Waukegan awards bid to remove contaminated soil from former Fansteel site

Waukegan City Council approved a $225,200 bid for brownfield cleanup at the former Fansteel site at 802 S. Market Street. The bid was awarded during the council's August 5 meeting.

According to the Waukegan City Council's post-meeting agenda report, Lake County Grading Co. of Libertyville, Illinois, was awarded the bid to excavate and dispose of contaminated soil. The city will use funds from a $400,000 Brownfield Cleanup Grant awarded by the U.S. Environmental Protection Agency in 2019.

The project prepares the site to receive an Illinois Environmental Protection Agency (IEPA) No Further Remediation Letter for mixed-use residential redevelopment, according to Gary Deigan of The Deigan Group, the city's environmental consultant. Lake County Grading is a Local 150 Union Contractor with several Waukegan residents on its payroll and will deploy two of them on its four-person work crew for this assignment.

Deigan reported that four companies bid on the project, with bids ranging from $225,200 to $465,650.

The bid award provides a remaining balance of its grant funding to enable additional cleanup across the property as needed, Deigan said. Any remaining funds will be used for mandated post-remedy confirmation soil testing and reporting to attain the IEPA letter.
