On Monday, June 16, 2025, the City of Highland Park enacted new regulations regarding motor-driven vehicles, including electric scooters and e-bikes. The move comes in response to growing safety concerns from community members and first responders. The updated ordinance aims to protect public safety and promote the responsible enjoyment of motor-driven vehicles.

The ordinance prohibits these vehicles on sidewalks, bike paths, parking lots, trails, and other public properties. Riders who meet age and licensing requirements may ride on the street but must follow the Rules of the Road, including obeying posted speed limits and traffic signals. Parents or guardians may be held responsible for minors.

Motor-driven vehicles are defined as any wheeled or tracked vehicle not issued a title document or license plates by the State of Illinois but equipped with electric or gas motors. This includes low-speed electric bicycles (Class 1, 2, or 3 e-bikes) and low-speed electric scooters.

Key provisions include:

- Age Requirements:

- Riders must be over 16 with a valid driver's license to operate a low-speed e-bike independently.

- Riders must be over 18 with a valid driver's license to operate a low-speed scooter.

- Children under these ages can ride if accompanied by a parent or legal guardian.

- Location Restrictions:

- Motor-driven vehicles may only be operated on roadways.

- E-bikes and e-scooters are prohibited on sidewalks, parking lots, bicycle paths, public parks, and trails.

- Safety Requirements:

- Vehicles must have proper lights/reflectors and brakes.

- Helmets are required for all riders regardless of age.

Motorized wheelchairs and toy vehicles are exempt from these regulations. The City Council will consider imposing a minimum fine of $100 for violations in July.

The city implemented these regulations due to rising safety concerns involving e-bikes and e-scooters such as reports of unsafe operation leading to injuries requiring hospital treatment. These rules aim to prevent future accidents or unsafe situations while clarifying laws applicable to these newer modes of transportation.
