City of Highwood City Council met July 7.

Here is the agenda provided by the council:

CALL TO ORDER by Mayor Pecaro at 7:37 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Slavin, Falberg, Fiore and Peterson Also Present: City Manager Coren, Assistant City Manager Martin, City Attorney Jablecki and Administrative Assistant Litjens Absent: Aldermen Levi and Hospodarsky

2. Pledge of Allegiance

All present recited the Pledge of Allegiance.

3. Review of Minutes to be Ap proved

3.1. Moved by Alderman Fiore and seconded by Alderman Slavin to approve the minutes for City Council: June 16, 2020 as presented. All present voting aye, by voice vote, motion carried.. 4. Appointments (Mayor Pecaro)

Appointments tabled to the July 21, 2020 meeting.

4.1. Diana Guerrero - Library Board 3 Year Term

4.2. Jason Muelver - Library Board 3 Year Term

5. Approval of Warrant List:

5.1. Moved by Alderman Falberg and seconded by Alderman Fiore to approve the 07/07/2020 AP Warrant List for payment. All present voting aye, by voice vote, motion carried.

9.1. Moved by Alderman Peterson and seconded by Alderman Fiore to approve the April 2020 Treasurer’s Report as presented. All present voting aye, by voice vote, motion carried.

12. New Business

12.1. Moved by Alderman Peterson and seconded by Alderman Fiore to approve the Annual Appropriation Ordinance of the City of Highwood, Illinois, for the Fiscal Year Beginning May 1, 2020 and Ending April 30, 2021. All present voting aye, by voice vote, motion carried.

12.2. Moved by Alderman Fiore and seconded by Alderman Falberg to approve an Ordinance on Salary and Compensation for the City of Highwood for the FYE 2021 Budget Year. All present voting aye, by voice vote, motion carried.

12.3. Moved by Alderman Fiore and seconded by Alderman Slavin to approve a Motion Accepting the offer of Engagement from BKD, LLP to Provide Auditing Services to the City of Highwood for the Fiscal Year Ending April 30, 2019 in an Amount not to Exceed $39,250. All present voting aye, by voice vote, motion carried.

12.4. Moved by Alderman Fiore and seconded by Alderman Falberg to approve a Resolution Authorizing the Mayor to Execute a First Amendment to the Redevelopment Agreement Concerning 438 and 440 Green Bay Road in the City of Highwood, Illinois. All present voting aye, by voice vote, motion carried.

12.5. Moved by Alderman Slavin and seconded by Alderman Falberg to approve a Motion to Waive Competitive Bidding and Authorize the City Manager to Accept an Agreement with M&J to Complete Street Striping in the City of Highwood in an amount not to exceed $55,000. All present voting aye, by voice vote, motion carried.

12.6. Moved by Alderman Fiore and seconded by Alderman Peterson to approve a Motion to Waive Competitive Bidding and Authorize the City Manager to Enter into an Agreement with Chicago Concrete & Excavation to Provide Materials and Labor for the Demolition of the Property at 118 North Avenue. All present voting aye, by voice vote, motion carried.

12.7. Consideration of a Resolution Creating a Community Police Relations Committee for Better Understanding Highwood’s Relationship with Community Members and Reviewing Certain Policies and Practices. Moved by Alderman Fiore and seconded by Alderman Peterson. All present voting aye, by voice vote, motion carried.
