Village of Gurnee Planning and Zoning Board met July 15.

Here is the minutes provided by the board:

1. Call to Order and Roll Call

The meeting was called to order at 7:30 p.m.

Planning and Zoning Board Members Present: Chairman James Sula, Brian Baugh, Tim Garrity, David Nordentoft (remotely), Edwin Paff, Josh Pejsach (remotely), and Laura Reilly (remotely)

Planning and Zoning Members Absent: none

Other Officials Present: David Ziegler, Community Development Director

Mr. Sula announced that, in accordance with the Governor’s Executive Order in response to COVID-19 #2020-07, in-person attendance requirements under the Open Meeting Act have been suspended and relaxed. Therefore, tonight certain members of the Planning & Zoning Board, staff, and the Village Attorney will be participating remotely and that will be reflected in the minutes.

3. Approval of the PZB’s June 17, 2020 Meeting Minutes

Mr. Paff motioned, seconded by Mr. Garrity, to approve the minutes from the PZB meeting of June 17th, as presented.

Voice vote:

All "Ayes,” no "Nays," none abstaining 

Motion carried: 7-0-0

4. Minor Sign Exception: Papo’s 2, LLC

Papo’s 2, LLC. is seeking a minor sign exception to increase the monument sign height from 10 feet to 14 feet. The sign is proposed for a car wash under development at the northeast corner of Hunt Club Road and Washington Street.

Mr. Ziegler introduced the item, and indicated that Mr. Joe Stone from Papo’s Car Wash is present to answer any questions the Board may have. The Board’s ability to make final decision on this Minor Sign Exception was noted.

Mr. Sula stated that what is being asked for is obvious, since the site was cleared it’s easy to see that the site is substantially lower that the adjacent roadways. The sign is the exact same, but the base of the sign is increasing by 4 feet to address the grade different. He asked if there were any questions/comments from the Board. He stated that if not a motion would be in order.

Mr. Nordentoft motioned, seconded by Ms. Riley, to approve the Minor Sign Exception to increase the monument sign height from 10 feet to 14 feet, as submitted.

Mr. Sula asked if there was any discussion on the motion. As there was not, a vote was taken.

Approved

Roll Call Vote:

Ayes: Garrity, Paff, Pejsach, Nordentoft, Riley, and Sula

Nays: Baugh

Abstain: none

Motion Approved: 6-1-0

5. Next Meeting Date: August 5, 2020

Mr. Ziegler stated that there are no public hearings set for August 5, 2020, but that there could be some non-public hearing items scheduled for that evening.

6. Public Comment

There were no public comments made at this meeting.

7. Adjournment

Mr. Garrity motioned, seconded by Mr. Paff, to adjourn the meeting.

Voice vote:

All "Ayes,” no "Nays," None abstaining

Motion carried: 7-0-0

The meeting was adjourned at 7:35 p.m.
