buren Restaurant Outdoor Seating Area (331 Waukegan Avenue). All present voting aye, by voice vote, motion carried.

12.3. 18-R- Moved by Alderman Peterson, seconded by Alderman Fiore to authorize a Resolution Authorizing the Mayor to Execute a First Amendment to the City Manager’s Employment Agreement. All present voting aye, motion carried.

Yes: Aldermen: Peterson, Fiore, Hospodarsky, Slavin

Absent: Alderman Falberg

12.4. Moved by Alderman Peterson, seconded by Alderman Fiore to waive competitive bidding requirements and authorize A Motion Authorizing the City Manager to Enter into an Agreement with Pipe Vision for Sanitary Sewer Lining on South Central Avenue in an Amount not to Exceed $35,000. All present voting aye, motion carried.

Vote;

Yes: Aldermen: Peterson, Fiore, Hospodarsky, Slavin

Absent: Alderman Falberg

The lining should last 50 years.

12.5. Consideration of a Motion to Approve an Ordinance Approving Certain Amendments to the Highwood City Code Pertaining to Fees and Charges and Sections Related Thereto and Creating a Comprehensive Fee Schedule, after review by the City Attorney.

This is just the first reading.

12.6. Moved by Alderman Slavin, seconded by Alderman Hospodarsky to authorize a Motion Authorizing the City Manager to enter into a Professional Services Agreement with Hitchcock Design Group for the Everts Park Master Plan not to exceed $30,000.00.

Vote:

Yes: Aldermen: Slavin, Hospodarsky, Fiore, Peterson

Absent: Alderman Falberg

Assistant City Manager Martin stated they reviewed 9 responses, 3 were interviewed, and Hitchcock Design Group was the unanimous choice.

12.7. 18-O- Moved by Alderman Fiore, seconded by Alderman Peterson to waive the first reading and approve an Ordinance Amending 10-3-6-7: Business District Signs to Clarify the Temporary Signage Allowance. All present voting aye, motion carried.

Vote:

Yes: Aldermen Fiore, Peterson, Hospodarsky, Slavin

Absent: Alderman Falberg

13. Executive Session (If Necessary)

Moved by Alderman Fiore, seconded by Alderman Slavin to go into executive session to discuss 2C5 and 2C11. All present voting aye, motion carried.

Vote:

Yes: Aldermen: Fiore, Peterson, Slavin, Hospodarsky

Absent: Alderman Falberg

Mayor Pecaro opened the Executive Session at 7:56 and closed the Executive Session at 8:30 P.M.

14. Any Action Necessary Coming Out of Executive Session will be sealed until no longer sensitive.

Moved by Alderman Slavin, seconded by Alderman Fiore to reconvene the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro reconvened the meeting at 8:30 P.M.

15. Adjournment

Moved by Alderman Fiore, seconded by Alderman Slavin to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 8:30 P.M.
