Joint resolution to enter into a contract with WSI Technologies, Indianapolis, IN to provide five NICE IP loggers, two NICE Inform servers, software, and services from WSI Technologies Indianapolis, IN in the amount of $426,690.

∙ There is a need to upgrade the existing NICE IP logger and Inform servers to accommodate Next Generation 9-1-1 technologies and continue to support interoperability with partner agencies through existing IGAs.

∙ The existing NICE IP loggers and Inform servers have exceeded their useful life and cannot be upgraded.

∙ In accordance with Section 33.115 of the Lake County Purchasing Ordinance, a contract was awarded by Marion County, Ocala, FL will be used to procure the WSI Technologies (Word System).

Joint resolution authorizing an amendment for funding for the Children’s Advocacy Center’s Department of Children and Family Services Program (DCFS) through an American Rescue Plan Act (ARPA) grant awarded by the Office of Personnel Management (OPM) to the Lake County Children’s Advocacy Center, including an emergency appropriation of $57,900.84 in federal funds.

∙ These funds for the Lake County Children’s Advocacy Center’s (LCCAC) grant will enable continuation of offering therapy, medical exam referrals and child victim advocacy in child abuse situations.

∙ The grant is administered through the OPM for the performance period of December 1, 2021 through June 30, 2022.

∙ The Lake County Children’s Advocacy Center currently receives DCFS grant funding from OPM to support two Victim Advocate positions in the office. The Victim Advocates work with the child victims throughout the criminal justice process by providing them with advocacy, on-going support and addressing immediate needs.

∙ The additional funding of $57,900.84 will be used to fund a portion of the salary and benefits for a Forensic Interviewer and Multi-Disciplinary Team (MDT) Coordinator, MDT training, supplies and the salary for a full-time Administrative Specialist/Community Liaison for the period of December 1, 2021 through June 30, 2022. No county funds are required.

∙ If funding for these positions end, and new funding is not secured, the positions will be eliminated.

Joint resolution to enter into a contract with Conference Technologies, Inc., Itasca, Illinois, to upgrade existing audio-video and integrate with courtroom AV requirements supporting in-person or hybrid proceedings in the older courtrooms in an estimated amount of $694,251.54.

∙ The 19th Judicial Circuit Court was awarded grant funding from the Supreme Court of Illinois Court Technology Modernization Program to provide services benefiting the court, court users and justice partners.

∙ The contract will provide an upgrade to the existing audio, video and integrate with courtroom AV requirements supporting in-person or hybrid proceedings in twenty-seven (27) of the older courtrooms.

∙ Purchasing identified a cooperative purchasing contract with Conference Technologies Inc., Itasca, Illinois through TIPS to procure services to upgrade existing audio-video and integrate with courtroom AV requirements supporting in-person or hybrid proceedings in the older courtrooms.

∙ This contract will cost the County an estimated amount of $694,251.54.

∙ In accordance with Section 33.115 of the Lake County Purchasing Ordinance, Cooperative Joint Purchasing, Lake County may participate in a cooperative purchasing agreement with Conference Technologies, Inc.

Joint resolution authorizing an amendment for an 18-month extension for the State’s Attorney’s Office Multi-Victimization Program through a Victim of Crime Act (VOCA) grant awarded by the Illinois Criminal Justice Information Authority (ICJIA) to the Lake County State’s Attorney’s Office, including an emergency appropriation of $206,771 in federal funds.

∙ This VOCA Multi-Victimization grant extension will enable continuation of this program addressing the needs of victims who have experienced multiple types of crime during their lifetime. According to the ICJIA 2016 Victim Needs Assessment, victims of violent crimes are especially vulnerable as nearly three-quarters (72%) have been the victim of more than one crime.

∙ The grant is administered through the ICJIA for the performance period of December 1, 2020 through November 30, 2023.

∙ Through this grant funding, trauma-informed counseling services will be offered to violent crime victims who self-report as having experienced multi-victimization, also known as poly-victims.

∙ The additional funding of $206,771 will be used to fund 43.5 percent of the salary and benefits for a licensed therapist and the salary and benefits for a part-time bi-lingual licensed therapist for the period of June 1, 2022 through November 30, 2023. No county funds are required.

Joint resolution accepting the Illinois Department of Public Health grant and authorizing an emergency appropriation in the amount of $131,065.33 for the Harm Reduction Community Linkages grant.

∙ The $131,065.33 Illinois Department of Public Health grant will fund new staff, medical supplies, printing, indirect expenses, and offset existing staff salaries and fringe benefits.

∙ The $131,065.33 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year (FY) 2022 budget.

∙ The grant award will be for the period September 1, 2021, through August 31, 2022.

∙ If funding for this program ends, and new funding is not secured, the program and position will be eliminated.

∙ The $9,178 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the FY22 budget.

Resolution amending the Lake County Code of Ordinances Chapter 172 - Animals

∙ Chapter 172, Animals, adopts by reference two Illinois statutes, the Illinois

Dangerous Animals Act and the Illinois Dead Animal Disposal Act that have been repealed.

∙ The Dangerous Animals Act was incorporated into the Criminal Code, and the Dead Animals Disposal Act was incorporated into the Animal Mortality Act.

∙ Animal Care and Control is not authorized to enforce provisions of either the Criminal Code or the Animal Mortality Act

∙ The determination was made (in consultation with the Lake County States Attorney’s Office), that these references in Chapter 172 are no longer valid.

∙ Animal Care and Control (AC&C) is proposing to strike these references from Chapter 172.

Joint resolution accepting the National Association of County and City Health Officials grant and authorizing an emergency appropriation in the amount of $100,000 for the BLOC COVID-19+ grant.

∙ The $100,000 National Association of County and City Health Officials grant will fund computer equipment, contractual staff, office supplies, and offset existing staff salaries and fringe benefits.

∙ The $100,000 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the FY22 budget.

Joint resolution authorizing an amendment of the Intergovernmental Delegation Agreement between the Illinois EPA and Lake County for the solid waste management site inspection and enforcement program.

∙ The amendment adds 39 inspections of historical Leaking Underground Storage Tank (LUST) sites.

∙ The amendment is for a $5,850 per year increase which will be used to support salaries.

∙ On February 9, 1993 the County Board authorized the execution of a delegation agreement with the Illinois Environmental Protection Agency (IEPA) for a landfill inspection and enforcement program.

∙ There are 24 operating solid waste facilities and 22 closed landfills regulated under this agreement, with inspections and enforcement carried out by the Health Department pursuant to an intergovernmental agreement with the County.

∙ The current delegation agreement is set to expire June 30, 2026.

∙ Funding for the inspection and enforcement program comes from the Solid Waste Management Tax Fund and an IEPA Enforcement Grant.

Resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) Program Year (PY) 2021 grant modification and authorizing an emergency appropriation in the amount of $139,211 for the Lake County Workforce Development Department.

∙ The WIOA formula grant funds for PY 2021 modification increases the grant by $139,211 for a total grant award of $5,209,749.

∙ The annual WIOA formula grant is used for Workforce Development Department and Job Center personnel and operations and programs serving unemployed adults, dislocated workers, incumbent workers, high school students and opportunity youth.

∙ The WIOA PY 2021 formula grant has a grant life from July 1, 2021 through June 30, 2023.

Joint resolution approving the Fifth Amendment to Program Year (PY) 2021 U.S. Department of Housing and Urban Development (HUD) Annual Action Plan (AAP).

∙ HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern expenditure of federal housing and community development funding for each program year.

∙ The Fifth amendment to the Program Year 2021 (PY21) AAP proposes Community Development Block Grant (CDBG) reallocations and a scope change to expedite project spending:

o Reallocation of $80,000 of CDBG funds from Thresholds to the City of Zion.

o Reallocation of $100,000 of CDBG funds from Community Youth Network to the Village of Round Lake Beach.

o Scope change request from Northern Illinois Recovery Community Organization (NIRCO) from a bathroom remodel to flooring improvements.

∙ The Fifth amendment to the PY21 AAP proposes a subrecipient change to provide additional financial benefit to the project:

o Subrecipient change request from the Debruler Company to AIM North.

Joint resolution approving an Intergovernmental Agreement (IGA) to administer American Rescue Plan Act (ARPA) funds awarded to the Lake County HOME Consortium.

∙ The American Rescue Plan Act (ARPA) appropriated $5 billion of funding through the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnership Program (HOME-ARP) to address the need for homelessness assistance and supportive services.

∙ The Lake County Consortium consists of the County of Lake, the City of North Chicago, and the City of Waukegan.

∙ The Intergovernmental Agreement (IGA) sets the framework for the allocation and administration of $6,025,377.00 of HOME-ARP funds awarded to the Lake County Consortium.

∙ Lake County, as the lead entity, is responsible for ensuring compliance with HUD HOME-ARP regulations.

∙ In accordance with County Board Rules, the State’s Attorney’s Office has reviewed this Intergovernmental Agreement.

Resolution directing the Lake County Zoning Board of Appeals to conduct a public hearing on proposed text amendments to Chapter 151 of the Lake County, Illinois, Code of Ordinances relating to wildlife rehabilitation, ecotherapy, and animal exhibition uses in unincorporated Lake County.

∙ Throughout summer 2021, staff presented a discussion series on various proposed zoning amendments to the Lake County Code of Ordinances focused on wildlife rehabilitation, ecotherapy, and animal exhibition uses.

∙ The amendments would establish a new ‘ecotherapy’ use within the Community Services use category, include revisions to the Wildlife Rehabilitation use category, and establish a new ‘Entertainment-oriented Animal Exhibition Facility’ use within the Outdoor Recreation and Entertainment use category. The final draft, attached as “Exhibit A”, reflects committee feedback and input from subject matter experts.

∙ A resolution has been prepared for County Board action directing the Zoning Board of Appeals to conduct a public hearing on the proposed amendments.

Resolution on ZBA Case No. 000743-2022 for a rezoning of property from the Residential-1 zoning district to the General Commercial zoning district.

∙ Abbas Anthony Elaty, record owner, has petitioned to rezone 0.80 acres from the Residential-1 (R-1) District to the General Commercial (GC) District. The property is located at 35851, 35841, 35831, 35821, and 35811 N. Green Bay Road, Waukegan, Illinois. (District 8-Waukegan Township) (PINS 08-18-113-029, 08-18- 113-030, 08-18-113-031, 08-18-113-032, and 08-18-113-041)

∙ The rezoning petition was submitted concurrently with an application for a delegated Conditional Use Permit (CUP) to allow for the expansion of an existing consumer vehicle sales (outdoor) use.

∙ The Zoning Board of Appeals has recommended approval of the rezoning request by a vote of 6 “Ayes” and 0 “Nays” and granted approval of the delegated CUP contingent upon a Board decision to rezone the subject property.

Joint resolution authorizing execution of a contract with Campanella & Sons, Inc., Wadsworth, Illinois in the amount of $801,248.33 for the Linden Avenue Sanitary Sewer Rehabilitation Project.

∙ The County’s gravity sewer along Linden Avenue in the Village of Third Lake has reached the end of its useful life and needs to be replaced.

∙ The determination was made to replace the existing 15” gravity sewer with the same diameter sewer via three distinct types of construction methods: open cut, pipe bursting and pipe lining. Approximately 2,700 feet of pipe will be replaced.

∙ The County received bids from two (2) contractors for this work ranging from $801,248.33 to $1,224,680.

∙ Award of this contract is recommended to the lowest responsive and responsible bidder, Campanella & Sons, Inc. of Wadsworth, Illinois, who best meets the needs of the County in the amount of $801,248.33.

∙ This resolution authorizes and directs the County Purchasing Agent to execute a contract with Campanella & Sons, Inc. of Wadsworth, Illinois, in the amount of $801,248.33.

Joint resolution appropriating a supplemental amount of $12,100 of County Bridge Tax funds and approving Change Order Number Four in the amount of $49,000, for the replacement of various culverts on Gilmer Road, Monaville Road, and Old McHenry Road.

∙ Culvert replacements on Gilmer Road, Monaville Road, and Old McHenry Road are currently under contract with Lake County Grading, Libertyville, Illinois, in the amount of $318,536.25.

∙ The County Board, at its July 13, 2021 meeting, approved an appropriation of $385,000 of County Bridge Tax funds for this project.

∙ Change orders need to be approved by the standing committees for cumulative net increases over 10 percent.

∙ The sum of all contract change orders to date is $78,471.58, which represents a 24.64 percent increase over the original awarded contract amount.

∙ This project is included in the Transportation Improvement Program, and designated as Section 18-00999-58-DR.

Joint Resolution authorizing execution of a contract with G.P. Maintenance Services, Inc. of Palos Hills, Illinois, in the amount of $426,000 for the Fiscal Year 2022 Painting Projects for Lake County Public Works.

∙ There is a need to perform painting projects at the following Public Works locations: New Century Town Wastewater Treatment Plant, Mill Creek Wastewater Treatment Plant, Rollins Road Pump Station, Brooks Farm Well House, Petite Lake Pump Station, Grainger, and Greggs Reservoir.

∙ The County received bids from two (2) contractors for this work ranging from $426,000 to $896,000.

∙ Award of this contract is recommended to the lowest responsive and responsible bidder, G.P. Maintenance Services, Inc. of Palos Hills, Illinois, who best meets the needs of the County in the amount of $426,000.

∙ This resolution authorizes and directs the County Purchasing Agent to execute a contract with G.P. Maintenance Services, Inc. of Palos Hills, Illinois, in the amount of $426,000.

Joint resolution authorizing a contract with Geske and Sons, Inc., Crystal Lake, Illinois, in the amount of $198,955.13 for the resurfacing of various roads in the Mylith Park Subdivision, Wauconda Township Road District, which will be improved under the Illinois Highway Code for a total of 1.01 miles.

∙ There was a public call for bids, and a total of four bids were received, ranging from $198,955.13 to $225,700, and the lowest responsible bidder is Geske and Sons, Inc., Crystal Lake, Illinois, in the amount of $198,955.13.

∙ This improvement is designated as Section 22-15132-00-GM.

∙ No County funds are being used on this project.

Joint resolution authorizing a contract with Acura Inc., Bensenville, Illinois, in the amount of $259,314.14 for concrete patching on various County highways, which will be improved under the Illinois Highway Code and appropriating $315,000 of Motor Fuel Tax funds.

∙ Each year the County undertakes patching of its concrete pavements to preserve pavement life and surface quality, including repairing damaged sidewalks, curbs, and gutters.

∙ This patching and repairing is done on isolated sections of pavements and is included in the Transportation Improvement Program, but not listed individually.

∙ There was a public call for bids, and a total of three bids were received, ranging from $259,314.14 to $297,163, and the lowest responsible bidder is Acura Inc., Bensenville, Illinois, in the amount of $259,314.14.

∙ This improvement is designated as Section 22-00000-10-GM.

Joint resolution appropriating $60,000 of ¼% Sales Tax for Transportation funds for the acquisition of necessary right-of-way, by agreement or condemnation, and other right-of-way costs associated with the improvements to the intersection of Winchester Road at Illinois Route 83.

∙ The intersection of Winchester Road at Illinois Route 83 needs to be improved, with the installation of a traffic signal.

∙ Preliminary engineering plans and right-of-way plats identifying the right-of-way needs for the improvement have been prepared.

∙ The Illinois Department of Transportation has agreed to contribute 50 percent of the cost for the project, up to $1,550,000.

∙ This project is included in the Transportation Improvement Program with target construction in 2023, and designated as Section 16-00170-13-CH.

Resolution authorizing line-item transfers between various funds for the purpose of transferring previously approved funds in Fiscal Year (FY) 2022.

∙ Line-item transfers in various funds between line-items in FY 2022 budget are needed to align the budget with correct expense accounts.

∙ The County Board must approve line-item transfers under certain conditions.

∙ A listing of the various transfers is attached to the resolution.

∙ This action does not increase budget authority; it simply transfers previously approved budget authority.

Resolution declaring that the number of appeals annually filed with the Board of Review creates an emergency situation causing the need for an expanded Board of Review.

∙ This resolution recognizes that the three members of the Board of Review need additional assistance to complete the 2022 tax year hearings.

∙ This action must be done to allow the County Board Chair to appoint alternate members.

Resolution authorizing execution of a contract with Rasch Construction & Engineering, Inc. of Kenosha, Wisconsin, in the amount of $687,000 for the Sheriffs Office Shooting Pad Replacement.

∙ As part of the Fiscal Year 2022 Facility Assessment Budget Process and Facilities Capital Improvement Plan, Sheriff’s Shooting Pad Replacement for County Facilities was approved.

∙ This work is a high priority project for Lake County. Existing conditions are unsafe and restrict necessary training at the range. Project will remove existing asphalt shooting pad, install an improved aggregate base, storm water drainage with new piping, and install a new concrete pad.

∙ The County received one bid for the project in the amount of $842,000.

∙ Following negotiations with the vendor has revised the price to $687,000.

∙ Award of this contract is recommended to the lowest responsive and responsible bidder, Rasch Construction & Engineering, Inc. of Kenosha, Wisconsin, who best meets the needs of the County in the amount of $687,000.

∙ This resolution authorizes and directs the County Purchasing Agent to execute a contract with Rasch Construction & Engineering, Inc. of Kenosha, Wisconsin, in the amount of $687,000.

Resolution extending the declaration of emergency due to Coronavirus disease (COVID-19) in Lake County, Illinois, until the Governor of Illinois lifts the State’s declaration of emergency, but no longer than June 14, 2022.

∙ On March 9, 2020, Illinois’ State Governor announced a state of emergency decree in response to COVID-19.

∙ Lake County took immediate action to mitigate the local impact and ensure continuity of governmental operations through the issuance of a declaration of emergency proclamation on March 13, 2020. It activated community mitigation plans and expedited response time without circumventing constitutional protections of its citizens.

∙ Subsequent extensions were approved by the Lake County Board. On April 12, 2022, the Lake County Board further extended the declaration until the Governor of Illinois lifted the State’s declaration of emergency but no later than May 10, 2022. The resolution also called for the continued operation of the Lake County Emergency Operations Plan and Lake County Health Department Emergency Operations Plan, pursuant to Illinois law, for at least 14 days after the termination of the declaration of emergency proclamation.

∙ This resolution further extends the proclamation until the Governor of Illinois lifts the State’s declaration of emergency, but no later than June 14, 2022, so that Lake County, by and through its Emergency Management Agency and Health Department, may continue to coordinate county and municipal resources and response activities. It suspends certain provisions and procedures for the conduct of county business in an effort to protect the health and safety of persons and provides emergency assistance pursuant to Illinois law.

Joint resolution authorizing an agreement with V3 Companies, Woodridge, Illinois, to provide Phase II professional design engineering services for improvements along Hainesville Road, from Washington Street to Rollins Road, at a maximum cost of $2,552,508 and appropriating $3,065,000 of ¼% Sales Tax for Transportation funds.

∙ V3 Companies, Woodridge, Illinois, will be utilized to complete the Phase II professional design engineering services for improvements along Hainesville Road, from Washington Street to Rollins Road, which will include the addition of a center turn lane and new multi-use path and sidewalk.

∙ Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

∙ The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

∙ LCDOT received and evaluated Statements of Interest and Qualifications from 13 professional firms, of which three were short-listed and presented to a consultant selection committee.

∙ This project is included in the Transportation Improvement Program with target construction in 2024, and designated as Section 19-00072-14-WR.

Joint resolution accepting grant award and authorizing an emergency appropriation for Regional Stormwater Projects in the amount of $30,000,000 and funded by the IL Department of Commerce and Economic Opportunity (DCEO) in a newly created fund, Fund 743 Regional Stormwater Management Projects Fund.

∙ $122,098,000 was appropriated in Public Act 102-0017 for Regional Stormwater Projects in Lake County, to be awarded by the Department of Commerce and Economic Opportunity (DCEO). Thus far, DCEO has awarded a grant of $30,000,000 of the total appropriated funding for Regional Stormwater Projects to Lake County.

∙ No additional local match is required by DCEO, however additional funding will be provided by project partners to reimburse the Stormwater Management Commission for project administration. The intergovernmental agreements formalizing this partner reimbursement will be brought forward to the Stormwater Management Commission for approval in the future. The creation of a new fund is requested to segregate the accounting of these grant funds. An emergency appropriation is needed to reflect the revenue and provide for spending in the new fund.

∙ The grant period is October 1, 2021 through September 30, 2023.

∙ Authority to spend appropriated funds and execute any and all agreements with partners related to this allocation and distribution of DCEO Funds for Regional Stormwater Projects is delegated to the Stormwater Management Commission (SMC). SMC will have the sole responsibility for ensuring compliance with Uniform Grant Rules (2CFR Part 200) and all other enforcement and compliance required in the grant agreement.

Resolution creating one temporary full-time equivalent in the Stormwater Management Commission and authorizing a line item transfer in the amount of $140,242 in Fund 212 Stormwater Management Commission (SMC) Fund to fund a temporary Capital Improvement Program Manager full-time position.

∙ On April 25, 2022, Lake County received a $30 million grant agreement for regional stormwater projects from the Illinois Department of Commerce and Economic Opportunity (DCEO). The Stormwater Management Commission currently has 14 stormwater remediation projects located across Lake County that will proceed immediately upon receipt of the grant funding.

∙ Immediate support is necessary to the Executive Director to manage the initial 14 projects, and all associated design consultants and contractors.

∙ The Fiscal Year 2022 budget included the intergovernmental revenue from municipal project partners that was expected to offset project grant administrative costs borne by the SMC. This was initially all budgeted in engineering services and must now be transferred to accommodate personnel-related expenses instead. Project partner intergovernmental agreements have been drafted and will be executed upon Lake County’s acceptance of the grant agreement. The revenue associated with those agreements is expected to be received when each associated project is initiated.

∙ This line item transfer will provide 12 months of funding for the position and will be reimbursed with municipal revenue. As with all grant-funded employees, the employee will be terminated after this funding is exhausted unless another alternate source of funding is determined. Should municipal revenue not be obtained to fund the position, the Lake County Stormwater Management Commission’s budget will be reduced accordingly.

∙ Additional staffing requests will be forthcoming at future meetings in coordination with the Lake County Administrator’s Office.

Lake County Partners Update.

Resolution endorsing the Lake County Partners’ 2022 Comprehensive Economic Development Strategy (CEDS).

∙ Lake County Partners (LCP) is requesting the County Board’s endorsement of the CEDS.

∙ The CEDS is an action-oriented, five-year economic development strategy that builds upon existing efforts and offers a roadmap for building prosperity in Lake County. The CEDS was funded through an Economic Development Administration (EDA) technical assistance grant.

∙ LCP convened Lake County business, education, workforce development, and civic leaders to collaboratively align economic priorities across the region and complete a new CEDS.

∙ The CEDS development included engagement with a variety of stakeholders through a Steering Committee, individual interviews, roundtable discussions, opportunity workshops, various community presentations, and a 30-day public comment period.

∙ The CEDS will be forwarded to the EDA for certification. Having a certified CEDS is required to receive federal funding for projects under the EDA.

∙ On April 6, 2022, the LCP Board of Governors voted to accept the CEDS.

Resolution authorizing the display of the Prisoner of War / Missing in Action (POW / MIA) Flag in Lincoln Plaza at the Lake County Administrative Complex in Waukegan on Memorial Day.

∙ The POW / MIA Flag is designated in United States Code (U.S.) (36 U.S.C.A. § 902) as the symbol of our Nation’s concern and commitment to resolving the fates of members of the Armed Forces of the United States who are prisoner, missing, and unaccounted for.

∙ Illinois State Statute (5 ILCS 465/1) states that the County Board may provide for the display of the “MIA Flag.”

∙ Historically, Memorial Day is one of six days where display of the POW / MIA Flag was encouraged.

Resolution authorizing the display of the LGBTQ+ Pride Flag in Lincoln Plaza at the Lake County Administrative Complex in Waukegan during the month of June.

∙ The month of June is celebrated as LGBTQ+ Pride month.

∙ Lake County celebrates the diversity of its residents.

∙ The County Board wishes to express its support of the rights of dignity, worth, and freedom of the LGBTQ+ community by displaying the LGBTQ+ flag during the month of June.

Resolution authorizing an emergency appropriation in the amount of $72,810 and an agreement with Safeware, Lanham, Maryland, for the purchase of election security equipment for various Lake County locations to be reimbursed by the Illinois State Board of Elections Security Grant pursuant to Section 101 of the Help America Vote Act of 2002, (“HAVA”) (52 USC 20901) (CFDA 90.404).

∙ The Lake County Clerk’s Office identified a need to purchase election security equipment for various Lake County locations.

∙ The County Clerk identified a cooperative purchasing contract with Safeware of Lanham, Maryland, through Omnia to procure the required equipment.

∙ The Lake County Clerk’s Office applied for Illinois State Board of Elections Security Grant pursuant to Section 101 of the Help America Vote Act of 2002, (“HAVA”) (52 USC 20901) (CFDA 90.404) and wishes to appropriate those funds for the purchase of the election security cameras.

∙ Pursuant to the County’s Code, Chapter 55 of the Illinois Complied Statutes (55 ILCS 5/3-2003.2), the County Clerk has the authority to control the internal operations of his or her office and to procure the necessary equipment, materials and services to perform the duties of the Office.

∙ This resolution authorizes an emergency appropriation and authorizes the County Clerk to enter into an agreement in the amount of $72,810 for the purchase of election security equipment from Safeware.

Resolution authorizing a contract with TFS Energy Solutions, LLC d/b/a Tradition Energy, Stamford, Connecticut for energy consulting to obtain electricity rate and management services in the annual estimated amount of $3,500,000.

∙ The current Lake County electricity rates and management services is expiring and there is a need to secure pricing.

∙ Purchasing identified a cooperative contract through Omnia Partners with TFS Energy Solutions, LLC d/b/a Tradition Energy that provides for management of the procurement process, contract review and negotiation assistance.

∙ In accordance with § 33.115 of the Lake County Purchasing Ordinance, Lake County may participate in a cooperative purchasing agreement for the procurement of goods and services in accordance with an agreement entered between the participants.

∙ Forecasts for the energy market are indicating an increase in cost for electricity due to natural gas storage in Illinois well below normal, exports from the United States of liquid natural gas at a maximum level and the increase in gasoline prices.

∙ For the past five years, Lake County has included the purchase of 50 percent Renewable Energy Credits (REC) that exceed the current requirement of the State of Illinois Renewable Portfolio Standard. Staff is looking for direction to include a bid alternate for RECs in the upcoming procurement.

∙ The commodity of electricity rates is a spot market commodity that requires contract execution within 24 hours of bids received. Therefore, this resolution authorizes the County Board Chair to enter into an agreement and to determine a fixed rate per kilowatt hour to the lowest responsive and responsible bidder, including up to 25 percent green energy if the cost increase in minimal.

Resolution setting forth the Financial Policies, including the policy regarding the parameters for the Fiscal Year 2023 Budget.

∙ The County Board adopts budget policies annually for the upcoming budget cycle and to guide financial activity for the fiscal year.

∙ All policies maintain prudent financial management practices for the short and long term and are consistent with best business practices.

∙ The policies have been reformatted into a family of policies that are more specific in nature allowing for a review/update cycle appropriate for each.

∙ The budget policies have been updated to reflect the various parameters and direction that was provided during the Finance and Administrative Committee meeting on April 7, 2022.

Resolution setting the compensation for specified County-wide Elected Office holders.

∙ Pursuant to 55 ILCS 5/4-10001, the County Board sets the compensation for elected officials not less than six months before those officials take office.

∙ Based on the election cycle of certain officials it is necessary to set compensation for the County Clerk, Regional Superintendent of Schools, Sheriff, and Treasurer for fiscal year 2023 through fiscal year 2026.

∙ This resolution reflects the direction given by the Financial and Administrative Committee at its April 28, 2022 meeting and sets a baseline for 2023 with a 2.5 percent increase each following year.
