Joint resolution approving a contract modification to the agreement with Mission Critical Partners, Port Matilda, Pennsylvania to provide ongoing project management services for the implementation of the Circuit Clerk’s Record Digitization Initiative in the amount not to exceed $107,640.74, and emergency appropriate $40,000 in the Document Storage Fund.

∙ The Lake County Board awarded a contract for Record Digitization Services for the Office of the Circuit Clerk at their July 14, 2020 meeting.

∙ The Circuit Court Clerk identified a need for project management services to oversee the implementation of the Circuit Clerk’s Record Digitization Initiative and the Lake County Board approved the contract for project management in the amount of $135,120 in November 2020.

∙ Due to staffing shortages, delays and needed clarifications on scope of work and expectations, there is a need to extend project management services through April 2024 in the amount of $107,640.74.

∙ In accordance with § 33.082 of the Lake County Purchasing Ordinance, this Change Order is germane to the original contract as signed and is in the best interest of Lake County it is hereby requested that the Purchasing Agent be authorized to enter into Contract Modification Number Two.

∙ This resolution approves Contract Modification 2 in the amount of $107,640.74 and increasing the overall contract to $242,760.74

Joint resolution accepting the Illinois Department of Public Health grant and authorizing an emergency appropriation in the amount of $1,037,539 for the COVID-19 Crisis grant.

∙ The $1,037,539 Illinois Department of Public Health grant will fund five new positions, consultants, contact tracing support, and indirect expenses.

∙ The $30,108 is comprised of three funding phases as follows:

o Phase 38 $6,478 for period January 27, 2020 through October 31, 2021

Joint resolution authorizing a contract with Perkin Elmer Health Sciences, Inc., Shelton, Connecticut in the amount of $52,454.50 for the purchase of a graphite furnace for the Lake County Public Works Department including training and annual maintenance.

∙ The current graphite furnace at the Lake County Environmental laboratory is unable to be repaired and needs to be replaced in order to continue running metals analyses in the laboratory.

∙ The current graphite furnace has reached its end of life according to the manufacturer and replacement parts are no longer produced to repair this piece of equipment.

∙ A Request for Proposal was extended to 9 vendors, responses were received from 2 vendors, and 1 vendor was short-listed for finalist interviews.

∙ Based on the criteria set forth in the Request for Proposals, the evaluation committee selected Perkin Elmer Health Sciences, Inc., as the most qualified vendor.

∙ The contract includes the purchase of the graphite furnace in the amount of $49,701.80, training services in the amount of $2,752.70 for a total contract cost of $52,454.50.

Joint resolution renewing an Intergovernmental Agreement (IGA) between Lake County Planning, Building and Development (PBD) and the Village of Hainesville.

∙ PBD currently conducts plan reviews and inspections within the Village of Hainesville pursuant to an IGA with the Village.

∙ In advance of the current agreement expiration in April of 2022, an IGA renewal has been prepared to continue County services to the Village.

∙ The revised contract has been reviewed and approved by the State’s Attorney’s Office.

Joint resolution authorizing on a certain named property, 27709 N. Oak Street, Wauconda, Illinois, Parcel Identification Number (PIN) #09-28-103-117, the demolition of a dangerous and unsafe residential structure and related accessory buildings deemed to be an immediate and continuing hazard to the community.

∙ Pursuant to state law, the County Board has authority to expedite the demolition of any open and vacant buildings within unincorporated portions of Lake County that constitute an immediate and continuing hazard to the community per 55 ILCS 5/5- 1121.

∙ Planning, Building and Development (PBD) has identified a residential structure and related accessory buildings (all together referred to as the “buildings”) within unincorporated Lake County that constitute an immediate and continuing hazard to the community in which the buildings are located.

∙ Upon County Board approval, the State’s Attorney will notify the property owners and lienholders of record of the pending action pursuant to statute.

∙ Upon expiration of the 30-day notice period, if the property owners and lienholders of record have not caused the buildings to be demolished, repaired, or otherwise restored to a safe condition, or have not filed an appeal of the action in the Circuit Court Clerk’s Office, PBD will initiate the demolition of the buildings and removal debris, or other hazardous, noxious, or unhealthy substances or materials.

Joint resolution authorizing a contract with Schroeder Asphalt Services, Inc., Huntley, Illinois, in the amount of $90,341.11 for the resurfacing of various roads in Avon Township, which will be improved under the Illinois Highway Code for a total of 0.28 miles.

∙ There was a public call for bids, and a total of four bids were received, ranging from $90,341.11 to $101,115.26, and the lowest responsible bidder is Schroeder

Asphalt Services, Inc., Huntley, Illinois, in the amount of $90,341.11.

∙ This improvement is designated as Section 22-02000-01-GM.

Joint resolution authorizing a contract with Geske and Sons, Inc., Crystal Lake, Illinois, in the amount of $108,312.73 for the resurfacing of various roads in the Cuba Township Road District, which will be improved under the Illinois Highway Code for a total of 0.51 miles.

∙ There was a public call for bids, and a total of three bids were received, ranging from $108,312.73 to $144,181.41, and the lowest responsible bidder is Geske and Sons, Inc., Crystal Lake, Illinois, in the amount of $108,312.73.

∙ This improvement is designated as Section 22-04100-01-GM.

∙ No County funds are being used on this project.

Joint resolution authorizing a contract with Denler, Inc., Joliet, Illinois, in the amount of $161,368.75 to provide for the crack sealing of hot-mix asphalt and concrete pavements, where necessary, on various County highways under the Illinois Highway Code, appropriating $195,000 of Motor Fuel Tax funds.

∙ Lake County’s Crack Sealing Program is an annual preventative maintenance program consisting of applying crack sealing at various locations to prevent the intrusion of water and incompressible material into the cracks and to reinforce the adjacent pavement.

∙ There was a public call for bids, and a total of two bids were received ranging from $161,368.75 to $294,111.50, and the lowest responsible bidder is Denler, Inc., Joliet, Illinois, in the amount of $161,368.75.

∙ This project is included in the Transportation Improvement Program with construction in 2022, and designated as Section 22-00000-04-GM.

Joint resolution authorizing a contract with Schroeder Asphalt Services, Inc., Huntley, Illinois, in the amount of $547,447.87 for annual hot-mix asphalt maintenance of various roads on the County highway system under the Illinois Highway Code, appropriating $660,000 of Motor Fuel Tax funds.

∙ Lake County’s Hot-Mix Asphalt Patching Program is an annual preventative maintenance program that preserves the surface quality and extends the life of County highways.

∙ There was a public call for bids, and a total of four bids were received, ranging from $547,447.87 to $747,397.32, and the lowest responsible bidder is Schroeder Asphalt Services, Inc., Huntley, Illinois, in the amount of $547,447.87.

∙ This project is included in the Transportation Improvement Program with construction in 2022, and designated as Section 22-00000-13-GM.

Joint resolution authorizing a contract with Corrective Asphalt Materials, LLC, South Roxana, Illinois, in the amount of $695,469.81 for the application of a pavement rejuvenator on various County highways, appropriating $835,000 of Matching Tax funds.

∙ Lake County’s Pavement Rejuvenator Program is an annual preventative maintenance program consisting of applying a pavement rejuvenator, a maltene based spray, on all new hot-mix asphalt roadway surfaces completed in the prior year’s reconstruction and resurfacing projects.

∙ The pavement rejuvenator has been found to add about five years of life to the pavement.

∙ There was a public call for bids, and a total of one bid was received in the amount of $695,469.81, and the responsible bidder is Corrective Asphalt Materials, LLC, South Roxana, Illinois, in the amount of $695,469.81.

∙ This project is included in the Transportation Improvement Program with construction in 2022, and designated as Section 22-00000-16-PP.

Joint resolution authorizing a contract with AC Pavement Striping Company, Elgin, Illinois, in the amount of $839,315.07 for the microsurfacing of Cedar Lake Road, from Monaville Road to Illinois Route 132, Kenosha Road, from 1,220 feet north of Illinois Route 173 to Ninth Street, and Ninth Street, from Lewis Avenue to Whitney Avenue, which will be improved under the Illinois Highway Code for a total of 3.33 miles, and appropriating $1,010,000 of Matching Tax funds.

∙ There was a public call for bids, and a total of two bids were received, ranging from $839,315.07 to $917,123.92, and the lowest responsible bidder is AC Pavement Striping Company, Elgin, Illinois, in the amount of $839,315.07.

∙ This microsurfacing improvement has been identified within the County’s pavement management system with construction planned to begin in 2022, and is included in the Transportation Improvement Program, and designated as Section 20-00999- 73-RS.

Joint resolution authorizing a contract with Treehaven Technologies, Inc., Powell, Ohio, for the purchase of 70 video encoders in the amount of $76,930 for the replacement of video encoder hardware on the Lake County PASSAGE network and appropriating $92,300 of ¼% Sales Tax for Transportation funds.

∙ The Lake County Purchasing Division held a bid opening for the purchase of 70 video encoders on March 1, 2022.

∙ The Request for Proposal (RFP) was downloaded by five vendors and proposals were received from two vendors ranging from $76,930 to $77,630.

∙ Following a review of the submitted proposals, Treehaven Technologies, Inc. was identified as the lowest responsible bidder in the amount of $76,930.

∙ This improvement is included in the Transportation Improvement Program, and designated as Section 22-00268-25-TL.

Joint Resolution authorizing execution of a contract with Swallow Construction of West Chicago, Illinois, in the amount of $388,032.96 for the Baker Road Water Main Replacement Project in Green Oaks, Illinois.

∙ The Village of Green Oaks is planning to conduct road improvements along Baker Road. The County owns a 37-year-old watermains on this road and it would be economical to replace it ahead of the planned improvements. The 6-inch water main would be replaced with a 10-inch line and that would also improve capacity.

∙ The County received bids from seven (7) contractors for this work ranging from $388,032.96 to $491,924.70.

∙ Award of this contract is recommended to the lowest responsive and responsible bidder, Swallow Construction of West Chicago, Illinois, who best meets the needs of the County in the amount of $388,032.96.

∙ This resolution authorizes and directs the County Purchasing Agent to execute a contract with Swallow Construction of West Chicago, Illinois, in the amount of $388,032.96.

Joint resolution authorizing execution of an Intergovernmental Agreement with the Fremont Township Highway Division, for reimbursement of costs related to additional worked performed as part of the Oak Terrace Water Main Replacement Project.

∙ The County is undertaking a Water Main Replacement Project in Oak Terrace, Fremont Township, to improve water supply in the area.

∙ The County will remove and replace seven of the Highway Departments existing storm sewer crossings that the new water main will cross.

∙ In accordance with IEPA requirements, the County will design, construct, and pay to remove and replace the sections of the impacted storm sewer crossings.

∙ However, the Highway Department requested that the project include additional removal and replacement of the storm sewer sections beyond IEPA requirements.

∙ The County will perform the additional work, but the Highway Department will continue to own, operate, and maintain the storm sewers after the Project is completed.

∙ The Highway Department approved the IGA on January 21, 2022 and agreed to pay the County for the additional work, estimated to be $15,000.

∙ In accordance with County Board Rules, the State’s Attorney’s Office has reviewed this Intergovernmental Agreement prior to action by the County Board.

Joint resolution authorizing execution of a contract with Great Lakes Water Resources Group, Inc. of Joliet, Illinois in the amount of $399,517 for the Oak Terrace Water System New Water Supply Well Drilling and Testing Project.

∙ There is a need to add a new well to support the consolidation efforts for the Oak Terrace and West Oak Middle water systems.

∙ In January of 2021, the County Board awarded a contract for the Oak Terrace Water System Test Well Drilling Project. The 2021 test well was determined to be unproductive during the drilling and testing process as it did not meet LCPW’s requirements and therefore an additional test well is needed.

∙ The County received bids from two (2) contractors for the work to drill the test well in the amount of $399,517 and $503,377.

∙ Award of this contract is recommended to the lowest responsive and responsible bidder, Great Lakes Water Resources, Inc., Joliet, Illinois in the amount of $399,517.

∙ This resolution authorizes and directs the County Purchasing Agent to execute a contract with Great Lakes Water Resources, Inc. of Joliet, Illinois in the amount of $399,517.

Joint resolution authorizing execution of a contract with Campanella & Sons, Inc., Wadsworth, Illinois in the amount of $1,024,325.89 for the Sunset Drive Sanitary Sewer Replacement Improvements Project.

∙ The County’s gravity sewer and force main along Sunset Drive in the Village of Round Lake Beach have reached the end of their useful life and need to be replaced.

∙ The determination was made to replace both the existing force main and gravity sewer with a larger diameter sewer to reduce the quantity of pipe that would have to be maintained in the future.

∙ The County received bids from five (5) contractors for this work ranging from $1,024,325.89 to $1,429,396.25.

∙ Award of this contract is recommended to the lowest responsive and responsible bidder, Campanella & Sons, Inc. of Wadsworth, Illinois, who best meets the needs of the County in the amount of $1,024,325.89.

∙ This resolution authorizes and directs the County Purchasing Agent to execute a contract with Campanella & Sons, Inc. of Wadsworth, Illinois, in the amount of $1,024,325.89.

Joint Resolution authorizing execution of a contract with Joel Kennedy Constructing Corp. of Chicago, Illinois, in the amount of $1,030,444 for the Oak Terrace Water System and Oakwood Road Water Main Replacement Project in Unincorporated Mundelein and the Village of Vernon Hills, Illinois.

∙ The determination was made to replace the existing 50-year-old water mains with new water mains to provide reliable service.

∙ The County received bids from six (6) contractors for this work ranging from $1,030,444 to $1,291,965.63.

∙ Award of this contract is recommended to the lowest responsive and responsible bidder, Joel Kennedy Constructing Corp. of Chicago, Illinois, who best meets the needs of the County in the amount of $1,030,444.

∙ This resolution authorizes and directs the County Purchasing Agent to execute a contract with Joel Kennedy Constructing Corp. of Chicago, Illinois, in the amount of $1,030,444.

Joint resolution appropriating $200,000 of Motor Fuel Tax funds for the acquisition of necessary right-of-way, by agreement or condemnation, and other right-of-way costs associated with the improvements to the intersection of Stearns School Road at US Route 41.

∙ The intersection of Stearns School Road at US Route 41 needs to be improved, inclusive of additional turn lanes.

∙ Preliminary engineering plans and right-of-way plats identifying the right-of-way needs for the improvement have been prepared and approved by the Illinois Department of Transportation.

∙ Lake County Division of Transportation funded Phase I and Phase II engineering and the Illinois Department of Transportation will lead and fund construction.

∙ This project is included in the Transportation Improvement Program with target construction in 2023, and designated as Section 16-00222-02-CH.

Joint resolution authorizing a contract with Lorig Construction Company, Des Plaines, Illinois, in the amount of $2,980,308.34, for the replacement of existing culverts with a new single span bridge at Flint Creek, resurfacing of Hart Road, and construction of a new multi-use path which will be improved under the Illinois Highway Code, and appropriating $3,580,000 of County Bridge Tax funds.

∙ There was a public call for bids, and a total of six bids were received, ranging from $2,980,308.34 to $4,207,733.60, and the lowest responsible bidder is Lorig Construction Company, Des Plaines, Illinois, in the amount of $2,980,308.34.

∙ The project will require a 155 calendar day closure of Hart Road to construct the bridge.

∙ The contract includes an incentive to the contractor for opening the road early and a disincentive if the closure goes beyond the planned 155 calendar days.

∙ The detour incentive is $5,000 per day for a maximum of 10 days, and the disincentive is $10,000 per day without a maximum number of days.

∙ Reducing the duration of the closure is a direct benefit to motorists including first responders and area schools.

∙ This improvement is included in the Transportation Improvement Program, with construction planned to begin in 2022, and designated as Section 18-00174-06 -BR.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $3,086,777.01 for the resurfacing of Hawley Street, from Illinois Route 176 to Midlothian Road, which will be improved under the Illinois Highway Code for a total of 3.07 miles, and appropriating $3,505,000 of Matching Tax funds and $200,000 of County Bridge funds.

∙ There was a public call for bids, and a total of one bid was received, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $3,086,777.01.

∙ The improvement will also include reconstructing the bike path along Hawley Street within the project limits and a spot drainage improvement on Fremont Center Road to replace a failed tile outlet.

∙ This project is included in the Transportation Improvement Program with construction planned for 2022, and designated as Section 20-00999-79-RS.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $1,781,075.60, for the resurfacing of Gages Lake Road, from US Route 45 to Illinois Route 21, which will be improved under the Illinois Highway Code for a total of 3.15 miles, and appropriating $2,140,000 of Matching Tax funds.

∙ There was a public call for bids, and a total of two bids were received, ranging from $1,781,075.60 to $2,266,702.52, and the lowest responsible bidder is Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $1,781,075.60.

∙ This resurfacing improvement is included in the Transportation Improvement Program with construction planned to begin in 2022, and designated as Section 20 -00999-78-RS.

Joint resolution appropriating a supplemental amount of $80,000 of ¼% Sales Tax for Transportation funds and approving Change Order Number Two in the amount of $138,991 for additional Phase II engineering services for the intersection improvement of Illinois Route 59 at Grand Avenue in the Village of Fox Lake.

∙ The County Board, at its October 11, 2016 meeting, approved an appropriation of $890,000 of ¼% Sales Tax for Transportation funds and a consultant engineering agreement with Alfred Benesch & Company, Inc., Chicago, Illinois, in the amount of $739,049, for Phase II engineering services for the intersection improvement of Illinois Route 59 at Grand Avenue in the Village of Fox Lake.

∙ Change orders need to be approved by standing committees for cumulative net increases over 10 percent.

∙ The sum of all contract change orders to date is $210,601, which represents a 28.5 percent increase over the original awarded contract amount.

∙ This project is included in the Transportation Improvement Program, and designated as Section 10-00279-01-CH.

∙ Lake County currently uses Cisco SMARTnet to facilitate rapid support to network equipment affecting network switches, virtual private network (VPN), and internet connectivity.

∙ The contract is expiring, and Enterprise Information Technology recommends a one-year renewal with the option to renew for two, 12-month periods.

∙ Pursuant to Chapter 33.115 of the County’s Purchasing Ordinance, Cooperative Joint Purchasing Authorized, the County may participate in a cooperative purchasing agreement for the procurement of goods, services, construction, or professional services with one or more public procurement units in accordance with an agreement entered into between the participants.

∙ A cooperative purchasing contract with CDW-G has been identified through Omnia Partners formally known as NIPA (2018011-01) to procure needed goods, services, construction, or professional services that were competitively solicited and awarded.

Resolution authorizing emergency appropriations for Fiscal Year (FY) 2022 in various funds for certain projects, items, and activities budgeted in the prior year and not completed.

∙ Since all unused appropriations lapse at the end of each fiscal year, it is necessary to “carry over” unspent budget authority from one fiscal year to the next under certain conditions as defined in the County's Budget Policies.

∙ These carryover requests include contracts which were unable to be completed in FY 2021 and uncompleted or ongoing projects that will not be complete until FY 2022.

∙ These items must be authorized through what is termed an “emergency appropriation” in order to transfer the budget authority that was previously granted in FY 2021 to FY 2022. The detailed accounts are included in the attachment.

Resolution extending the declaration of emergency due to Coronavirus disease (COVID-19) in Lake County, Illinois, until the Governor of Illinois lifts the State’s declaration of emergency, but no longer than May 10, 2022.

∙ On March 9, 2020, Illinois’ State Governor announced a state of emergency decree in response to COVID-19.

∙ Lake County took immediate action to mitigate the local impact and ensure continuity of governmental operations through the issuance of a declaration of emergency proclamation on March 13, 2020. It activated community mitigation plans and expedited response time without circumventing constitutional protections of its citizens.

∙ Subsequent extensions were approved by the Lake County Board. On March 8, 2022, the Lake County Board further extended the declaration until the Governor of Illinois lifted the State’s declaration of emergency but no later than April 12, 2022. The resolution also called for the continued operation of the Lake County Emergency Operations Plan and Lake County Health Department Emergency Operations Plan, pursuant to Illinois law, for at least 14 days after the termination of the declaration of emergency proclamation.

∙ This resolution further extends the proclamation until the Governor of Illinois lifts the State’s declaration of emergency, but no later than May 10, 2022, so that Lake County, by and through its Emergency Management Agency and Health Department, may continue to coordinate county and municipal resources and response activities. It suspends certain provisions and procedures for the conduct of county business in an effort to protect the health and safety of persons and provides emergency assistance pursuant to Illinois law.

Resolution creating an Ad Hoc Chair’s Advisory Committee for the District 8 County Board Vacancy.

∙ The resignation of Bill Durkin has created a vacancy in the District 8 seat.

∙ In accordance with Lake County’s Rules of Order and Operational Procedures, Appendix A, a vacant district seat Ad Hoc Advisory Committee shall be formed to assist the County Board Chair in the statutory obligations of filling a County Board vacancy.

∙ The Ad Hoc Committee will consist of the following: Lake County Board Chair Sandy Hart (Chair), Lake County Board Vice Chair Mary Ross-Cunningham (Vice Chair), Lake County Board Member Bill Durkin, Lake County Board Member Gina Roberts, and Chair of the Lake County Democrats, Lauren Beth Gash.

∙ The Chair’s Advisory Committee for the District 8 County Board Vacancy shall be disbanded and defunct following an affirmative vote by the County Board on the appointment of a County Board Member for District 8.

Resolution requesting the Surface Transportation Board deny the merger of the Canadian Pacific Railway and the Kansas City Southern as currently proposed, and requesting conditions for any potential merger approval that include Metra being granted dispatch rights along with other appropriate mitigation measures that protect the health, safety, and economic wellbeing of Lake County’s residents and businesses.

∙ On October 29, 2021, the Canadian Pacific Railway (CP) and Kansas City

Southern (KCS) filed an application with the Surface Transportation Board (STB) seeking authorization from the STB for CP to acquire KCS.

∙ On March 15, 2022, the Commuter Rail Division of the Regional Transportation Authority (Metra) filed STB Finance Docket No. 36500 opposing the merger.

∙ According to Metra’s filing, CP’s merger application data indicates freight train traffic will increase up to 380 percent on rail lines owned by Metra.

∙ The resulting increase in freight train traffic will have adverse impacts for Metra operations, create safety concerns of Metra’s commuters, negatively impact the condition of the existing rail infrastructure, and could create unsafe and unfavorable conditions for surrounding communities and motorists in Lake County.

∙ CP, through a 99-year contract with Metra, currently controls freight and commuter train dispatching along the Milwaukee District-North Line in Lake County. Should the STB decide to approve the merger, Metra is requesting they be granted dispatch rights to control the allocation of track capacity over lines they own.

∙ Long-term impact monitoring (10 years minimum) and corresponding offsetting mitigation measures to adequately address any identified impacts should be a requirement imposed by the STB on CP as a condition of any merger approval.

∙ Required mitigation measures should include, but not limited to, rail infrastructure improvements, establishing railroad corridor quiet zones, constructing noise walls, constructing rail/road grade separations, constructing pedestrian crossing over/underpasses and/or pedestrian crossing gates.

∙ At its April 6th meeting, the PWPT Committee discussed this issue and gave (1) consensus approval to draft a Resolution requesting that the STB deny the merger as currently proposed and requesting conditions for any potential merger approval; and (2) consent for the County Board Chair to have the Resolution placed on the April Board agenda.

Joint resolution accepting a Funding Agreement for the Supreme Court of Illinois Court Technology Modernization Program and approving an emergency appropriation in the amount of $1,027,412.64.

∙ The Illinois Court Technology Modernization Program will provide new equipment and infrastructure enhancements to the 19th Judicial Circuit Court and Law Library that will offer additional services benefiting the court, court users and justice partners.

∙ Additional court technology equipment will include mobile kiosks and bench monitors to enhance the use of the new Integrated Case Management System (ICMS) and provide for in-court preparation of electronic documents and paperless processing.

∙ Provide for a Digital Evidence Management tool that allows for a secure electronic exchange and access of digital evidence between the judge and litigants, including video and body camera recordings, whether in the courtroom or a remote location.

∙ These funds will also facilitate upgrades to existing infrastructure (power and data cabling and connections inside courtrooms) at the Center Courthouse providing for enhanced audio-visual performance for all participants, whether in the courtroom or proceeding in hybrid mode (litigants in-person and virtual), as well as assist the Center Courthouse to become capable of electronic court reporting in the future.

∙ Funds will also support the purchase and installation of 15 permanent modular workstations, Zoom Stations, in the Lake County Law Library, including necessary equipment and infrastructure improvements. One station will meet ADA requirements. Zoom stations create a quiet and private space for self-represented litigants to access their Zoom remote court hearing.

∙ The Illinois Court Technology Modernization Program funding period is March 7, 2022 through June 30, 2022.

Joint resolution accepting the Illinois Department of Public Health grant and authorizing an emergency appropriation in the amount of $170,000 for the Illinois Breast and Cervical Cancer Program.

∙ The $170,000 Illinois Department of Public Health grant will be used for medical and radiological fees to support the program.

∙ The $170,000 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the

Fiscal Year (FY) 2022 budget.

∙ The grant award will be for the period July 1, 2021, through June 30, 2022.

∙ In December 2021, Community Development staff received applications for eligible affordable housing programs and projects.

∙ The available affordable housing funding includes $434,828 of LCAHP Funds.

∙ On March 16, 2022, the Housing and Community Development Commission voted to recommend LCAHP funds to the following:

o Catholic Charities - $150,000 for rapid rehousing;

o Community Partners for Affordable Housing - $50,000 or the support of housing assistance programs.

o Clearbrook - $54,828 for the acquisition of a Community Integrated Living Arrangement (CILA) property.

o Habitat for Humanity - $75,000 to support a Critical Home Repair Program.

o Lake County Housing Authority - $75,000 for a Landlord Outreach Program.

o Lake County Community Development - $30,000 program administration.

Joint resolution approving the Program Year (PY) 2022 Video Gaming Revenue grant funding recommendations in the amount of $707,409.

∙ The Lake County Board annually acts on the Video Gaming Revenue (VGR) award recommendations that are developed on the basis of the VGR policy. The policy outlines procedures for: capturing video gaming administrative, legal, and enforcement costs; and evaluating and possibly funding social programs, projects (excluding capital improvements), and/or services that benefit Lake County residents.

∙ The policy specifies that periodic revisions may be made by the County Board through periodic review of the policy. Most recently, at its November 2020 meeting, the County Board amended the policy to provide ongoing, dedicated funding for 211 services. This funding is to be set aside from the competitive award process.

∙ In December 2021, Community Development received applications for $707,409 in available VGR funds.

∙ On March 16, 2022, the Housing and Community Development Commission (HCDC) approved VGR funding recommendations detailed in the attached memo, totaling $707,409 for the following:

o 211 information and referral services.

o Gambling education and outreach.

o Gambling addiction services.

o Financial literacy services.

o Behavioral health services.

o Program administration.

Resolution supporting the efforts of the Canadian National Railroad to improve the Metra North Central Service Line with the installation of double track rail infrastructure, between Lake Avenue in the Village of Grayslake and Hook Drive in the Village of Round Lake Beach, thereby improving both freight train operations and Metra passenger service operations and reducing vehicle and emergency service delays at roadway/railway crossings along the corridor.

∙ The Canadian National Railroad is planning to install approximately 2.2 miles of double track along the Metra North Central Service Line within the next ten years at their sole expense (no cost to the County).

∙ Constructing the double track will remove an existing bottleneck along the line and thereby improve operations for both the Canadian National Railroad and Metra Commuter Service, and reduce road crossing blockages that delay vehicles and negatively impact emergency services.

∙ The road/rail grade separations constructed by the County at Washington Street and Rollins Road were designed to accommodate this double track expansion.

∙ This improvement is recommended as part of Lake County’s 2040 Transportation Plan.

Joint resolution authorizing the execution of an Intergovernmental Agreement (IGA) for Sewage Disposal between Lake County and the Village of Buffalo Grove.

∙ The County and the Village have previously entered into an Agreement for Sewage Disposal, dated July 18, 1972, which expired on April 18, 2012.

∙ The Village desires to enter into a new agreement to secure a long-term source for Sewage Treatment services and the County owns and operates a system of interceptor sanitary sewers and a wastewater treatment facility to transport and treat sewage at the County’s Southeast Plant.

∙ The Village currently owns, operates, and contains the Municipal Sewage Collection System, that is tributary to the County Southeast Sewerage System.

∙ The Village shall be permitted to extend, enlarge, or otherwise modify or improve its Sewage Collection System in any manner that it determines is necessary and appropriate to serve its Customers within its Service Area; provided that any such extension, enlargement, modification, or improvement shall be undertaken in accordance with the terms of the IGA.

∙ The Village of Buffalo Grove approved the IGA on February 22, 2022.

∙ This resolution authorizes the execution of IGA between the County and the Village of Buffalo Grove.

∙ In accordance with County Board Rules, the State’s Attorney’s Office has reviewed this Intergovernmental Agreement prior to action by the County Board.

Joint Resolution authorizing execution of a Water Purchase and Sale Contract with the Village of Buffalo Grove for the purchase and sale of potable water, via Lake Michigan, to the County’s customers within its water distribution system.

∙ The Lake County Public Works Department has sought to secure a permanent supply of Lake Michigan water to serve the 1,227 service connections in the Pekara and Horatio Gardens neighborhoods that are currently being served by five wells.

∙ Buffalo Grove has been identified as the best source to provide Lake Michigan water to these unincorporated areas by contract through the Northwest Water Commission (NWC) and has storage reservoirs near the County’s System and backup wells, which would continue to supply water in the event of a NWC shutdown.

∙ LCPW is currently in the process of obtaining a Lake Michigan water allocation for this area and would construct a delivery structure as required by contract to connect.

∙ The Village of Buffalo Grove approved the Contract on February 22, 2022.

∙ This resolution authorizes the execution of the Contract between County and the Village of Buffalo Grove for purchase of Lake Michigan water.

∙ In accordance with County Board Rules, the State’s Attorney’s Office has reviewed this Intergovernmental Agreement prior to action by the County Board.

∙ Each Early Voting site serves all voters in Lake County.

∙ John S. Clark Elementary School will replace the Jane Addams Center as an Early Voting site for the Primary Election.

∙ The Highland Park Library will replace the Highland Park Country Club.

∙ The Ela Area Public Library will replace the Ela Township Office.

∙ The Vernon Township Community Center will replace the William E. Petersen Park for the Primary Election.

∙ A change to one location needs to be made to comply with 10 ILCS 5/19A-10(c) to place a site within each of the 3 largest municipalities within the county.

∙ Due to reapportionment, precinct boundaries were changed, and 16 new precincts were added

∙ Precincts will be reassigned to an appropriate voting sites which have sufficient parking and voting space as well as full accessibility for all voters.

Resolution authorizing emergency appropriations totaling $23,510,221 of Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) as part of the American Rescue Plan Act (ARPA) to be distributed across ARPA categories in support of Lake County residents, communities, businesses, and County-wide operations and services related to COVID-19 Public Health Emergency recovery.

∙ The ARPA was signed into law on March 11, 2021. On May 19, 2021 the County received $67,646,879, half of the amount the County will receive in total from the US Treasury.

∙ The funds can be used for needs associated with public health, to counteract negative economic impacts, provide services to disproportionately impacted communities, for infrastructure, to provide premium pay, to replace lost revenue, and for administrative purposes during a period from March 3, 2021 to December 31, 2026.

∙ Project requests were provided to the County ARPA Staff Team and were reviewed, scored, and prioritized based on criteria that aligns with the US Treasury Guidance.

∙ County Administrator ARPA Phase I.5 investment recommendations were reviewed on March 25, 2022 with the F&A Special Committee on COVID-19 Pandemic Recovery and Investment to bring the appropriation forward to the County Board.

∙ Authority to spend appropriated funds and execute any and all agreements with partners related to this allocation and distribution of Coronavirus State and Local Fiscal Recovery Funds is delegated to the County Administrator or their designee(s).
