Village of Cary Committee of the Whole Met August 18

Village of Cary Committee of the Whole met Aug. 18.

Here is the minutes provided by the committee:

i. Call to Order 

This meeting was called to order at 6:17 p.m. by Mayor Kownick.

ii. Roll Call 

Present: Mayor Kownick and Trustees Betz, Covelli, Collier, Kraus, McAlpine and Weinhammer. Trustees Covelli, Kraus and Weinhammer participated via audio conference. 

Absent: None

Also present were Village Administrator Rife, Chief Finlon and Village Attorney Uhler.

iii. Pledge of Allegiance 

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Public Comments 

There being no comments from the public, Mayor Kownick closed Public Comments at 6:18 p.m.

v. Discussion Regarding an Agreement for Architectural Services Related to a McHenry County Consolidated Law Enforcement Training Facility 

Chief Finlon provided an overview of the proposed project.

Trustee Weinhammer asked if other communities have committed to the project. Chief Finlon stated pre-COVID, the interested communities were Cary, Algonquin, Crystal Lake, Huntley, Lake in the Hills, McHenry, McHenry County College and the McHenry County Sheriff's Department. Huntley and McHenry are analyzing the effects of the COVID-19 pandemic on their budgets but are very interested in participating in the project.

McHenry County Sheriff Bill Prim stated he is confident once the structure is built more communities will participate in the project, resulting in lower costs per community.

Trustee Covelli asked if the $7,500 architectural fee would be split between the participating communities. Administrator Rife stated the Village of Cary would take the lead on the project and initially fund the $7,500, however, if the project should move forward the Village would recoup this money.

Trustee Covelli asked what other communities do for training and whether there are alternatives to the proposed project. Chief Finlon stated other local municipalities utilize quarries or private ranges. Chief Finlon stated there are limitations on the use of these locations, such as hours available for use, location and cost.

Trustee Covelli asked who would own the building. Chief Finlon stated there would be an intergovernmental agreement with the participating entities.

It was the consensus of the Committee of the Whole to approve Phase 1 of the agreement for architectural services related to a McHenry County consolidated law enforcement training facility.

VI. Adjourn

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 7:10 p.m.

Motion:

Trustee McAlpine moved, seconded by Trustee Betz to adjourn the meeting.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer 

Nays: None 

Abstain: None

Motion Carried
