City of Waukegan issued the following announcement on Oct. 23.
Please drive extra carefully during Trick or Treat hours on Sunday, October 28th, from 2 - 5pm, as the little ghosts and goblins may not be paying attention. If you are participating by handing out goodies, the suggestion is to put your porch light on, or indicate in some other manner that you have treats. Enjoy!
