July-Dec. 2018 Recap: Parolees in Waukegan convicted of property crimes

There were 20 offenders convicted of property crimes released on parole in Waukegan during the second half of 2018, according to Illinois Department of Corrections data obtained by the Lake County Gazette.

The data shows that 18 men and two women were among the parolees. The median age of the parolees sentenced for property crimes was 32. The youngest parolee was a 20-year-old man sentenced in 2018, and the oldest was a 51-year-old man sentenced in 2012.

The offender who was incarcerated the longest was Lawrence Starks. He was convicted of a property crime in 2012 when he was 44 years old. He is now 51.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The table below shows the 50 cities in Illinois with the most paroled offenders during the second half of 2018 who were convicted of property crimes.
