City of North Chicago Economic Development/Planning/Zoning Committee met Sept. 15

Here is the agenda provided by the committee:

Alderman Brooks called the meeting to order.

ROLL CALL:

Present: Jackson, Coleman (RP), Evans, Allen, Wray, Murphy, Brooks

Absent: None

I. DISCUSSION TO AUTHORIZE STAFF TO ADVERTISE FOR BIDS FOR THE SURPLUS PROPERTIES AT 0 KENNEDY DR., 0 BARRETT DR. AND 0 DUGDALE AVE., COLLECTIVELY KNOWN AS ARRINGTON WOODS:

Economic & Community Development Director Taylor Wegrzyn explained the intention to get an RFP (Request For Proposal) for the approximate 17 acres of land that the City owns. Presently zoned R5 (limited multi-family) and hoped for development of single-family homes. The land appraised for $1,275,000, there were infrastructure needs for the property which could affect the bid (such as a road).

Alderman Murphy asked if being bid as a package of all 3; Mr. Wegrzyn said yes. Alderman Murphy asked if there was a possibility of making a minimum bid requirement. He said there was no minimum bid requested on the RFP, but the appraisal amount was noted. Attorney Simon explained the methods that could be used for bids.

Alderman Brooks was concerned with the local builders having the same financial means to bid on the properties. He suggested that there were many local bidders, and they have opportunity to build on the property also. Mr. Wegrzyn explained that there had been discussions.

II. DISCUSSION TO AUTHORIZE STAFF TO ADVERTISE REQUEST FOR PROPOSALS – SHERIDAN CROSSING MARKET STUDY:

Mr. Wegrzyn explained the request for an RFP for consultants to perform marketing services and analytics to show what the site can support currently. It had been done before but the market changes.

Alderman Allen asked if the Comprehensive Plan was considered. Mr. Wegrzyn explained that the Comprehensive Plan was a vision, and the market study would provide the data. He noted that one of the important developments was a hotel which is a large portion of the market leaking out of North Chicago. There were also intentions of entertainment venue

III. DISCUSSION OF AN ORDINANCE APPROVING CERTAIN LOT COVERAGE AND LANDSCAPING VARIATIONS TO NORTH CHICAGO SCHOOL DISTRICT 187 AT 1812 MORROW AVE.:

Mr. Wegrzyn explained that a portion of South School was to be demolished, there was no parking.

The ordinance for would accommodate parking lot and multi-purpose area. The other portion was for improving the landscaping and buffers. The neighborhood seemed to be in approval of the changes.

IV. DISCUSSION TO AUTHORIZE STAFF TO SUBMIT PZA PETITION FOR MAP AMENDMENT – 712 BROADWAY AVE., DECLARE THE PROPERTY SURPLUS AND AUTHORIZE STAFF TO DISPOSE VIA AUCTION METHOD:

Mr. Wegrzyn said the property had previously been declared surplus but has been consolidated in the PINs. The property was approximately 50’ wide, able to satisfy the zoning standards for a singlefamily home. It is currently zoned B2 and staff felt it would be better to serve as a single-family home. The development pattern in the area was single-family and would like to continue. Concerned with keeping B2 it would not be developed.

Alderman Allen moved, seconded by Alderman Evans that the Economic Development / Planning / Zoning Committee Meeting stand adjourned.
