Village of Deerfield Board of Trustees met Sept. 18.

The regular meeting of the Board of Trustees of the Village of Deerfield was called to order on September 18, 2023, at 7:30 p.m. at Deerfield Village Hall. The clerk called the roll and announced that the following were

Present: Robert Benton

Larry Berg

Elaine Jacoby

Rebekah Metts-Childers

and that a quorum was present and in attendance. Also present were Village Manager Kent Street and Steven Elrod, Village Attorney.

PLEDGE OF ALLEGIANCE 

Mayor Shapiro led those in attendance in reciting the Pledge of Allegiance.

PROCLAMATION 

Mayor Shapiro proclaimed September 15 to October 15 as National Hispanic Heritage Month and called upon all people of Deerfield, Illinois, to learn more about various Hispanic communities and to celebrate this month.

The Community Relations Commission and Deerfield Library will be hosting a viewing and discussion of the documentary My Name is Lopez on September 28 at the Deerfield Library followed by a discussion with co-producer Gary Gand and Brett Schwartz, head of the DHS Film and TV Department.

Trustee Benton moved to accept the Proclamation. Trustee Oppenheim seconded the motion. The motion passed unanimously on a voice vote.

BERNARD FORREST PUBLIC SERVICE 

Mayor Shapiro presented the Bernard Forrest Public AWARD Service Award to Trustee Bob Benton for 50 years of service to the Village.

Trustee Benton and his wife, Mrs. Barbara Benton, moved to Deerfield in 1965 and raised their children through the Deerfield school system. He worked for three railroads and served the Village in various capacities for 50 years. He served as Chairman of the Plan Commission during the recommendation for projects including Deerfield Square, the post office expansion and many others.

Trustee Benton thanked the Board for the honor. He looks forward to more service to the Village. Those in attendance took a brief recess to celebrate Trustee Benton’s service.

DOCUMENT APPROVAL 

Trustee Oppenheim moved to approve the minutes from the September 5, 2023, Board of Trustees meeting and the August 28, 2023, Committee of the Whole meeting. Trustee Metts-Childers seconded the motion. The motion passed unanimously on a voice vote.

BILLS AND PAYROLL 

Trustee Seiden moved to approve the bills and payroll dated September 18, 2023. Trustee Benton seconded the motion. The motion passed by the following vote:

AYES: Benton, Berg, Jacoby, Metts-Childers, Oppenheim, Seiden (6)

NEW BUSINESS

ORDINANCE O-23-28 AMENDING ARTICLE I OF CHAPTER 15 OF THE MUNICIPAL CODE OF THE VILLAGE OF DEERFIELD, 1975, AS AMENDED REGARDING STANDING VEHICLES WEIGHING MORE THAN 10,000 POUNDS

Assistant Village Manager, Andrew Lichterman, reported large trucks that stand with their engines running for prolonged periods of time create air and noise pollution, obstruct traffic and create nuisances. He noted this Ordinance would establish a new nuisance provision in the Municipal Code that prohibits vehicles weighing more than 10,000 pounds from idling for more than 10 minutes in the

Village with three exceptions. Trustee Seiden asked about enforcement. Mr. Lichterman reported the police department would handle enforcement. He noted this Ordinance would be a proactive step in addressing truck nuisances and would support anti-pollution efforts in the Village’s Climate Action Report. Mr. Street noted there is an existing regulation in place preventing vehicles more than 12,000 pounds from driving on Deerfield Road. Mr. Lichterman noted the amendment does not single out diesel trucks. Trustee Oppenheim noted this will greatly help reduce greenhouse gases.

Trustee Oppenheim moved to adopt the Ordinance amending Article 1 of Chapter 16 of the Municipal Code of the Village of Deerfield, 1975, as amended regarding standing vehicles weighing more than 10,000 pounds. Trustee Berg seconded the motion. The motion passed by the following vote:

ORDINANCE O-23-29 AMENDING SECTION 15-16 OF THE MUNICIPAL CODE OF THE VILLAGE OF DEERFIELD, 1975, AS AMENDED REGARDING SNOW REMOVAL OPERATIONS

Mr. Lichterman reported this Ordinance would amend the Municipal Code to clarify that snow removal activities are exempt from the Village noise regulations. He noted this matches the Village’s past practices to allow individuals and businesses to engage in snow removal activities, including conducting those activities at night, to allow for safe and easy passage of emergency vehicles, residents getting to and coming from places of employment and students getting to and from school.

Trustee Metts-Childers moved to amend Section 15-16 of the Municipal Code of the Village of Deerfield, 1975, as amended regarding snow removal operations. Trustee Berg seconded the motion. The motion passed by the following vote:

RESOLUTION R-23-39 AUTHORIZING THE PURCHASE OF TWO FORD F-150 LIGHTNING PICKUP TRUCKS 

Director of Public Works and Engineering Bob Phillips reported the Greenhouse Gas Reduction Working Group has recommended the replacement of 15 light-use vehicles with electric vehicles by the year 2030. To help achieve this goal, staff is proposing to replace two additional vehicles with Ford F-150 all electric pick-up trucks. Mr. Phillips noted the Village joined the waiting list for the trucks in September of 2021, and the vehicles will be available for delivery in 2023. He reported the Public Works Department has installed seven EV charging stations in preparation of electrifying the administrative and inspection portion of the fleet. If approved, the Village will take/trade two existing used Public Works vehicles (retired police vehicles) out of the working fleet. Mr. Phillips reported the Ford F-150 lightning pick-up trucks are not specifically budgeted for, but the purchase is recommended out of the $250,000 that is set aside each year for green initiatives. He noted there is ample funding available in this account to cover the cost of the vehicles. Trustee Oppenheim believes the Village needs to act urgently on this, especially because of the UAW strike.

Trustee Berg moved to waive the competitive bidding process and adopt the Resolution to Purchase Two Ford F-150 Lightning Pick-up Trucks from Highland Park Ford in an amount not to exceed $109,360 (not including in the trade-in vehicles). Trustee Oppenheim seconded the motion. The motion passed by the following vote:

RESOLUTION R-23-40 AUTHORIZING THE VILLAGE TO ENTER INTO A DISPATCH AGREEMENT WITH THE VILLAGE OF LINCOLNSHIRE 

Deputy Chief Chris Fry reported the police department is requesting approval of a Resolution authorizing the Village of Deerfield to enter into an emergency dispatch services agreement with the Village of Lincolnshire. Deputy Chief Fry noted the Village of Deerfield has provided emergency dispatch services to the Village of Lincolnshire since 2018. He reported that after consult and agreement by all involved parties, the Village of Lincolnshire approved the 5-year agreement on September 11, 2023, for Deerfield to continue handling dispatch services.

Trustee Seiden moved to adopt the Resolution authorizing the Village to enter into a dispatch agreement with the Village of Lincolnshire. Trustee Benton seconded the motion. The motion passed by the following vote:

AYES: Benton, Berg, Jacoby, Metts-Childers, Oppenheim, Seiden (6)

DISCUSSION

MEETING WITH REPRESENTATIVES 

Mayor Shapiro and Village Manager Street met with Representative Bob Morgan and Senator Julie Morrison. They listened to the concerns of the constituents.

MEETING WITH MAYOR JOHNSON 

Mayor Shapiro met with Chicago Mayor Brandon Johnson last week. It was part of the Metropolitan Mayors Caucus efforts to discuss common issues with Mayor Johnson. Mayor Johnson spoke about regional approaches to transportation and social services.

HARVEST FEST 

Mayor Shapiro reported Harvest Fest was a great success. There were 1,500 attendees and the band 7th Heaven was a huge hit.

FOOD TRUCK WEDNESDAY 

This Wednesday, September 20, 2023, from 4:30-8 p.m. will be the last Food Truck Wednesday of the year.

GREENHOUSE GAS MEETING 

The Greenhouse Gas Reduction Working Group will meet on Thursday next week.

TRUSTEE IN THE TOWN 

Trustee Seiden reported the Saturday is the last Trustee in the Town at the Farmers Market. Mayor Shapiro and Trustee Seiden will be available from 9 a.m. to noon to answer questions.

WAUKEGAN ROAD WATERMAIN PROJECT

Mr. Street expects the project to be completed by the end of the month. There were some things than could not be anticipated. He recognized the growing frustration as it is the pathway to the high school.

ANNUAL BOOK SALE 

Trustee Oppenheim reported the Friends of the Library will have their annual book sale at this week’s Farmers Market. All of the proceeds will support the Deerfield Public Library.

ADJOURNMENT 

Trustee Jacoby moved to adjourn the meeting. Trustee Benton seconded the motion. The motion passed by unanimously on a voice vote.

The meeting was adjourned at 8:23 p.m.

The next regular Board of Trustees meeting is scheduled to take place on Monday, October 2, 2023, at 7:30 p.m.
