City of Highwood Committee of the Whole met Sept. 20.

Here are the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:00 P.M.

1. Roll Call

Present: Aldermen Slavin, Falberg, Fiore and Peterson

Late Arrival: Alderman Levi at 6:05 P.M.

Absent: Alderman Hospodarsky

Also Present: City Manager Coren, Assistant City Manager Martin, City Attorney Jablecki, Administrative Assistant Litjens, and Management Analyst Byrne.

3. Review of Minutes to be Approved

3.1. City Council: August 16, 2022

The minutes will be approved as presented at the regular City Council meeting.

3.2. Committee of the Whole: August 16, 2022

The minutes will be approved as presented at the regular City Council meeting.

4. Appointments

4.1. Paul Martinez – Library Board (Initial Appointment) - 3 Year Term The appointment will be approved at the regular City Council meeting.

5. Review of Bill Warrant List

5.1. 09/06/2022 AP Warrant List

5.2. 09/20/2022 AP Warrant List

Both Warrant Lists will be approved at the regular City Council meeting.

7. New Business

7.1 Consideration of an OSLAD (Open Space Land Acquisition and Development) Grant Program, Resolution of Authorization, Everts Park Phase II.

Bridget Deatrick of Hitchcock Design Group gave a brief presentation to Council on proposed improvements for Everts Park Phase II.

7.2 Mark Sallmann of TrafficScapes presented on materials that can be used for beautification projects in Highwood.

7.3 Consideration of a Motion to Approve Certain Improvements to the Western Avenue Ballpark in an Amount not to Exceed $60,000.

This will be approved at the regular City Council meeting.

7.4 Consideration of a Motion Authorizing the City Manger to Spend up to $30,000 to Demolish the Building at 340 Green Bay Road.

This will be approved at the regular City Council meeting.

7.5 Consideration of an Ordinance Approving Certain Amendments to the Highwood City Code Related Thereto for the Creation of Liquor License Class O to Allow for Complimentary Service and Consumption of Beer and Wine by Patrons (“BYOB”).

This will be approved at the regular City Council meeting.

7.6 Consideration of an Ordinance Authorizing the Disposal of Surplus Property Owned by the City of Highwood.

This will be approved at the regular City Council meeting.

7.7 A Discussion on the June and July 2022 Treasurer’s Report.

There was no discussion on this item.
