Joint resolution authorizing a contract with Geske and Sons, Inc., Crystal Lake, Illinois, in the amount of $338,925.03 for the resurfacing of various roads in the Cuba Township Road District, which will be improved under the Illinois Highway Code for a total of 1.75 miles. 

∙ There was a public call for bids, and a total of four bids were received, ranging from $338,925.03 to $413,816, and the lowest responsible bidder is Geske and Sons, Inc., Crystal Lake, Illinois, in the amount of $338,925.03. 

∙ This improvement is designated as Section 23-04000-01-GM. 

∙ No County funds are being used on this project.

Joint resolution authorizing a contract with Schroeder Asphalt Services, Inc., Huntley, Illinois, in the amount of $685,735.95 for annual hot-mix asphalt maintenance of various roads on the County highway system under the Illinois Highway Code, appropriating $825,000 of Motor Fuel Tax funds. 

∙ Lake County’s Hot-Mix Asphalt Patching Program is an annual preventative maintenance program that preserves the surface quality and extends the life of County highways. 

∙ There was a public call for bids, and a total of four bids were received, ranging from $685,735.95 to $941,772.95, and the lowest responsible bidder is Schroeder Asphalt Services, Inc., Huntley, Illinois, in the amount of $685,735.95. 

∙ This project is included in the Transportation Improvement Program with construction in 2023, and designated as Section 23-00000-13-GM.

Joint resolution authorizing a contract with Corrective Asphalt Materials, LLC, South Roxana, Illinois, in the amount of $394,384.95 for the application of a pavement rejuvenator on various County highways, appropriating $475,000 of Matching Tax funds. 

∙ Lake County’s Pavement Rejuvenator Program is an annual preventative maintenance program consisting of applying a pavement rejuvenator, a maltene based spray, on all new hot-mix asphalt roadway surfaces completed in the prior year’s reconstruction and resurfacing projects. 

∙ The pavement rejuvenator has been found to add about five years of life to the pavement. 

∙ There was a public call for bids, and a total of one bid was received in the amount of $394,384.95, and the responsible bidder is Corrective Asphalt Materials, LLC, South Roxana, Illinois, in the amount of $394,384.95. 

∙ This project is included in the Transportation Improvement Program with construction in 2023, and designated as Section 23-00000-16-PP.

Joint resolution authorizing a contract with Denler, Inc., Joliet, Illinois, in the amount of $214,836.20 to provide for crack sealing of hot-mix asphalt and concrete pavement, where necessary, on various County highways under the Illinois Highway Code, appropriating $260,000 of Motor Fuel Tax funds. 

∙ Lake County’s Crack Sealing Program is an annual preventative maintenance program consisting of applying crack sealing at various locations to prevent the intrusion of water and incompressible material into the cracks and to reinforce the adjacent pavement. 

∙ There was a public call for bids, and a total of two bids were received, ranging from $214,836.20 to $261,293.90, and the lowest responsible bidder is Denler, Inc., Joliet, Illinois, in the amount of $214,836.20. 

∙ This project is included in the Transportation Improvement Program with construction in 2023, and designated as Section 23-00000-04-GM.

Joint resolution authorizing a five-year maintenance agreement with ECONOLITE/Traffic Control Corporation, Woodridge, Illinois, for the traffic signal monitoring and control software used by Lake County PASSAGE at a cost of $89,500 and appropriating $107,500 of ¼% Sales Tax for Transportation funds. 

∙ The agreement includes five years of software maintenance to the County’s traffic signal monitoring and control software, Centracs. 

∙ 670 traffic signals are connected in real-time to the software allowing for continuous monitoring and signal timing adjustments. 

∙ The software maintenance will be provided by ECONOLITE/Traffic Control Corporation, Woodridge, Illinois, who is the vendor and distributor of the traffic signal system software and traffic signal controllers in Lake County. 

∙ This project is included in the Transportation Improvement Program, and designated as Section 23-00999-97-TL.  

8.11 23-0485  

Joint resolution authorizing an agreement with Atlas Copco Compressors LLC, Delaware, for a five-year service plan, in the amount of $38,160.82 annually, to service and repair the high-speed blowers at the County’s Des Plaines River treatment facility. 

∙ Lake County owns and operates three wastewater reclamation facilities (Des Plaines River, New Century Town, and Mill Creek). 

∙ Atlas Copco is the company that manufactures the High-Speed Efficiency Blowers in use at the Des Plaines River treatment facility which provide the much-needed air for the aeration basins (secondary treatment) and allows for proper mixing and sustained oxygen that is critical to the support of the biological population within each basin. 

∙ Atlas Copco is the sole source provider for service and repairs to the high-speed efficiency blowers in use at our treatment facilities and no other reasonable service provider is available to the department. 

∙ Pursuant to Chapter 33.066 Bid Exemption of the Lake County Purchasing Ordinance, the Purchasing Agent has made a determination, based on a previous bid exemption (2017), that there is only one single source approved as an authorized dealer for the region. 

∙ This agreement provides for the annual maintenance and repair of this critical equipment.

Joint resolution authorizing an agreement with the Village of Buffalo Grove for improvements to Arlington Heights Road, from Illinois Route 83 to Lake-Cook Road. 

∙ Arlington Heights Road will be reconstructed from Illinois Route 83 to Lake-Cook Road inclusive of non-motorized improvements. 

∙ The Village of Buffalo Grove (Village) owns street lighting within the project limits requiring relocation. The Village also requested that a segment of Arlington Heights Road under the Village’s jurisdiction be resurfaced as part of the project. 

∙ The Village will reimburse the County for its share of the engineering and construction costs associated with these improvements, estimated to be $1,054,000. 

∙ The agreement was approved by the Village on March 20, 2023. 

∙ This improvement is included in the Transportation Improvement Program, with construction anticipated to begin in 2024, and designated as Section 17-00193-08 -PV.

Joint resolution appropriating $100,000 of Motor Fuel Tax funds for the acquisition of necessary right-of-way, by agreement or condemnation, and other right-of-way costs associated with the reconstruction of Arlington Heights Road, from Illinois Route 83 to Lake-Cook Road. 

∙ Arlington Heights Road, from approximately 500 feet north of Illinois Route 83 to Lake-Cook Road, will be reconstructed, inclusive of non-motorized travel improvements. 

∙ Preliminary engineering plans and right-of-way plats identifying the right-of-way needs for the improvement have been prepared. 

∙ This project is included in the Transportation Improvement Program with construction anticipated to begin in 2024, and designated as Section 17-00193-08 -PV.

Joint resolution appropriating a supplemental amount of $120,000 of Motor Fuel Tax funds and approving Change Order Number Two in the amount of $214,702.76 for the additional repairs of traffic control signals, streetlights, and field elements of Lake County PASSAGE, as part of the 2022 Patrol I, Traffic Signal Maintenance and Electrical contract. 

∙ Traffic signal maintenance for 2022 was under contract with Meade Electric Company, Inc., Willowbrook, Illinois, in the amount of $926,165.14. 

∙ The Lake County Board, at its meeting of September 14, 2021, appropriated $1,112,000 of Motor Fuel Tax funds for the 2022 Patrol I, Traffic Signal Maintenance and $75,000 for Electrical Service, and designated as Section 22- 00000-01-GM. 

∙ Change Orders need to be approved by the standing committees for cumulative net increases over 10 percent. 

∙ Change Order Number One in the amount of $87,634.57 and Change Order Number Two in the amount of $214,702.76 were both needed to repair unexpected traffic signal equipment damage due to vehicle collisions. 

∙ The sum of all contract change orders to date is $302,337.33, which represents a 32.64 percent increase over the original awarded contract amount.

Joint resolution authorizing an agreement with Christopher B. Burke Engineering, Ltd., Rosemont, Illinois, for up to three years of professional land surveying services, at a maximum cost of $900,000 and appropriating $1,080,000 of ¼% Sales Tax for Transportation Funds. 

∙ This agreement will provide professional land surveying services to assist in the delivery of the Five-Year Transportation Improvement Program. The agreement will allow individual task orders to be issued up to a maximum cumulative value of $300,000 for a given year. The term of the contract will be one-year with two one-year renewal options. 

∙ Lake County selects professional services firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq. 

∙ The Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process. 

∙ The selected firm has a satisfactory past relationship with the Lake County Division of Transportation. 

∙ This project is included in the Transportation Improvement Program, and designated as Section 23-00700-00-EG.

Resolution authorizing emergency appropriations for Fiscal Year (FY) 2023 in various funds for certain projects, items, and activities budgeted in the prior year and not completed. 

∙ Since all unused appropriations lapse at the end of each fiscal year, it is necessary to “carry over” unspent budget authority from one fiscal year to the next under certain conditions as defined in the County's Budget Policies. 

∙ These carryover requests include contracts which were unable to be completed in FY 2022 and uncompleted or ongoing projects that will not be complete until FY 2023. 

∙ These items must be authorized through what is termed an “emergency appropriation” in order to transfer the budget authority that was previously granted in FY 2022 to FY 2023. The detailed accounts are included in the attachment.

Joint resolution authorizing a contract with Berger Excavating Contractors, Wauconda, Illinois, in the amount of $2,986,314.43 for the intersection improvement of Miller Road at US Route 12, and appropriating $3,585,000 of ¼% Sales Tax for Transportation funds.

∙ The intersection of Miller Road at US Route 12 will be improved with the addition of left turn lanes and non-motorized improvements. 

∙ There was a public call for bids, and a total of three bids were received, ranging from $2,986,314.43 to $3,169,683.39, and the lowest responsible bidder is Berger Excavating Contractors, Wauconda, Illinois, in the amount of $2,986,314.43. 

∙ This project is included in the Transportation Improvement Program with construction to begin in 2023, and designated as Section 15-00118-12-CH.

Joint resolution authorizing a contract with Berger Excavating Contractors, Wauconda, Illinois, in the amount of $5,380,194.30 for the intersection improvement of Darrell Road with Case Road and Neville Road. 

∙ The intersection improvements will include the installation of a roundabout, realignment of Case Road, and non-motorized improvements. 

∙ There was a public call for bids, and a total of three bids were received, ranging from $5,380,194.30 to $7,363,586.84, and the lowest responsible bidder is Berger Excavating Contractors, Wauconda, Illinois, in the amount of $5,380,194.30. 

∙ This project is included in the Transportation Improvement Program with construction planned to begin in 2023, and designated as Section 13-00107-09 -CH.

Joint resolution authorizing an agreement with Pace Suburban Bus Division of the Regional Transportation Authority (Pace) providing terms and conditions for the operation of the Ride Lake County paratransit service as a borderless countywide service for 2023. 

∙ This agreement establishes terms and conditions for Pace to operate the Ride Lake County service for 2023. 

∙ Ride Lake County will be funded through a combination of County, Pace, and federal funding. 

∙ Pace will fund 50 percent of the operating deficit up to $832,794 and 80 percent of the Call Center Services up to $56,194 for the Ride Lake County service from January 1, 2023, through December 31, 2023. 

∙ Lake County appropriated $1,000,000 of ¼% Sales Tax for Transportation funds on February 8, 2022, to cover the County’s share of the costs. 

∙ This project is included in the Transportation Improvement Program and designated as Section 22-00280-09-ES.

8.20 23-0412  

Joint resolution to transfer property owned by the County of Lake, located at 900 Kilbourne Road in the Village of Gurnee to the Gurnee Park District for the public purpose of open space public use, subject to the conditions and restrictions described in Exhibit B. 

∙ The County of Lake owns three parcels of real property containing approximately 5.759 acres at 900 Kilbourne Road in Gurnee, Illinois.

∙ Funding from the Department of Commerce and Economic Opportunity (DCEO) and the Illinois Emergency Management Agency (IEMA) was used to acquire floodplain, flood damaged, real property, formerly known as the Gurnee Grade School, in 2013. 

∙ The real property is subject to the restrictive covenants set forth herein Exhibit B. 

∙ This Joint Resolution authorizes the transfer of ownership of the three parcels of real property containing approximately 5.759 acres. 

∙ This Joint Resolution authorizes the Lake County Board Chair and the Lake County Clerk to execute the Quit Claim Deed, and any required closing document(s), necessary to complete the aforedescribed conveyance to the Gurnee Park District dedicated in perpetuity for open space public use and purposes.

Resolution authorizing a contract with Insight Public Sector, Inc., Chandler, Arizona, for TrueRoll Property Assessment Software in an annual amount of $116,798.04, with renewal options. 

∙ A new program request was approved as part of the Fiscal Year (FY) 2023 Budget to acquire a property assessment software to identify potential unclaimed or unqualified homestead exemptions. 

∙ The Chief County Assessor identified a software program TrueRoll that is available through a cooperative purchasing contract with Insight Public Sector, Inc., through Omnia Partners to procure the software that was competitively solicited and awarded. 

∙ The cost for the initial year of the service is $116,798.04 with the option for annual renewals granted upon mutual agreement of the parties.

∙ Pursuant to Section 33.115 Cooperative Joint Purchasing Authorized, the County may either participate in, sponsor, conduct, or administer a cooperative purchasing agreement for the procurement of goods, services, constructions or professional services with one or more public procurement units in accordance with an agreement between those units to do so.  

8.22 23-0498  

Resolution authorizing a contract with Carahsoft Technology Corporation, Reston, Virginia for the procurement of Procore, a commercial project management software, in the amount of $62,641.24. 

∙ As part of the Fiscal Year (FY) 2023 Budget and in alignment with the Facilities Capital Improvement Plan, procurement of facilities capital construction project management software was authorized. 

∙ A commercial project management software will enhance the efficiency and coordination of Lake County and its external partners in the delivery of facilities capital construction projects. 

∙ In coordination with Lake County Enterprise Information Technology, Facilities and Construction Services, and Finance-Purchasing staff evaluated several project management software platforms and identified Procure as the preferred software solution. 

∙ Finance-Purchasing identified a cooperative purchasing contract with Carahsoft Technology Corporation, Reston, Virginia through Omnia Partners Cooperative Agreement to procure the Procore software.

∙ The contract authorizes the Purchasing Agent to enter into a contract in the amount of $62,641.24 for year one and an estimated amount $55,000 for years two and three. The current term of the contract is through April 30, 2024. 

∙ Pursuant to Article 33.115 Cooperative Joint Purchasing of the Lake County Purchasing Ordinance, Lake County may participate in a cooperative purchasing agreement with Omnia Partners.

Resolution authorizing an agreement with Trane U.S. Inc., Willowbrook, Illinois, for heating, ventilation, and air conditioning (HVAC) and building automation system (BAS) for Various Lake County locations in an estimated amount of $76,508. 

∙ There is a need to have a maintenance and service contract for heating, ventilation, and air conditioning (HVAC) and building automation system (BAS) owned and operated by Lake County. 

∙ Facilities and Construction Services identified a cooperative purchasing contract with Trane U.S. Inc., Willowbrook, Illinois, through Omnia Partners to procure the HVAC and BAS maintenance service that was competitively solicited and awarded. 

∙ Pursuant to Section 33.115 of the Lake County Purchasing Ordinance, Cooperative Joint Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered between the participants. 

∙ The current term of the Omnia Partners contract expires on August 31, 2027. 

∙ This resolution authorizes the cooperative purchasing contract with Trane U.S. Inc. in the estimated annual amount of $76,508.

Resolution authorizing an agreement with ECS Midwest, LLC, Buffalo Grove, Illinois for professional services to support the Construction Materials Testing Services for the Regional Operations and Communications Facility, in the amount of $98,410. 

∙ As part of the Modified Fiscal Year (FY) 2021 Budget and in alignment with the Facilities Capital Improvement Plan, design of a new Consolidated 911, Emergency Management Agency (EMA), and Emergency Telephone Systems Board (ETSB) Facility was authorized. 

∙ In March of 2022 ARPA funds were appropriated for this initiative. 

∙ In October of 2022 bond funds were appropriated for this initiative. 

∙ In January of 2023 general construction drawings were solicited.

∙ As part of the permitting process Lake County is required to provide independent testing services for verification of construction compliance. 

∙ In accordance with the Local Government Professional Services Selection Act, a firm may be selected directly by the County based on a prior satisfactory relationship; the recommended consultant is ECS Midwest, LLC. 

∙ This resolution authorizes the execution of an agreement with ECS Midwest, LLC, Buffalo Grove, Illinois, to provide construction testing services in an estimated amount of $98,410.

Resolution authorizing execution of a contract with Path Construction Co. Inc. of Arlington Heights, Illinois, in the amount of $38,773,000 for the Regional Operations and Communications (ROC) Facility, General Contractor Services. 

∙ As part of the Modified Fiscal Year (FY) 2021 Budget and in alignment with the Facilities Capital Improvement Plan, design of a new Consolidated 911, Emergency Management Agency (EMA), and Emergency Telephone Systems Board (ETSB) Facility was authorized. 

∙ In March of 2022, ARPA funds were appropriated for this initiative. 

∙ In October of 2022, bond funds were appropriated for this initiative. 

∙ In January of 2023, general construction drawings were solicited. 

∙ The County received two bids in the amounts of $38,773,000 and $42,960,000. 

∙ Award of this contract is recommended to the lowest responsive and responsible bidder, Path Construction Co. Inc. of Arlington Heights, Illinois. 

∙ This resolution authorizes and directs the County Purchasing Agent to execute a contract with Path Construction Co. Inc. of Arlington Heights, Illinois, in the amount of $38,773,000.

∙ Enterprise Information Technology (EIT) recommends partnering with TD Synnex for managed services to provide performance monitoring and application support of the Oracle (BOSS) system. 

∙ This managed service provider will ensure that the Oracle (BOSS) system performs optimally and without interruption. 

∙ Pursuant to Chapter 33.115 of the County’s Purchasing Ordinance, Cooperative Joint Purchasing Authorized, the County may participate in a cooperative purchasing agreement for the procurement of goods, services, construction, or professional services with one or more public procurement units in accordance with an agreement entered into between the participants. 

∙ A cooperative purchasing contract with TD Synnex has been identified through Omnia 180233-001 to procure needed goods, services, construction, or professional services that were competitively solicited and awarded.

Resolution authorizing a contract renewal with Mythics, Inc., of Virginia Beach, Virginia, to host the Oracle (BOSS) system for one year with the option to renew for one 12-month period in an amount not to exceed $400,000 per year. 

∙ Enterprise Information Technology (EIT) recommends renewing with Mythics, Inc. for the hardware and software tools for cloud hosting services of the Oracle (BOSS) system. 

∙ This provider supplies and supports the physical data center resources used to store the Oracle (BOSS) system. 

∙ Pursuant to Chapter 33.115 of the County’s Purchasing Ordinance, Cooperative Joint Purchasing Authorized, the County may participate in a cooperative purchasing agreement for the procurement of goods, services, construction, or professional services with one or more public procurement units in accordance with an agreement entered into between the participants. 

∙ A cooperative purchasing contract with Mythics, Inc. for Oracle solutions has been identified through the National Intergovernmental Purchasing Alliance (NIPA) R190801 to procure the needed goods, services, construction, or professional services that were competitively solicited and awarded.

Resolution authorizing a one-year agreement with Logicalis, Inc. of Downers Grove, Illinois, for Cisco SmartNet for an estimated total of $245,953 with the option to renew for two 12-month periods. 

∙ Enterprise Information Technology recommends partnering with Logicalis, Inc. for Cisco SmartNet, which is round-the-clock technical support, security updates and software maintenance. 

∙ The first-year covers current network devices across the County for one-year, including firewalls, routers, and switches, for an estimated $245,953 and an estimated amount of $360,000 in subsequent years, due to hardware replacements currently in progress. 

∙ Pursuant to Chapter 33.115 Cooperative Joint Purchasing Authorized, the County may either participate in, sponsor, conduct or administer a cooperative purchasing agreement for the procurement of goods, services, constructions, or professional services with one or more public procurement units in accordance with an agreement between those units to do so. 

∙ A cooperative purchasing contract with Logicalis, Inc. has been identified through the 1Government Procurement Alliance (1GPA) (22-02PV-12) to procure needed goods, services, or professional services that have been competitively solicited and awarded.

Discussion of Fiscal Year (FY) 2024 Budget Planning Guidance. 

∙ Each year, the County Board provides guidance for development of the annual budget. Guidance that is updated annually is found in Policy 3.5FYxx which is intended to provide parameters or guidelines for a specific fiscal year. 

∙ Policies 3.5 Budget Development Policy and 3.6 Budget Execution Policy provide fundamental policy that is reviewed annually but only updated as necessary.

∙ The guidance provided through this process includes property tax levy, employee salary increases, new program requests, contributions to capital, environmentally sustainable alternatives, and any specific clarifications. 

∙ Policy 3.5FY23 FY 2023 Budget Planning Guidance is attached for reference and to initiate discussion. The FY 2024 Budget Planning Guidance will be prepared according to your feedback and presented for discussion and approval on April 27 and May 4 for County Board approval on May 9. This will allow Finance staff to kick off the FY 2024 budget preparation process with departments in mid-May.
