City of Highland Park City Council met July 4.
Here are the minutes provided by the council:
Mayor Nancy Rotering called to order an emergency meeting of the Highland Park City Council at 10:45 a.m., pursuant to the authority allowed under the Illinois Open Meetings Act. The emergency related to the deadly shooting that had just occurred in the City during the City’s Fourth of July parade. The meeting took place at the residence of City Councilmember Tony Blumberg at because of the close proximity of that residence to the parade route.
Initially present at the meeting were Councilmembers Tony Blumberg, Annette Lidawer, Michelle Holleman, Adam Stolberg, and Mayor Nancy Rotering. Also present was Corporation Counsel Steven Elrod. Councilmember Kim Stone arrived at 11:05 a.m. Councilmember Andres Tapia arrived at 11:35 a.m.
Mayor Rotering determined that a quorum was present. She stated the nature of the emergency, and stated that notice of the meeting would be delivered as soon as practicable after the meeting.
Mayor Rotering briefed the City Council on the events that occurred at the parade, and the actions that were being taken by the City Staff and law enforcement officials in and around the City in response to the shooting. On several occasions during the meeting, City Manager Ghida Neukirch provided updates from the City Command Center via telephone.
Mayor Rotering advised that the train station is being used as a reunification station for families that are awaiting news of their family.
Councilmember Holleman suggested that all activities for this evening be canceled and that Highland Park reach out to other communities to do the same.
Corporation Counsel Elrod advised that the City Council may want to consider invoking the City’s emergency protocols and procedures. Councilmember Stone moved, seconded by Councilmember Blumberg that the City’s emergency powers be invoked immediately, and that the Mayor and Manager been granted emergency spending authority if the need should arrive. By roll call vote, the matter passed unanimously.
The Mayor and Council members determined that the Mayor should provide a statement to the media. A draft was prepared. The Mayor, Corporation Counsel and Councilmember Holleman left the meeting to deliver the statement. The meeting recessed.
The Mayor, Corporation Counsel and Councilmember Holleman returned at 1:15 p.m. All members were still present. At 1:17 p.m. Mayor Rotering declared, with the unanimous consent of the City Council that the meeting be adjourned.
