Vice-Chair Venturi called the Housing and Community Development Commission (HCDC) Executive Committee meeting to order at 2:31 p.m.

Guests: Cassandra Hiller of the Lake County Administrator's Office

Staff: Brenda O'Connell, Eric Waggoner, Dominic Strezo, Eric Tellez, Damon Coleman, Pamela Jeffries, Michele Slav and Joy Rice

2. Approval of Minutes

Approval of the February 9, 2022 minutes

A motion was made by Commissioner McKinney, seconded by Commissioner Swartz, to approve the February 9, 2022 minutes. Motion carried by the following roll call vote:

Aye 4 - McKinney, Rose, Commissioner Swartz and Vice-Chairman Venturi

Absent 3 - Ex-Officio Member Hart, Chair Pedersen and Ex-Officio Member Simpson

6.1 22-0393

Approval of Program Year 2022 (PY22) Proposed Funding Recommendations - U.S. Department of Housing & Urban Development (HUD) Grants.

∙ U.S. Department of Housing & Urban Development (HUD) Program Year 2022 (PY22) funding sources include; Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME) and Emergency Solutions Grant (ESG).

∙ The Housing and Community Development Commission (HCDC) Executive Committee is responsible for reviewing Advisory and Recommendation Committee (ARC) recommendations and making recommendations to the HCDC.

∙ All four (Affordable Housing, Public Services, Homelessness, and Public Improvements) ARCs approved PY22 funding recommendations.

Brenda O’Connell, Community Development Administrator presented the proposed funding amounts for Program Year 2022 HUD Grants based on estimated funding amounts. These recommendations were discussed at the Advisory Review Committee level. The item will move forward to the full Housing and Community Development Commission for discussion with the understanding that grant amounts will be adjusted once HUD releases exact funding amounts.

A motion was made by Commissioner Swartz, seconded by Commissioner Rose, to forward the Approval of Program Year 2022 (PY22) Proposed Funding

Recommendations- U.S. Department Housing & Urban Development (HUD) Grants to the Housing and Community Development Committee for approval. The motion carried by the following roll call vote:

Aye 4 - McKinney, Rose, Commissioner Swartz and Vice-Chairman Venturi

Absent 3 - Ex-Officio Member Hart, Chair Pedersen and Ex-Officio Member Simpson

Joint resolution approving Program Year (PY) 2022 Lake County Affordable Housing Program (LCAHP) grant awards.

∙ In December 2021, Community Development staff received applications for eligible affordable housing programs and projects.

∙ The available affordable housing funding includes $434,828 of LCAHP Funds.

∙ On March 16, 2022, the Housing and Community Development Commission voted to recommend LCAHP funds to the following:

o Catholic Charities - $150,000 for rapid rehousing;

o Community Partners for Affordable Housing - $50,000 or the support of housing assistance programs.

o Clearbrook - $54,828 for the acquisition of a Community Integrated Living

o Habitat for Humanity - $75,000 to support a Critical Home Repair Program.

o Lake County Housing Authority - $75,000 for a Landlord Outreach Program.

o Lake County Community Development - $30,000 program administration.

The commission agreed to move the following Program Year 2022 (PY2022) Lake County Affordable Housing Program (LCAHP) grant awards to the Housing and Community Development Commission for approval:

Catholic Charities - Rapid Re-housing - $150,000

Community Partners for Affordable Housing (CPAH) - Down Payment Assistance Program Subsidy - $50,000

Clearbrook - CILA Acquisition - $54,828

Habitat for Humanity - Critical Home Repair Program - $75,000

Lake County Housing Authority - Landlord Outreach Education Program - $75,000

Lake County Community Development - Program Administration - $30,000

A motion was made by Commissioner Swartz, seconded by Commissioner Rose, to forward the Approval of Program Year 2022 (PY22) Lake County Affordable Housing Program (LCAHP) Grant Awards to the Housing and Community Development Committee for approval. The motion carried by the following roll call vote:

Joint resolution approving the Program Year (PY) 2022 Video Gaming Revenue grant funding recommendations in the amount of $707,409.

∙ The Lake County Board annually acts on the Video Gaming Revenue (VGR) award recommendations that are developed on the basis of the VGR policy. The policy outlines procedures for: capturing video gaming administrative, legal, and enforcement costs; and evaluating and possibly funding social programs, projects (excluding capital improvements), and/or services that benefit Lake County residents.

∙ The policy specifies that periodic revisions may be made by the County Board through periodic review of the policy. Most recently, at its November 2020 meeting, the County Board amended the policy to provide ongoing, dedicated funding for 211 services. This funding is to be set aside from the competitive award process.

∙ In December 2021, Community Development received applications for $707,409 in available VGR funds.

∙ On March 16, 2022, the Housing and Community Development Commission (HCDC) approved VGR funding recommendations detailed in the attached memo, totaling $707,409 for the following:

o 211 information and referral services.

o Gambling education and outreach.

o Gambling addiction services.

o Financial literacy services.

o Behavioral health services.

o Program administration.

Consumer Credit Counseling Services of Northern IL -Financial Literacy Training - $5,000

Arden Shore Behavioral Health - Intern Supervisor - $75,000

A Safe Place - Behavioral Health Services - $34,000

A Safe Place - Dept of Child & Family Services Co-Location - $15,000

Lake County Health Dept - Community Support Services - $90,000

Community Youth Network - Counseling Center Outpatient Counseling - $25,000

Josselyn Center - Behavioral Health Services - $40,000

CASA Lake County - Legal Advocacy for Youth In Care - $25,000

Erie Family Health - Behavioral Health Services for Addiction - $25,000

Zacharias Sexual Abuse Center - Sexual Assault Services for Children - $15,500

Youth & Family Counseling - Counseling Program - $17,909

Kids Above All - Trauma Informed & Experiential Therapy - $25,000

United Way of Lake County - 211 - $100,000

A motion was made by Commissioner Swartz, seconded by Commissioner Rose, to forward the Approval of Program Year 2022 (PY22) Video Gaming Revenue Grant funding recommendations in the amount of $672,409 to the Housing and

Community Development Committee for approval. The motion carried by the following roll call vote:

Aye 4 - McKinney, Rose, Commissioner Swartz and Vice-Chairman Venturi

Absent 3- Ex-Officio Member Hart, Chair Pedersen and Ex-Officio Member Simpson
