City of Highwood Committee of the Whole met Nov. 19

Here are the minutes provided by the committee:

CALL TO ORDER By Mayor Pecaro at

1. Roll Call

Present: Aldermen Levi, Slavin, Falberg, Peterson and Hospodarsky

Absent: Alderman Fiore

Also Present: City Manager Coren, Assistant Manager Facchini, City Attorney Jablecki and Administrative Assistant Litjens

3. Review of Minutes to be Approved

3.1. City Council: October 15, 2024

3.2. Committee of the Whole: October 15, 2024

Minutes will be approved at the regular City Council meeting.

4. Appointments

5. Review of Bill Warrant List

5.1. 11/05/2024 AP Warrant List

5.2. 11/19/2024 AP Warrant List

Warrant Lists will be approved for payment at the regular City Council meeting.

6. Unfinished Business

7. New Business

7.1 Consideration of a Resolution Approving an ARC Application for a Wall Sign for Kirby Fit, Located at 4 Highwood Avenue. This will be approved at the regular City Council meeting.

7.2 Consideration of an Ordinance Abating the Tax Heretofore Levied for the Year 2024 to Pay the Principal and Interest on a General Obligation Bond not to Exceed $3,100,000 Series 2020, of the City of Highwood, Lake County, Illinois. This will be approved at the regular City Council meeting.

7.3 Consideration of an Ordinance Abating the Tax Heretofore Levied for the Year 2024 to Pay the Principal and Interest on $9,255,000 General Obligation Bonds Series 2021, of the City of Highwood, Lake County, Illinois. This will be approved at the regular City Council meeting.

7.4 Consideration of an Ordinance for the Levy, Collection and Assessment of Taxes for the City of Highwood for the 2024 Tax Levy. This will be approved at the regular City Council meeting.

7.5 A Discussion on Development Proposals for the Property at 118 South Central. Simon Berger of B3 Properties presented renderings of 8 single family homes. Council discussed the importance of maintaining green space, existing healthy trees and ample spacing between the proposed homes.

7.6 Consideration of an Ordinance Amending Section 4-1-7: Classification of Licenses in the Highwood City Code to Add a Class B Liquor License. This will be approved at the regular City Council meeting.

7.7 Consideration of a Motion Directing the City Manager to Increase the Part-Time Police Officer Hourly Rate to $40.00 per Hour. This will be approved at the regular City Council meeting.

7.8 A Discussion on Allowing Amdur Productions to Host an Art Festival in Highwood in September 2025. Staff provided an overview of the proposed festival to be held on September 13th and 14th of 2025.

7.9 A Review of the Water Plant Site Assessment Conducted by Jacobs Engineering. Staff presented an overview of the assessment and ways to sustain maintenance costs. Continued discussions will be held at future meetings.

7.10 A Discussion on the September 2024 Treasurer’s Report. The Treasurer’s Reports will be approved at the regular City Council meeting.

10. Adjournment moved by Alderman Peterson and seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:34 P.M.
