City of Highwood City Council met Dec. 3

Here are the minutes provided by the council:

CALL TO ORDER by Mayor Pecaro at 7:30 P.M.

1. Roll Call

Present: Aldermen Slavin, Falberg, Peterson and Hospodarsky

Absent: Aldermen Levi and Fiore

Also Present: City Manager Coren, City Attorney Jablecki and Administrative

Assistant Litjens

2. Pledge of Allegiance

All present recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Peterson and seconded by Alderman Hospodarsky to approve the minutes for City Council: November 19, 2024. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Peterson and seconded by Alderman Hospodarsky to approve the minutes for Committee of the Whole: November 19, 2024. All present voting aye, by voice vote, motion carried.

5. Approval of Warrant List:

5.1. Moved by Alderman Peterson and seconded by Alderman Slavin to approve the 12/03/2024 AP Warrant List for payment. All present voting aye, by roll call vote, motion carried.

9.1. Moved by Alderman Peterson and seconded by Alderman Slavin to approve the October 2024 Treasurer’s Report. All present voting aye, by voice vote, motion carried.

12. New Business

12.1. Moved by Alderman Peterson and seconded by Alderman Slavin to waive first reading approve an Ordinance Regarding Certain Variations from the Highwood Zoning Ordinance for 330 North Avenue. All present voting aye, by roll call vote, motion carried.

12.2. Moved by Alderman Slavin and seconded by Alderman Peterson to waive first reading and approve an Ordinance Approving a Special Use Permit to Allow Operation of a Tattoo Parlor at 43 Highwood Avenue. All present voting aye, by roll call vote, motion carried.

12.3. Moved by Alderman Peterson and seconded by Alderman Hospodarsky to waive first reading approve an Ordinance Approving a Zoning Map Amendment from R-2 Residential to R-3 Residential for 140 Morgan Place with the amendment that all exterior work be completed by July 1, 2025 with the potential for a 90 day extension contingent on City Manager approval. All present voting aye, by roll call vote, motion carried.

12.4. Moved by Alderman Hospodarsky and seconded by Alderman Peterson to approve a Motion Approving a Proposal from Christopher Burke Engineering to Provide Assistance on a Lead Service Line Replacement Program and Investigating Loan Options to Finance them in an Amount not to Exceed $38,000. All present voting aye, by roll call vote, motion carried.
