CHAIR'S REMARKS
First, I want to thank the board members who first suggested that we push back this meeting to today so that staff could concentrate on election day. Turnout was very high and we are fortunate to have many employees who assist the Clerk’s Office to ensure that everything goes well.
I want to congratulate everyone who won their races across the county and the state, and I want to thank everyone who decided to throw their hat in the ring. Being able to participate in public service is an honor and I appreciate that there were so many people who were interested in serving.
Last month I covered our accomplishments, and the list was long, and we could not have accomplished any of it without our truly exceptional staff, starting with County
Administrator Gary Gibson and his team – Jim Hawkins, Matt Meyers, Cassandra Hiller, and Tammy Chatman in Communications, as well as our EMA team, led by Dan Eder.
Today we will vote on our 2023 budget, and we are incredibly fortunate to have an outstanding Finance team led by our Chief Financial Officer Patrice Sutton, who is so dedicated and knowledgeable about Lake County and who works in partnership with all the departments. She has the unenviable position of having to find the savings and the cuts, and she is always able to show her rationale with the numbers and foresight to back it up.
It’s snowing or sleeting outside, and our awesome LCDOT team, led by Shane Schneider, have been monitoring the roads since the early morning hours and making sure people can safely get to work.
We are grateful to have Austin McFarlane, our interim public works director, and his team to ensure that our drinking water is safe and our sewer systems are working properly. Mark Pfister the Executive Director of the LCHD and his tea has done an outstanding job during COVID, and before, to ensure that people who need health services who couldn’t otherwise afford it can get the care they need, whether it’s prenatal care, vaccinations, or mental health services.
Eric Waggoner: leading his team to serve the unincorporated area of Lake County and working with Brenda O’Connell with rental housing support
Kurt Woolford: SMC, who is doing exceptional work protecting properties, homes and businesses from flooding that will only continue.
Bob Glueckert: our CCAO and his team to ensure that assessments are fair and working in partnership with the townships
Chris Blanding who protects our technical infrastructure and maintain security for our systems and records.
Carl Kirar, who is working hard to maintain our structures and ensuring that future projects are well sized and designed for the needs of Lake County, including the introduction of net-zero buildings.
Jennifer Serino, Workforce Development, who with her team has done a great job training coming out of the pandemic helping to provide training for people who are displaced or are seeking employment.
John Light and his team are working with departments to find the right people to deliver exceptional services to the people of Lake County.
We also have exceptional countywide elected officials and their teams who are dedicated to public service, and I want to thank them for everything they have done over these last two years.
Lastly, this is the last meeting of our current board, and I want to thank each of you for your hard work over the last two years. It has been a pleasure serving with you and I’m proud of what we’ve achieved by working together.
We continue to monitor COVID-19. especially as we enter the fall season where historically we have seen an uptick in covid cases. The hard work, sacrifice, and immense patience we’ve shown, combined ith new treatment modalities, has paid off. The pandemic is not over but we are in a significantly better position today than in the beginning. I want to thank our staff for their long hours and dedication in bringing us to this point. It was no small feat to help lead the County to where we are today.
It has been an extremely busy but productive time here in Lake County since the beginning of 2022 as the Board and our staff continue our strong commitment to provide fiscally responsible leadership and exceptional service to our residents. This work contributes to making Lake County the best places to live, work and do business in the state.
I want to give thanks and special acknowledgement to our incredible Emergency Management Agency. While they were working around the clock to coordinate efforts to help our County navigate the pandemic, they also completed the enormous task to seek and receive accreditation from the Illinois Emergency Management Agency. In July, they quickly mobilized and stood up the Emergency Operations Center (EOC) to support the City of Highland Park in their response and recovery efforts following the horrific and senseless murders that occurred at the July 4 Parade. No matter the need, from natural disasters to the pandemic, our EMA team stands ready to respond. Please join me in recognizing Dan Eder and Rebecca Kumar of the EMA team and their dedicated volunteers for the hard work and commitment to serve the people of Lake County.
Our staff and board are doing incredible work together to review proposals and allocate nearly $136 million in federal funds that we received through the American Rescue Plan Act (ARPA) to benefit our residents now and into the future. A Special Committee on COVID-19 Pandemic Recovery and Investments is actively working to assess and prioritize additional projects and programs.
So far, we’ve allocated $90 million in ARPA funds toward 53 projects that focus on affordable housing, homeless support, critical infrastructure, and much needed technologies.
Using these funds, we are addressing immediate and long-term needs while becoming more resilient to future challenges.
We held public engagement events and an online survey to gather public input on how ARPA funds should be allocated based upon community needs. 1700+ Lake County residents participated, providing valuable input and suggestions.
We also are extremely fortunate that Lake County recently received $14 million in federal dollars through the 2022 Consolidated Appropriations Act. These funds will be used toward infrastructure improvements, enhanced emergency communications, and much needed mental health projects thanks to the tireless advocacy of our federal legislators. A portion of this funding will go towards the construction a new Lake County Emergency Operations Center a.k.a. the ROCC. This facility will integrate the County’s Emergency Operations Center with expanded 911 operations and technology that will improve response, coordination, and value for Lake County communities and agencies.
Additional funds will be used to construct an addition to the Lake County Health Department Mental Health Center in Libertyville. This will double the physical capacity of the center, increasing its ability to provide crucial substance abuse counseling, medication assisted treatment and counseling to children and youth.
In May, Governor Pritzker came to Lake County to announce the allocation of $30 million for 14 critical stormwater projects. Projects will work to address flooding on US 41 and near Dady Slough Lake in Waukegan. Work is also planned to upgrade aging infrastructure that will protect homes and businesses across the county. Four projects are already moving forward- Burr Oak in the City of Lake Forest (to be completed in the next 30 days), Knollwood Subdivision in the Village of Fox Lake, Seavey Phase 1-Dowden Park in the Village of Libertyville, and Oak Spring Lane in Libertyville Township. Mitigating flooding has been a priority that the Board and our staff have focused on for years. The Stormwater Management Commission recently celebrated 20 years of hard work to protect the county’s vulnerable and valuable wetland resources. It is critically important to preserve these resources as each acre of wetland is estimated to hold 1 million gallons of floodwaters.
Lake County started a busy construction season with more than 35 transportation projects under construction this year, including intersection improvements, bridge and culvert replacements, bike path connections and resurfacings. When you see those yellow cones please slow down for our dedicated employees as they work to improve our roads.
This year Lake County launched a borderless paratransit service called Ride Lake County. This service has been three years in the making and we are very proud to offer this valuable means of travel to those who may otherwise struggle with viable transportation options. Seniors ages 60 and older and those with disabilities will be able to get to doctor appointments, to work or anywhere else in the county they need to go at very little cost.
We are always focused on protecting the health, safety, and welfare of our residents. By implementing the permanent open burning restrictions in unincorporated areas of Lake County, we hope to reduce exposure to smoke and help improve our air quality. We have done a tremendous amount of work to promote sustainability in Lake County. Those efforts have ranged from making it easier for homes and businesses to go solar, to implementing a policy to eliminate single-use plastics at County operations. Lake County also launched a Commercial Property Assessed Clean Energy Program called C-PACE to incentivize commercial property owners to make energy efficient improvements to their businesses.
A joint resolution was passed by the Lake County Board in September authorizing the acceptance of a Violence Intervention Program Grant in the amount of $450,000 in ARPA funds to support the State’s Attorney’s Office Gun Violence Prevention Initiative (GVPI). The grant will fund six violence interrupters whose job will be to prevent gun violence incidents from happening and prevent the cycle of retaliation. This was made possible because of the substantial investment by the Lake County Board through federal American Rescue Plan Act (ARPA) funds and the State of Illinois through budget allocation.
Speaking of our business community, a big thank you to Lake County Partners—the organization tasked with driving economic development in Lake County.
So far in 2022, Lake County Partners’ work has resulted in $202 million in direct capital investment, resulting in over 400 new jobs, and over 100 retained jobs in the key industries of advanced manufacturing, distribution, life science, sustainability, and hospitality.
LCP is also leading important initiatives related to the advancement of the Comprehensive Economic Development Strategy (CEDS) as well as a groundbreaking project in regional business development with our counterparts across the Metro Chicago region.
It is wonderful to see the work we’re doing together to ensure Lake County continues to focus on the economic vitality that helps make Lake County a great place to do business. And beginning today, I am pleased to announce that Lake County renters who faced financial hardship during the pandemic may apply for the new Lake County Rental Assistance (LCRA) Program which is the next phase of our rental assistance efforts. The program is designed to help individuals pay rent and will run from October 11-November 15. Eligible households may receive up to six months of assistance total. People continue to struggle from the financial consequences of the pandemic and rising inflation. The Lake County Board and our partners are committed to doing all we can to aid those in need.
It has been through dedication, hard work and collaboration of our staff, our elected officials-local, state, and federal, and our board that we have been able to accomplish all that we have this year. I am excited to see how much more we can accomplish as we near the end of 2022 and how we can further benefit the County and our residents by the work that we do.

Coronavirus (COVID-19) Updates
As of November 9, 2022, Lake County has had over 164,907 confirmed COVID-19 cases and 1,466 deaths throughout the pandemic. Lake County’s recovery rate is 99.2%. Lake County has recently returned to a “low” community level like many other counties in Illinois.
This results from a decreased rate of COVID-19 cases, which is currently at 100.21 per 100,000 residents, and new COVID-19 admissions, which is at 9.1 per 100,000 residents. When a county is at a “low” community level, the CDC recommends:
Wearing a mask if you have symptoms, test positive, or have been exposed to someone with COVID-19
Staying up to date with COVID-19 vaccines
Getting tested if you have symptoms
Talking to your healthcare provider if you are at higher risk of getting sick
Coronavirus (COVID-19) Vaccine Updates
As of November 9, 2022:
Over 266 million people, or 80.2% of the population, have received at least one dose of a COVID-19 vaccine.
Over 227 million people, or 68.5% of the US population, are fully vaccinated. Over 26 million people, or 8.4% of the fully vaccinated population, have received the updated bivalent booster dose.
Nearly 82% of all eligible Lake County residents, ages 5 years and older are fully vaccinated.
Respiratory Syncytial Virus (RSV)
The CDC has shown a recent increase in cases of Respiratory Syncytial Virus (RSV) and RSV-associated emergency department visits and hospitalizations across the United States. RSV is causing severe shortages in the availability of pediatric beds at northern Illinois hospitals.
RSV is a common respiratory virus that usually causes mild, cold-like symptoms, but can be serious for infants and older adults.
You can prevent RSV from spreading by taking the following steps if you have cold-like symptoms:
Stay home and wash your hands often
Clean high touch surfaces frequently
Avoid close contact with others if possible
If you are sick, it is especially important to avoid close contact with infants, young children, and others that may be more susceptible to severe RSV illness.
Monkeypox
As of November 1, 2022, there are 28,797 cases of monkeypox in the United States, of which 1,397 are in Illinois and 12 are in Lake County.
Tecovirimat (TPOXX), an FDA-approved treatment for smallpox, has been granted expanded access to treat monkeypox in adults in children.
The Health Department continues to provide the Jynneos (gin-ee-os) vaccine to eligible Lake County residents. The eligibility includes all sexually active gay, bisexual, other men who have sex with men, and sexually active transgender, non-binary, or gender nonconforming individuals. Lake County Partners Update.
IT’S BEEN A BANNER YEAR FOR BUSINESS
Lake County Partners is wrapping up a tremendous year of economic development activity, with projects clustered in manufacturing, life sciences, sustainability and energy. The organization is proud to report that it closed 13 business deals this year, with the potential for an additional three before year end. This work has resulted in 410 new jobs, 112 retained jobs and $202 million in direct investment—the largest investment sum in over 5 years.
Business outreach is strengthened by LCP’s ramped-up marketing efforts to attract manufacturing and life science companies from outside the region; as a result, traffic to LCP’s website has increased 122% this year, with nearly 30,000 users visiting the site over the last 10 months to learn about doing business in Lake County. Notably, LCP also completed the Comprehensive Economic Development Strategy (CEDS) this year, creating a framework to support talent development and attraction, education, housing, and other elements critical to quality of life and the business climate.
More broadly, Illinois is also enjoying a surge in economic activity. The state just became the fifth in the nation to produce $1 trillion in annualized economic activity—a historic accomplishment that reflects the productivity of local workers.
COLLEGE OF LAKE COUNTY CELEBRATES NEW ATC
More than 450 community members celebrated the opening of the new Advanced Technology Center (ATC) in Gurnee. The 142,000 sq. ft. facility was a former big box store that has been transformed into a center for manufacturing education. The ATC is critically important for business retention and attraction. Though the local manufacturing labor force has grown 3.6% over the last year alone (representing 2,200 new workers), it is estimated that some manufacturing occupations will see up to a 20% increase in employment growth over the next six years. The ATC will strengthen Lake County’s talent pipeline to meet those future needs.
With the ATC now open, CLC turns its attention toward raising awareness of this powerful symbol of Lake County’s investment in workforce development. LCP is leading the way on tours for manufacturers, municipal leaders and the broader business community.
