City of Highland Park Board of Fire and Police Commissioners met Feb. 10.

Here are the minutes provided by the board:

CALL TO ORDER

At 12:03 PM Chairman Rachman called the meeting to order and asked for a roll call.

ROLL CALL

Members Present: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Members Absent: None

Staff Present: Chief of Police Lou Jogmen, Detective Tom Spanos, Detective Elvin Girona, Board Secretary / Staff Liaison Nick Barnes

Others Present: None

APPROVAL OF MINUTES

A. Special Meeting of the Board of Fire and Police Commissioners – January 14, 2022 Chairman Rachman requested a motion to approve the open and closed session Minutes of a Special Meeting of the Board of Fire and Police Commissioners for the date of January 14, 2022.

Commissioner Katz moved to approve the minutes. Commissioner Adatto seconded.

On a voice vote:

Voting Yea: Chairman Rachman, Commissioner Adatto

Voting Nay: None

Abstain: Commissioner Katz

Absent: None

Chairman Rachman declared that the motion passed.

CLOSED SESSION

Chairman Rachman entertained a motion from Commissioner Adatto that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters. Commissioner Katz seconded the motion.

On a roll call vote:

Voting Yea: Chairman Rachman, Commissioner Adatto, Commissioner Katz Voting

Nay: None

Abstaining: None

Absent: None

Chairman Rachman declared that the motion passed.

At 12:06 PM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session.

At 12:45 PM PM Chairman Rachman reconvened the open session of the Board of Police and Fire Commissioners and asked for a roll call. All members previously role called were present.

CLOSED SESSION REVIEW

The Board discussed and came to a consensus on post-offer screening elements for Police Candidate Jessica Johann and pre-offer polygraph results for Police Candidate Robert Larson.

BUSINESS FROM THE PUBLIC

There was no business from the public.

SCHEDULED BUSINESS

The Board communicated a consensus decision on the following PASS/FAIL post-offer screening elements for Police Candidate Jessica Johann:

Psychological Assessment

PASS

Medical Assessment

PASS

Comprehensive Background Check

PASS

The Board communicated a consensus decision on the following PASS/FAIL pre-offer screening elements for Police Candidate Robert Larson

Polygraph Result

PASS

OTHER BUSINESS

Board Secretary Nick Barnes briefed the Board on upcoming business in regards to Fire and Police recruitment.

ADJOURNMENT

Chairman Rachman entertained a motion by Katz to adjourn the meeting.

Voting Yea: Chairman Rachman, Commissioner Adatto, Commissioner Katz Voting

Nay: None

Absent: None

Abstaining: None

Chairman Rachman declared that the motion passed.

The Board of Police and Fire Commissioners adjourned its meeting at 12:47 PM
