Joint resolution authorizing a funding application to the Illinois Department of Commerce and Economic Opportunity (DCEO) for Lake County Regional Stormwater Management Projects Round 2.0 in the amount of $30,000,000.

· $122,098,000 was appropriated in Public Act 102-0017 for Regional Stormwater Management Projects in Lake County, to be awarded by the Department of Commerce and Economic Opportunity (DCEO). In 2022, DCEO awarded Lake County the first grant of $30,000,000 of the total appropriated funding for Lake County Regional Stormwater Management Projects 1.0.

· A second $30,000,000 grant for 16 new regional stormwater management projects in Lake County is under review by DCEO. Component project descriptions and locations are included in the Executive Summary and Location Map attachments.

· A final grant agreement from DCEO is anticipated this fall and must be executed by Lake County before December 31, 2024. The grant period is May 1, 2024, through April 30, 2026, and may be extended to December 31, 2026.

· No local match is required by DCEO, however additional funding will be provided by project partners to reimburse the Stormwater Management Commission for project administration.

· The Stormwater Management Commission will administer the grant, spend appropriated funds, and execute any and all agreements with partners related to this allocation and distribution of DCEO Funds for Lake County Regional Stormwater Management Projects Round 2.0.

Ordinance proposing the dissolution of the Slocum Lake Drainage District.

· Slocum Lake Drainage District is a Drainage District covering parts of the Villages of Lake Barrington, Port Parrington, Wauconda and unincorporated Lake County, and generates revenue via a tax levy.

· The District derives its revenue from a $14 annual maintenance assessment placed upon the tax bills of the properties within the District boundaries, with the total tax generating around $10,500 annually.

· The County has determined that the functions of the District can be as or more efficiently performed by either the municipalities or township within the District, either independently or in cooperation with each other and Lake County Stormwater Management Commission, such that the continuing existence of the District is no longer necessary

· This “Proposing Ordinance,” uses the authority granted from State Statute 55 ILCS 5/5-44025 to initiate the dissolution process and require that the District complete an audit detailing claims, receipts, inventory of property, and debts. The audit will be reported to the County Board, and at a subsequent meeting staff will return with a separate “Authorizing Ordinance” under 55 ILCS 5/5-44025, which will initiate the next steps in the District’s dissolution.

· The dissolution process, following Board action on the Authorizing Ordinance, is approximately six months.

Ordinance amending Chapter 151: Unified Development Ordinance of the Lake County, Illinois Code of Ordinances relating to the enhanced planting and protection of native tree and plant species in unincorporated Lake County.

· Previously, Planning, Building and Development Department staff engaged with the Planning, Building, Zoning and Environment (PBZ&E) Committee in a discussion series on various proposed text amendments to the Lake County, Illinois Code of Ordinances focused on the enhanced planting and protection of native tree and plant species in unincorporated Lake County.

· Following a recommendation by the PBZ&E Committee, the Lake County Board directed the Lake County Zoning Board of Appeals (ZBA) to hold a public hearing to consider the proposed text amendments. At the conclusion of the public hearing on June 20, 2024, the ZBA unanimously recommended approval of the proposed amendments as presented in the ZBA Resolution attached.

· The recommended amendments have been formatted into a document ready for codification as reflected in “Exhibit B”. The Ordinance will become effective upon County Board adoption of “Exhibit B”.

Presentation on Roadmap to Decarbonization development.

· The 2020 Net-Zero resolution commits Lake County to reducing greenhouse gas emissions from its operations by 50 percent by 2030 and 90 percent by 2040.

· Staff have prepared an informational presentation documenting the development of a roadmap tool to be utilized in County operations annually to guide policy and practices to decarbonization.
